The Weld County Public Works Department has reviewed this proposal; this project falls primarily under the
purview of the Use by Special Review Standards, Weld County Code, Chapter 23, Article II, Division 4, Section
23. Our comments and requirements are as follows:
COMMENTS:
WCRs 3 and 48 are both designated on the Transportation Plan Map as a local gravel roads at this location.
WCR 3 has an ADT county 122 vehicles taken 7/30/1997, and WCR 48 has an ADT count of 72 vehicles in a
24-hour period taken 11/30/1999.
Section Line: WCR 48 "T's" into WCR 3 at this location. In verifying Weld County right-of-way information,
there is no county public right-of-way east of this intersection between Sections 5 and 8, Township 4 North,
"Rage 68 West of the 6th P.M.
REQUIREMENTS:
Access and Circulation: The access to the proposed USR is off set north of the "T" intersection. The
applicant indicated that the off-street parking loading area including the access drive will be surfaced with a
minimum of four inches of gravel. It shall be graded to prevent drainage problems.Plat Drawing: The applicant needs to indicate on the plat drawing off-street parking for visitors, parking for ✓/employees, the loading and unloading area, and designate with arrows the circulation pattern throughout the
proposed USR. •
Parking: There shall be no staging or parking of vehicles for the purpose of unloading on the Weld County
right-of-way. Utilize off-street parking and unloading areas.
Storm Water Drainage: The historical flow pattern and run-off amounts will be maintained in such a manner
that will reasonably preserve the natural character of the area and prevent property damage of the type
generally attributed to run-off rate and velocity increases, diversions, concentration and/or unplanned ponding
of storm run-off.

Environmental Health Services has reviewed this proposal for a woodworking business.
We have no objections to the proposal, however, we do recommend that the following
conditions be part of any approval:
We recommend that the following requirements be met prior to allowing the plat to be
recorded:
1. If applicable, submit an Air Pollution Emission Notice (A.P.E.N.) and Emissions
Permit application to the Air Pollution Control Division, Colorado Department of
Health and Environment for emissions of criteria, hazardous or odorous air
pollutants.
2. The septic system serving the residence and will be used by employees shall be
reviewed by a Colorado Registered Professional Engineer. The review shall
consist of observation of the system and a technical review describing the
systems ability to handle the proposed hydraulic load. The review shall be
submitted to the Environmental Health Services Division of the Weld County
Department of Public Health and Environment. In the event the system is found
to be inadequately sized or constructed the system shall be brought into
compliance with current Regulations.
3. The applicant shall submit a waste handling plan, for approval, to the
Environmental Health Services Division of the Weld County Department of Public
Health & Environment. The plan shall include at a minimum, the following:
1) A list of wastes which are expected to be generated on site (this should
include expected volumes and types of waste generated).
2) A list of the type and volume of chemicals expected to be stored on site.
3) The waste handler and facility where the waste will be disposed (including
the facility name, address, and phone number).
We recommend that the following requirements be incorporated into the permit as
development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, blowing debris, and other potential nuisance conditions.
4. Fugitive dust shall be controlled on this site.
5. This facility shall adhere to the maximum permissible noise levels allowed in the
Residential Zone as delineated in 25-12-103 C.R.S., as amended.
6. The facility shall utilize the existing public water supply.
7. All potentially hazardous chemicals must be stored and handled in a safe manner
in accordance with product labeling.
8. The applicant shall operate in accordance with the approved "waste handling
plan".
9. Adequate toilet and handwashing facilities shall be provided for employees. The
employees shall be allowed to use the handwashing and toilet facilities located at
the applicants' residence.
10.Any septic system located on the property must comply with all provisions of the
Weld County Code, pertaining to Individual Sewage Disposal Systems.
11.A permanent, adequate water supply shall be provided for drinking and sanitary
purposes.

Upon review of my computer and files, the following violation was noted (VI-0200177). The violation is in
regards to the operation of a commercial business without an approved and recorded Use by Special Review
permit; therefore, if approved and once recorded this violation would be closed.
Please be advised that this case has not appeared before the Board of County Commissioners. A 30 (thirty) day
letter was sent on November 6,2002. Therefore, if this case is denied, it will be immediately scheduled to appear

Site Specific Development Plan and a Special Review Permit for a Business permitted as an
Accessory Use (Woodworking Business) in the Commercial or Industrial Zone District in the A
(Agricultural) Zone District.
USR-1415
There are no current or historical building permits on record for this parcel.
1. A building permit will be required for each building used in the woodworking business. The
permit application shall include a plot plan showing distances between all buildings and from
buildings to property lines. A floor plan for buildings used in the woodworking business listing
and describing the equipment used and types of wood finishing processes shall be submitted
as well.
2. A plan review is required for each building. Two complete sets of plans are required when
applying for each permit.
3. Changes in the character or use of existing buildings shall conform to the requirements of
Section 3405 of the 1997 Uniform Building Code.
4. Building height shall be limited to the maximum height allowed per UBC Table 5-B. Wall and
opening protection and limitations shall be in accordance with UBC Table 5-A. Separation of
buildings of mixed occupancy classifications shall be in accordance with UBC Table 3-B and
Chapter 3. Setback and offset distances shall be determined by the Zoning Ordinance.
5. Building height shall be measured in accordance with the 1997 Uniform Building Code for
the purpose of determining the maximum building size and height for various uses and types of
construction and to determine compliance with the Bulk Requirements from Chapter 27 of the
Weld County Code. Building height shall be measured in accordance with Chapter 23 of the
Weld County Code in order to determine compliance with offset and setback requirements.
Offset and setback requirements are measured to the farthest projection from the building.
6. A Flood Hazard Development Permit shall be submitted for buildings constructed within the
100-year flood plain.

Subject: USR-1415
The sheriff's office has no concerns with this Special Use Permit. The sheriffs office
would however be willing to provide a program entitled Crime Prevention Through
Environmental Design to the developer. This program reduces the likelihood of criminal
activity at a specific location by"hardening"it to crime.
The Sheriff's Office lacks the ability to absorb any additional service demand without the
resources recommended in the multi-year plan provided to the Board of County
Commissioners or as indicated by growth not considered at the time the plan was
developed. I have no other comments on this proposal.

Re: Clark Woodworking,USR 1415
Dear Mr. Anderson:
We have rexcived your referral for the Clark Woodworking facility,at 23012 WCR43. This would appear to be
an H occupancy. Plcnse advise if you would have a different classification. On 01/03/2003 a tits inspex'!ion was
done there in the company of Bruce Clark,the manager.Mr. Clark advised me that he has been conducting this
business at this location for twenty years in Iwo existing farm buildings. Upon review of the premises we would
require updated fur extinguishers be installed,two in each building,2AoOBC. We would also ask that each
building have a cared area of between 15 and 20 feel around each building to G'tcilitale firefighting operations
should they become necessary, .
I also advised Bruce that a permit,issued by the Berthoud Fire Protection District,for the woodworking
operation would be roquired. This permit will be issued pursuant to this inspection. The cost of this permit is
$50.00.however it will be covered for 2003 in the referral review fee at no extra charge.
