The facIlity is addressed as 26536 Weld County Road 18, Keenesburg, CO 80643 and a marked mailbox exists at that location. The 1997 Uniform Fire Code, Article 77 mandates per: 7701.6 Access Road Signs. "At the entrance to explosive material manufacturing and storage sites, all access roads shall be posted with the following warning sign or other approved sign: DANGER NEVER FIGHT EXPLOSIVE FIRES EXPLOSIVES ARE STORED ON THIS SITE f CALL f L //S_3 Mr. Chris Gathman, Planner Department of Planning Services Weld County March 11, 2003 Page 2 The sign shall be weather resistant with a reflective surface and lettering at least 2 inches (50.8 mm) high." 7702.1.16 Premises Identification. "The premises upon which Types 1, 2,4 and 5 outdoor magazines are located shall be posted with signs reading EXPLOSIVES —KEEP OFF. These signs shall be in contrasting colors with a minimum letter size of 3-inch(76 mm)height with 1/2 inch(12.7 mm)brush stroke. Signs shall be located so that a bullet passing through the sign will not strike a magazine. Signs shall not be attached to outdoor magazines." The foregoing are consistent with the materials submitted in the original USR Application. • Future I-76 Right-of-Way In the referral response from Mr. Donald Carroll, Weld County Public Works Department, dated January 27, 2003, it was requested the Applicants verify with CDOT any future right-of-way expansion plans for I-76 south of and abutting the Applicants' holdings. On February 24th the undersigned contacted the Colorado Department of Transportation in Greeley regarding same and the following day Mr. Jerry Johnson with CDOT responded via telephone that there were no plans to expand the existing I-76 right-of-way. Mr. Johnson was reluctant to provide a letter regarding same, but offered to talk with Mr Carroll should he have questions or need further clarification. Mr. Johnson may be reached at 970-350-2128. • Waste Handling Plan No chemicals will be stored on the Site and the only wastes generated would be minor quantities of packing materials such as cardboard boxes and miscellaneous yard refuse incidental to the operation of a small storage site. Volumes can be handled by contracting for a single 2-3 yard dumpster serviced weekly. A local refuse handler will be contracted. The Keenesburg area is currently serviced by a number of reputable enterprises. The dumpster will be appropriately protected to minimize wind impact. Approved: Weld County Department of Health Date • Screening Plan The Subject Site for USR-1416 is some 13 ±acres with 13 total storage container units authorized at eventual build-out. Initial containers will total 3 or 4 units. Screening will be provided via perimeter installation of chain link fencing some 6 feet in height surrounding the containers. Perimeter fencing for the total site would entail some 3,200±linear feet and the initial installation, approximately 1200±linear feet. Perimeter fencing also provides an additional security element to the site and for the containers. Written approval of the foregoing screening plan is respectfully requested. Approved: Weld County Department of Health Date • CAD Drawing The Department of Planning Services has requested a digital electronic copy of the Use by Special Review Plat Map. In that the Plat Map was prepared manually by the Applicants' agent, no electronic base exists. • Improvements Agreement Often Weld County requires an Applicant enter into an Improvements Agreement to insure certain physical assets are in fact completed and to post collateral for same. In the case of USR-1416 those improvements include fencing, the access road and signage. Conversations with Mr. Chris Gathman, Planner and Mr. Lee Morrison, Assistant County Mr. Chris Gathman, Planner Department of Planning Services Weld County March 11, 2003 Page 4 Attorney, on February 25, 2003, indicate that the County and the Applicants can forego entering into an Improvement Agreement by the Applicants' completing the foregoing items paint to issuance of a building permit. The Applicants will to do so as a condition of final approval and would: 1. Complete the access roadway as outlined on the USR Plat Map. 2. Fence with 6' chain link the perimeter of the initial 3-4 container locations per the revised USR Plat Map (approximately 1200 linear feet)and subsequently, as additional containers are installed, reconfigure and extend chain link fencing to encompass the storage area being used. 3. Install such signage as mandated by ATF, Uniform Fire Code and local Fire Protection District Regulations.
