RE: GRANT MOBILE HOME PERMIT NO. 713 - JAMES AND JANET SAILAS
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners of Weld County,
Colorado on the 16th day of March, 1983 , considered the request
of James and Janet Sailas for a mobile home to be used as a prin-
cipal dwelling, which is to be occupied in an A-Agricultural Zone
District more particularly described as follows:
Lots 5 and 6 , Block 25, Wattenberg
Weld County, Colorado
WHEREAS, the Board of County Commissioners, having heard the
testimony, finds that said request should be granted subject to
the following conditions: 1) that the applicant meet all of the
County Health Department requirements for an adequate septic sys-
tem before the issuance of any building permits; and 2) the appli-
cant shall apply for and receive a building permit for the mobile
home within thirty (30) days of the date of approval by the Board
of County Commissioners.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the request of James
and Janet Sailas for permission to place a mobile home to be used
as a principal dwelling on the above described parcel of land,
which was found to be in compliance with the Weld County Zoning
Ordinance, Section 43 , be, and hereby is, granted subject to the
conditions above listed.

The Department of Planning Services staff has reviewed this request and recommends that
the request be approved for the reasons:

COMMENTS:
- The affected lot is within a floodplain and the applicant has met all
Floodplain Management Standards.
- The Department of Planning Services staff has not received any negative
comments regarding this case.
- The Department of Planning Services staffs recommendation for approval
is conditional upon the following:
1. That the applicant meet all of the County Health Department
requirements for an adequate septic system before the issuance
of any building permits.
2. The Department of Planning Services staff recommendation for
approval is conditional upon the applicant applying for and
receiving a building permit for the mobile home within thirty
(30) days of the date of approval by the Board of Coun y
Commissioners.

COMMENTS:
The property is presently vacant. The property is triangular in shape. Both
Caroline Avenue and Christian Street are gravel surfaced. It would appear that
there is adequate space for access either to Christian Street or Caroline Avenue,
the applicant did not identify which road would be accessed. There is a large
earthern berm that runs along the eastern boundary of the property in a southwestern
to northeasterly direction. There are at least three to four residences located
on the west side of Caroline Avenue which would be to the west of this property.
There are two residences located on the north side of Christian Street. The
applicant must obtain approval of a flood hazard development permit prior to
locating the mobile home on the property.

As drawn, a septic system would not fit into the area defined as lots 6
and 5 and still meet all of our distance requirements (10 feet from property
lines, 20 feet from structures) . With the home situated on Lot 6, the area
left in Lot 5 will not meet the distances stated above. Also, a future expan-
sion is delineated.
Septic area may be available, based upon on-site percolation test and soil
profile evaluation, if the mobile home were moved south, as close to lot 4 as
possible.
