RE: APPROVE LETTER AMENDMENT FOR 2004 ANNUAL COST-OF-LIVING
ADJUSTMENT, AND AMENDMENT TO THE MASTER ON-SITE SERVICE
AGREEMENT, AND AUTHORIZE CHAIR TO SIGN - AFFILIATED COMPUTER
SERVICES, INC.
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Letter Amendment for the 2004 annual
cost-of-living adjustment and an Amendment to the Master On-Site Service Agreement between the
County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld
County and Affiliated Computer Services, Inc.,effective January 1,2004,with terms and conditions
being as stated in said Letter Amendment and Amendment to the Master On-Site Service
Agreement, and
WHEREAS,after review,the Board deems it advisable to approve said Letter Amendment
and Amendment to the Master On-Site Service Agreement,copies of which are attached hereto and
incorporated herein by reference.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Letter Amendment for the 2004 annual cost-of-living adjustment and
Amendment to the Master On-Site Service Agreement between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County and Affiliated
Computer Services, Inc., be, and hereby are, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is,authorized to
sign all necessary documents.

Dear Mr. Vaad,
In accordance with our contract, we will be adjusting our monthly fee per the Consumer
Price Index (CPI) for Urban Wage Earners and Clerical Workers—Denver and Boulder
area,published by the Bureau of Labor Statistics.
The Consumer Price Index for June 2003 was at 181.3. This amount changed from the
June 2002 value of 178.1. This is an increase of 1.80% or$2,818.55. The new monthly
billing amount is $159,404.61.
These charges are to be made effective with the invoice for January 2004 services.

SUPPLEMENTAL SERVICES

Related Agreement: Master OnSite Services Agreement between Weld County and Affiliated
Computer Services, Inc. (ACS)dated November 1993
All terms defined in the Agreement and its amendments shall have the same meaning ascribed to them
therein when used in this Service Enhancement Request. Pursuant to Section 2.2 of the Agreement,
Client hereby requests that ACS perform the Supplemental Services described below. The parties
acknowledge that any Supplemental Services to be performed pursuant to this Service Enhancement
Request shall be performed under the terms and conditions of the Agreement. In addition, unless
otherwise set forth below, any payments to be made by Client to ACS under this Service Enhancement
Request shall be made pursuant to the terms and conditions of the Agreement. The amounts to be paid by
Client to ACS under this Service Enhancement Request shall be in addition to any other amounts which
Client is obligated to pay to ACS under the Agreement.
Description of Supplemental Services:
This Service Enhancement Request(SER)will add a microcomputer specialist and a functional
consultant to the Application Support Team.
We are currently supporting 926 microcomputers, laptops,printers, scanners and digital cameras
with a staff of two microcomputer specialists and a help desk manager. We anticipate becoming
responsible for 200 additional desktops in the Social Services department in January, 2004. This
is a ratio of 308 to one. Industry standards suggest a ratio of 160 to one. We are proposing that
we add one microcomputer specialist and transfer one of our consultants to the desktop support
area. This would provide a ratio of 225 to one.
The Application Support Team is comprised of seven(7)Functional Consultants who are
responsible for providing business functional consulting, large-system software implementation
and support,and project management for all Weld County departments. Functional Consultants
'own' their department business relationships and are responsible for client satisfaction within
their areas.
Weld County owns about 40 major software systems, including Banner Finance, PeopleSoft
Payroll and HR, Great Plains Financial, PermitsPlus, AIMS+,TIMS,and CRIS+.There are
approximately 130 other systems like AutoCAD, PerformanceNow!, and Access being supported
and maintained. Over the past three years alone,Weld County has added many new systems
TeleStaff, CCVC, Decade Inspections,Adore, DocuTec Imaging for Clerk&Recorder, Motor V
and Assessor, Photo ID, and Genesis Lab Management). TeleStaff will be deployed to Health and
Sheriff in 2004, and possibly to Public Works. All of the county systems require on-going

support,maintenance and upgrades. Many of the major systems are being re-written to web-
based products. Conversion to the web-based products requires more time and staff who are
specialized in database and web to implement these more-complex systems. As systems evolve,
they provide more functionality to the end-users. Enhanced functionality and deployment to the
growing county user community increase functional and desktop support demands.
Other funding opportunities and county growth have increased the number of computer related
requests. Homeland Security has impacted the Health Department and the Sheriffs Office. We
expect this trend to continue. County growth puts demands on many departments—Ambulance,
Sheriff's Office,Health, Planning and Building Inspection, District Attorney and Social Services
all have growing needs in technology.
There are several 2004 projects which require extensive ACS staff time to manage and complete.
Sheriff,Ambulance and District Attorney will undergo full functional needs assessments.
Planning and Assessor primary systems will be re-evaluated. These assessments will result in
action-items which will also be addressed in some fashion in 2004 and 2005.
Social Services state legacy systems are being re-designed and re-deployed with new technology.
In 2004, a consolidated benefits program, `Colorado Business Management System' (CBMS),
will be deployed state-wide. The entire benefits area will be affected by imposed workflow
changes. Assistance with full CBMS system deployment will be needed as the state releases
newly engineered software. We anticipate 200 PCs currently state-maintained to be transferred to
county ownership.
Over the past several years,the Weld County network has grown more complex with integration
of agencies through technology. The Tiburon access for the Sheriff,the District Attorney, and
Ambulance now is provided totally on the Weld County Network. We also maintain and support
the 911 access outside of Greeley. Social Services' PCs span 2 networks—county and state. The
Human Services Department has state and educational ties and requires more ACS time to
support the Head Start Program and the Learning Lab...
Assessment of staffing to effectively support current and future department needs reveals
that additional staff and expertise is required; especially in the property area. ACS will provide
an additional FTE with skills necessary to provide functional consulting and primary system
support for Planning and Building Inspection, and the Public Works Departments. This will free
up time within the existing staff to cover increased needs in the Social Services Department,the
Health Department,Ambulance and the Sheriff's Department.
This Service Enhancement Request will be effective January 1, 2004,with charges prorated based
on the actual start date of the individual filling the position. The SER will be continuous with the
master agreement dated November 1993.
This agreement will provide two additional resources required to support the growing inventory
of microcomputers and printers and additional expertise to meet the growing needs in the
property area for Planning and Public Works. It will also allow for backup support in all other
functional areas. As county needs change, Functional Consultants may be re-aligned to maintain
the best service for our client, Weld County.

Payment
The additional amount to be paid by the Client to ACS under this Service Enhancement Request
will contain a fixed 3%COLA, which will be applied each year effective on January 1 of each
contract year. ACS will submit an invoice to the Client on a monthly basis beginning in January
2004 in twelve equal monthly payments based on the annual payment schedule listed below.
