E-470 opened its first five miles back in 1991. E-470 completed construction of the final 8 miles, five weeks ahead of schedule and on budget. The entire project was accomplished without a • dollar of federal aid.Through the cooperative efforts of a public-private John McCuskey partnership, and pioneering use of the design-build construction method, E-470 Deputy Executive Director Director of Finance andAudit E-470 has set the bar high for future highway construction projects: • In his remarks at the Grand Opening Ceremony,Colorado's Governor Bill Owens called E-470 a"visionary highway"and a model for Colorado's transportation future. • E-470 has fueled talk of the potential for a continuous 106-mile beltway around the Denver metro area (see map on next page). •The Colorado Tolling Enterprise Board has considered adding toll-financed express lanes to several state highways. E-470 spurred the creation of another tollway, the 11-mile Northwest Parkway, which will connect with E-470 when it opens later this year.Drivers on the Northwest Parkway will use the same EXpressToll transponder used on E-470.All EXpressToll accounts will be managed from a common customer service center, setting the stage for new Colorado toll facilities to use the EXpressToll transponder interchangeably. EXpressToll (non-stop tolling) continues to be popular with drivers, and today over 60 percent of E-470's toll revenues are paid via EXpressToll.Innovative marketing strategies, partnerships and favorable publicity have resulted in a strong demand for the technology. On July 3,E-470 opened its 100,000th EXpressToll account, via its Web site, the most popular way for people to register. We realize our work is never done on a toll road. And,we continue to dedicate ourselves to improving our"product" and our service. This past summer, several construction projects began on E-470's first segment, opened in 1991.Work included road widening, adding a northbound climbing lane and constructing new on- and off-ramps at one of E-470's interchanges. As we transition into operating and maintaining the completed road,I would like to thank all of the supporters of E-470,and particularly members of the financial and investment community, for working with us to make E-470 a reality.I invite you to contact me with your questions or feedback. You can also keep track of our progress via our Web site,at www.e-470.com.
