RE: GRANT REQUEST FROM VISTA RIDGE DEVELOPMENT CORPORATION TO
PRE-ADVERTISE SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL
REVIEW PERMIT#1426
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has received a request from Vista Ridge Development
Corporation, do Todd Hodges Design, LLC, 1269 North Cleveland Avenue, Loveland, Colorado
80537, for pre-advertisement of an application for a Site Specific Development Plan and Use by
Special Review Permit#1426 for a Recreational Facility (two soccer fields, one baseball and
track field) in the A (Agricultural)Zone District, and
WHEREAS, said property is described as part of the S1/2 of Section 33, Township 1
North, Range 68 West of the 6th P.M., Weld County, Colorado, and
WHEREAS, after study and review the Board deems it advisable to grant said request,
with the hearing date to be set as June 4, 2003, at 10:00 a.m.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the request from Vista Ridge Development Corporation for
pre-advertisement of an application for a Site Specific Development Plan and Use by Special
Review Permit#1426 for a Recreational Facility (two soccer fields, one baseball and track field)
in the A (Agricultural) Zone District be, and hereby is, granted.
BE IT FURTHER RESOLVED by the Board that the hearing date to consider said
request be, and hereby is, set as June 4, 2003, at 10:00 a.m.

USR-1426- Request for a Site Specific Development Plan and Special Review Permit for a
Recreational Facility to include two soccer fields, one baseball and track field in the A
(Agricultural) Zone District on a parcel of land described as part S2 Section 33, T1 N, R68W of
the 6th P.M., Weld County, Colorado. The property is located approximately 1/4 mile north of
State Hwy 7, 3/4 mile south of CR 4; adjacent to Sheridan Blvd, located in the Town of Erie.
The applicant has requested the pre-advertisement for the Vista Ridge Development
Corporation for the Boulder Junior Academy, USR-1426. The Department of Planning
Services has reviewed this request and is recommending approval of the pre-advertisement to
be heard by the Board of County Commission members on June 4, 2003.

Remarks: Attached are two letters requesting a pre-advertised Board of County Commissioners
hearing for the Vista Ridge Development Corporation. The letters are from Vista Ridge
Development Corporation and Boulder Junior Academy. Also attached is a copy of the
check (#1888)submitted with the USR/SE application on Wednesday,April 2,2003.
We are submitting the USR application ahead of the Department of Planning Services
deadline for a May 20th Planning Commission hearing. We respectfully request a
May 28th Board of County Commissioners hearina date. Please contact me at your

RE: Request for a Pre-Advertised Board of County Commissioners Hearing, Vista Ridge Development Corporation,
Brownlee,Vista Ridge Academy School,Use by Special Review application
Dear Ms. Lockman:
This letter is a formal request for a pre-advertisement concerning the Use by Special Review application for the Vista Ridge
Academy School recreational fields being submitted herein by Vista Ridge Development Corporation.
Currently, the Vista Ridge Academy School site is under review with the Town of Erie. The Town of Erie's site review
process for the School is contingent upon approval of this Use by Special Review application for the recreational fields
through Weld County. We are requesting this pre-advertised hearing due to the interconnectivity of both jurisdictional
reviews of the pending applications. To delay the Use by Special Review application farther would result in the delay of
opening the school by one academic year. This extenuating circumstance warrants the pre-advertised Board of County
Commissioner's hearing.
I have enclosed a check in the amount of$35.00 for the pre-advertisement fee. My representative spoke with Mr. Kim Ogle
with the Department of Planning Services and Ms. Esther Gesick with the Clerk to the Board's Office the morning of March
27. It is our understanding that the earliest hearing date available after the May 20th Planning Commission hearing is May
281°. We are respectfully requesting pre-advertising be completed and this proposal be scheduled before the Board of County
Commissioners on May 28, 2003. Ms. Gesick will need information from you immediately regarding this request to
coordinate the hearing and the notification. Your immediate attention is appreciated.

Vista Ridge Development Corporation,Brownlee,Boulder Junior Academy,Use by Special

Dear Ms. Locicman:
Boulder Junior Academy is writing this letter to support Vista Ridge Development Corporation's
request for a pre-advertisement concerning the Use by Special Review application for Boulder
Junior Academy's proposed recreational fields being submitted by Vista Ridge Development
Corporation.
We are in the process of moving our school to Erie/Weld County. Currently our proposed
school site is under review with the Town of Erie. The Town of Erie's site review process for the
school is contingent upon approval of this Use by Special Review application for the recreational
fields through Weld County.Our plans are to provide educational opportunities to children in
grades K-1.2 in facilities within the Town of Erie and at the land in Weld County under
consideration.The property under development consideration in Weld County is not annexed to
the Town of Erie.Future annexations to the Town of Erie will require a vote by the community
during certain times of the year.This is an arduous process requiring more time than we have
before our April site development start date.This start date will allow us to begin school at the
Erie/Weld County site after this year's Christmas break.
We have been coordinating with Erie to meet this start date and look forward to working with
you. We support this pre-advertised hearing. Because of the interconnectivity of both
jurisdictional reviews of the pending applications,we seek your support for our school project
and a coordinated/concurrent review between Erie and Weld.County. To delay the Use by
Special Review application would result in the delayed opening of the school and the loss of one
academic year. This extenuating circumstance warrants the pre-advertised Board of County
Commissioner's hearing and we support the request for the hearing.
