HomeMy WebLinkAbout20030527.tiff 1ti Minutes WELD COUNTY COUNCIL January 21, 2003 2[11:3 rF P;! 3: 09 Tape 194A The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at Weld County Centennial Center, 915 10`' Street, Greeley, CO, Tuesday, January 21, 2003, 6:30 p.m. ROLL CALL: The meeting was called to order by President Joyce Smock. Vice President Mitchell Martin, Councilman Dwaine Kurtz, Councilman Chip Marks and Councilman Douglas Rademacher were present, constituting a quorum of the members. Also present: Bradley Leafgren, Jody Malone, David Sauter, William Sander, and the Council secretary, Bev Thomas. RECOGNITION OF JODY MALONE: Former Council member Jody Malone was recognized by the Council with the reading of Council Resolution 141 and the presentation of a plaque. ELECTION OF 2003 OFFICERS: President Joyce Smock asked for nominations for 2003 Council President. Councilman Douglas Rademacher nominated Councilman Mitchell Martin for 2003 Council President. Councilman Dwaine Kurtz seconded the motion. Councilman Mitchell Martin was unanimously elected 2003 Council President. Council President Mitchell Martin asked for nominations for 2003 Council Vice President. Councilman Dwaine Kurtz nominated Councilman Douglas Rademacher for 2003 Council Vice President. Councilman Chip Marks seconded the motion and Douglas Rademacher was unanimously elected 2003 Council Vice President. RECOGNITION OF JOYCE SMOCK: Former Council member Joyce Smock was recognized by the Council with the reading of Council Resolution 142 and the presentation of a plaque. UNFINISHED BUSINESS: Appointment of Council Member for District 1 Vice President Douglas Rademacher made a motion to appoint William Sander as the District 1 Council person. Councilman Chip Marks seconded the motion. Council members discussed the high merits of each of the three District 1 candidates: Bradley Leafgren, William Sander, and David Sauter. It was noted that William Sander actually carried a petition to be on the November 2002 election. Vice President Rademacher called for the question. William Sander was unanimously appointed Councilman for District 1. �Lori, V 1)0O3 2003-0527 Weld County Council Minutes January 21,2003 Page 2 of 4 APPROVAL OF DOCUMENTATION: December 2, 2002 Council Minutes Councilwoman Joyce Smock made a motion to approve the December 2, 2002 Council minutes. The motion was seconded by Vice President Douglas Rademacher and the motion carried. 2002 Fourth Quarter Report to the People Vice President Douglas Rademacher made a motion to approve the 2002 Fourth Quarter Report to the People. Councilman Dwaine Kurtz seconded the motion and it carried unanimously. PUBLIC COMMENT: There was no public comment. NEW BUSINESS: 2003 Council Meetings Day, Time, & Location Vice President Douglas Rademacher made a motion, seconded by Councilman Chip Marks, to adopt Resolution 140 setting the regular meetings of the County Council to be held the third Tuesday of each month during the 2003 calendar year. The motion carried. The Council decided that 2003 Council meetings would begin at 6:30 p.m. It was determined that the April meeting would be at Weld's Southwest Administration Building, the August meeting location would be decided at a future date, and the other 2003 meetings would be at Weld County's Centennial Center in Greeley. 2003 Council Coordinator/Elected Officials Assignments Council coordinator/elected official assignments were made as follows: Finance President Mitchell Martin Public works Vice President Douglas Rademacher Health Services Councilman Dwaine Kurtz Human Services Councilman William Sander Planning Councilman Chip Marks Sheriff Vice President Douglas Rademacher Assessor Councilman Chip Marks Clerk and Recorder Councilman Dwaine Kurtz Weld County Council Minutes January 21,2003 Page 3 of 4 2003 Council Review Programs It was decided Commissioner Long would present the February review program to discuss the restructuring of the Weld County Treasurer's Office. Council members were assigned to coordinate review programs as listed: May and November President Mitchell Martin April and October Vice President Douglas Rademacher February and March Councilman Dwaine Kurtz June and August Councilman Chip Marks July and September Councilman William Sander CORRESPONDENCE: Council members reviewed the correspondence. COORDINATOR REPORTS: Councilwoman Joyce Smock reported she had been contacted by a citizen regarding the discrepancy between the cost of vaccines charged by the Weld County Health Department and Denver's Health Department. She had also been contacted by a citizen from the Ft. Lupton area regarding bullets ricocheting to his property from a neighbor's shooting area. Citizens had been referred to the appropriate county personnel.
