HomeMy WebLinkAbout20032564.tiff Minutes WELD COUNTY COUNCIL July 15, 2003 Tape 198 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter, 6:30 p.m., July 15, 2003, at the Weld County Centennial Center, 915 10th Street, Greeley, CO. ROLL CALL: The meeting was called to order by President Mitchell Martin. Councilman Dwaine Kurtz, Councilman Chip Marks, and Councilman William Sander were present, constituting a quorum of the members. Vice President Douglas Rademacher was excused. Also present: Weld County Executive Director of Human Services Walt Speckman and the Council secretary, Bev Thomas. REVIEW PROGRAM: Mr. Walt Speckman, Executive Director of Weld County Human Services, presented an overview of Human Services including descriptions of its four departments: employment programs; children's programs; senior citizen's programs; and transportation. He emphasized that the goal of the programs is to make people more independent. Each of the four departments includes numerous services meeting a wide array of needs. Mr. Speckman explained the purchase of services and coordination agreements Human Services has with numerous independent agencies. Colorado state budget cuts that impact Weld County Human Services were reviewed by Mr. Speckman. He also touched on Human Services' "current events" including: the caseload of Temporary Assistance for Needy Families (TANF); re-establishing Billy Martinez Head Start center lost to fire; adjustments to the single entry point system for Medicare and Medicaid clients; and re-authorization and refunding of programs from Washington D.C. Mr. Speckman pointed out that most of the Human Services programs are funded with federal money. He answered council members' questions regarding grants/funding and coordination-of-services with other counties. AGENDA ADDITIONS/APPROVAL: A motion was made to approve the agenda as printed. The motion carried. APPROVAL OF MINUTES: A motion was made to approve the June 17, 2003 Council meeting minutes. The motion carried. PUBLIC COMMENT: There was no public comment. PAYMENT OF THE BILLS: A motion was made and seconded to pay the following bills: Mileage for Councilman Chip Marks $59.16 Mileage for Councilman Mitchell Martin $21.76 Mileage for Councilman Will Sander $ 5.44 The motion carried. ADDITIONS: 1 .Councilman Chip Marks suggested the Council have a review program from the Planning Department. Council President Mitchell Martin will schedule such a program for the Council's September meeting. Councilman William Sander will coordinate the November meeting. Councilman Dwaine Kurtz was excused at 8:00 p.m. 2 A motion was made and seconded to approve the second quarter 2003 Report to the People. The motion carried.
