I am a mother of two children,the younger being a thirteen-year-old boy. I am also an elementary school teacher at a Christian school in Greeley. It is my understanding that some would block the construction of such a facility, citing it as a place to influence future"Columbine killers."I feel that this is absurd and that nothing could be farther from the truth. I wish to explain why I feel this way. My first child being a daughter and myself being an only child, I had no idea what to expect when a son was born to my husband and me. From the beginning,I learned that males are quite different from females and to expect them to act similarly seemed to go against nature. Boys like to run,jump,throw, catch, kick, climb, and anything else that can be described as active movement. They like to shoot or throw just about anything they can get their hands on at a target. Rubber bands, paper wads, paper airplanes, BB's, arrows, darts, ping-pong balls, beanbags, rocks, paintballs,...you name it, it might have been shot at a target at my home. Games such as cops&robbers, cowboys&Indians (now probably politically incorrect by name),playing soldier,etc. have always existed. I have even played the first two mentioned, and I am female. Youth take hunter safety each year, so we know these youth already have shooting skills and access to guns. Boys will trap shoot and or hunt with family members all the time. To deny boys active games is an attempt to crush their masculinity. (Please note that some females also enjoy active participation in such sports.) Furthermore, games such as paintball provide great physical exercise, promoting agility and endurance. The ability to think quickly is also being used. Teamwork, good sportsmanship, and cooperation skills are being taught as well. Action Pursuit Paintball often simulates scenarios from historical events such as World War II in their games. What a great way to learn about the history of war! When my son first wanted a paintball gun, I did a little research first. After speaking with Mr. Navarro at Action Pursuit Paintball, I learned that safety is first and foremost in the minds of the referees at the paintball field. Each game is a supervised, predetermined scenario;no one is running around shooting here and there and everywhere. Anyone who chooses to use foul language,unnecessary roughness, or who fails to follow safety procedures is warned, then removed from the game. I spoke with parents of sons who participated in the sport. They all assured me that Action Pursuit Paintball ran a good program and provided a safe, fun environment for"boys to be boys." I understand that people are concerned with the kids involved eventually becoming cold-hearted killers. Please.... note I usrd the word"cold-hearted." It is the heart of a person that makes him what he is, not the games or sports he is involved in. If you are actively involved as a parent, YOU help determine the heart of the child. Be involved with your child's activities, know who their friends are, and participate in things they enjoy with them. Pay attention to the things they listen to, watch, and play. Guide them by setting a good example for them. Listen to your child. Converse with your child. Share your faith and beliefs with your child. Teach your child to respect other people and to have good manners. Love your child by showing him/her that art of a are person.important toyou understand as a person. These are the thing P EXHIBIT 15E) this proposed facility is to have an area where parents who do not wish to play can watch from bleachers. This should be ample enough reason to show that paintball games have no hidden agenda and nothing to hide. I would encourage you to permit this facility to be built. It would provide a safe, fun (&year-round) activity for both boys and girls. Not all youth want to play the usual sports: football, soccer, baseball, etc. The city of Greeley has recognized this by building skate parks. Why not,then, allow a facility to be built that offers another choice? Are we training murderers by allowing youth(and their parents)to have a place to play paintball games? I think not. Who knows?We might be inspiring the next generation of heroes for this nation. I doubt seriously if Eisenhower's or Washington's parents worried about them becoming cold-hearted murderers. We certainly appreciate Mr. Navarro's current proposal of enclosing all of the paintball act ties in buildings so that we who live nearby and everyone driving by on the busy highway will not ave to see this activity being done out in the open. This is a great improvement over the original prop •al. However, we do not see how this proposal is in line with agricultural zoning. We live in th ountry because we want a rural lifestyle,not a commercial one. This is such a beautiful valley alo +, the South Platte and this proposal will certainly detract from its beauty. This area is an entrance to th ity of Greeley and is far more inviting just the way it is. We are concerned about the decline in our property value that will result if this commercial •roperty goes in next door. Anyone wanting to buy our property would want it for its rural lifestyle --di$. rbing that by creating a commercial activity next door would take away from our property value. Would ou want to live next to a paintball park? If approved, we would want stipulations that no overnight camping would be permitted on is site, as there is a campground less than two miles west on Highway 34. Of course we would also ed assurance that our property will not be effected by any trash and litter created. We do not want signs'._ that would suggest we are in any way connected with the paintball park. We have heard little, if any, mention of the Latham cemetery that is on this property. Sev¢ 1 people are buried there from Greeley's"pioneer era" -- deaths occulting approximately 1861 — 1.878', •noting from a"Denver Post" article from April 1926: "The cemetery location is a beautiful one. Fro ' he knoll there is an inspiring view of the snowy range with the Platte bottoms in the foreground." Will s be true after the development of a paintball park right beneath the cemetery? Does this part of Greeley s pioneer heritage not deserve to be respected and preserved? We appreciate your listening to our concerns. Crouch DATE; January 31, 2003 RE: Vetting Well, SW/4 of Section 14, T5N. R65W, 6"P.M. I have reviewed paragraph 2 of the letter you received from Union Colony Fire/Rescue Authority, Are Prevention Bureau concerning the"setback"of the proposed indoor paintball facility. I also spoke with Patricia Beaver of the Colorado Oil and Gas Conservation Commission ("COGCC")about the 360-foot fire code setback. The regulation at issue is the setback regulation of the Union Colony Fire/Rescue Authority. The COGCC regulates how close new oil and gas facilities can be placed in relation to existing surface facilities, The COC3CC does not regulate how close new surface facilities may be located in relation to existing oil and gas facilities. That is subject to regulation by the local jurisdiction as long as the local jurisdiction regulation does not create an operational conflict with the rules and regulations of the COGCC. Consequently,the COGCC does not have the regulatory authority to waive the requirements of or grant an exception to the Union Colony Fire Code setback regulation and it does not have a regulation governing the setback of new surface facilities from existing oil and gas facilities. As a result,there is nothing that the COGCC can do in relation to paragraph 2 of the letter you received from Union Colony. If there is going to be a waiver of the Union Colony Fire Code regulation. It will have to come from an agency other than the COGCC. I can ten you that In similar situations to yours, Merit and other oif and gas operators have worked with surface developers and have agreed to operational issues, including setbacks, that have been implemented without objection from other regulatory agencies. Although a building for the paintball activities is much better than just playing in the open p: re, we are still opposing granting this special use permit. Our main reason for opposil{i n is ' the highway concerns. We have taken photos showing that where Mr.Navarro is proposing erecting the building,there will be an obstructed view to the west for dri ers on highway 34 traveling from the east, especially the mostly used right hand lane.''I addition,our own entrance to and from highway 34 will'be obstructed. Our entrar will be virtually blinded to cars turning eastbound onto 34 from the 34-business loop. of to mention drivers turning left onto Mr.Navarro's property. As you know,the curve in the highway where Mr.Navarro's property sits, is alre .y a -- dangerous one. With a 16 ft high building, we believe that both the highway tratll view from business 34 to the east will be obstructed, as well as westbound traffic cm 34 building directly by the highway will clearly block our view to 4M-west from our entrance and put our family at risk every day for an accident. Large semi trucks ai1• cars travel highway 34 at well above the posted speed limit daily, and we fear any buil i g would make it even worse to enter highway 34 or turn into our entrance exiting fir highway. We also worry about the growth of Mr.Navarro's business and what more player • d spectators will do for traffic situation in the short and long run. Although Mr. Na . o had a traffic study done,that study did NOT address spectator traffic, only partici' ts. Since paintball is a family sport, as we have learned,that may add 2 or even 5 s ; .tors per every player and that adds a lot of traffic and car congestion. Even cars puffin* out of Mr. Navarro's property will be subject to the proposed building blocking their o view to the east, and that is where the big semi truck come flying down the highway at ove posted speeds. Any traffic to and from the property is a set up for an accident. In closing, we still believe Mr.Navarro's property should remain agricultural and, e flood zone it is in makes it an unrealistic property to develop. We still have cone• s with the noise, the litter, the physical sight of it all, the wildlife disturbance and p' perty value depreciation. We deeply oppose this special use permit.
