SUBJECT: USR-1404, Bayo Alarape and Karen Crow
The Weld County Public Works Department has reviewed this proposal; this project falls
primarily under the purview of the Use by Special Review Standards, Weld County Code,
Chapter 23, Article II, Division 4, Section 23. Our comments and requirements are as follows:
COMMENTS:
WCR 8 is designated on the Transportation Plan Map as a collector status
road, which requires an 80-foot right-of-way at full build out. There is presently a 60-foot right-
of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the
Weld County Code, Chapter 23, Article III, Section 23-3-50, the required setback is measured
from the future right-of-way line.
The average daily traffic (ADT) count for WCR 8 is 636 vehicles taken in a 24-hour period
March 15, 1999.
REQUIREMENTS:
Future Right-of-Way: The applicant shall reserve an additional 10 feet of property parallel to
WCR 8 right-of-way for future build out.
Access: I have reviewed Weld County's aerial maps and verifyied that there is an existing
access available for the new mobile home site without granting a new access to WCR 8. Utilize
this access point for the additional structure.
Storm Water Drainage: The applicant did not indicate any new asphalt approaches, only the
new mobile home site. The new roof surface area would cause very little impact on additional
storm water run-off. The Weld County Public Works would waive the storm water drainage
study at this location.

Environmental Health Services has reviewed this proposal for a single family dwelling.
We have no objections to the proposal, however, we do recommend that the following
conditions be part of any approval:
We recommend that the following requirements be met prior to allowing the plat to be
recorded:
1. The applicant shall submit evidence to the Department of Planning Services,
from the Colorado Division of Water Resources, demonstrating that the well(s)
are/is appropriately permitted for the use.
We recommend that the following requirements be incorporated into the permit as
development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, blowing debris, and other potential nuisance conditions.
4. Fugitive dust shall be controlled on this site.
5. This facility shall adhere to the maximum permissible noise levels allowed in the
Residential Zone as delineated in 25-12-103 C.R.S., as amended.
6. Any septic system located on the property must comply with all provisions of the
Weld County Code, pertaining to Individual Sewage Disposal Systems.
7. A permanent, adequate water supply shall be provided for drinking and sanitary
purposes.

(other than those permitted under Section 23-3-20.A) in the A (Agricultural) Zone District.
USR-1404
There is one Electrical permit, ELS-021047, that was issued for this property that is still active
and an application for a manufactured home, PRS-023037, that is pending for this parcel.
There are no other active or historical permits on record for this parcel.
1. The above referenced manufactured home permit shall be obtained for the installation of the
manufactured home.
2. A plan review is required for the manufactured home installation. Plans shall bear the wet
stamp of a Colorado registered architect or engineer. Two complete sets of plans are required
when applying for each permit.
3. The manufactured home shall be installed in accordance with the Colorado Division of
Housing Manufactured Home Installation Program, the1999 National Electrical Code and
Chapter 29 of the Weld County Code. The manufactured home shall be installed according to
the manufacture's installation instructions.
4. Setback and offset distances shall be determined by the Zoning Ordinance.
6. Building height shall be measured in accordance with the 1997 Uniform Building Code to
determine compliance with the Bulk Requirements from Chapter 27 of the Weld County Code.
Building height shall be measured in accordance with Chapter 23 of the Weld County Code in
order to determine compliance with offset and setback requirements. Offset and setback
requirements are measured to the farthest projection from the building.

In consultation with the Natural Resources Conservation Service(NRCS), we have reviewed the above
referenced case and have the following comments.
SOILS/LIMITATIONS: The Olney loamy sand on this site has slight limitations for septic tank
absorption fields, dwellings with or without basements, shallow excavations and small commercial
buildings. Windbreaks and landscape plantings are generally suited to this soil.
PRIME FARMLANDS:No Prime Farmlands will be taken out of production.
SOIL EROSION POTENTIAL: Surface runoff is slow and the erosion hazard is low.
OTHER: If future land use will include grass establishment and grazing, we would recommend that the
new landowner contact the local NRCS office for guidelines on establishing and maintaining the grass and
grazing management. Additionally, the future landscape plan should address the reduction of water use
with the use of Xeriscape. We also recommend that Ron Broda,Weld County Vegetation Management
Specialist be contacted to assist the landowner in developing a weed management plan. Ron can be
