The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, October 8, 2003, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner David E. Long, Chair
Commissioner Robert D. Masden, Pro-Tem
Commissioner M. J. Geile
Commissioner William H. Jerke
Commissioner Glenn Vaad
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Carol A. Harding
Director of Finance and Administration, Don Warden
MINUTES: Commissioner Masden moved to approve the minutes of the Board of Social Services meeting
of October 6, 2003, as printed. Commissioner Vaad seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $29,622.57. Commissioner Jerke moved to approve the warrants as
presented by Mr. Warden. Commissioner Masden seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER AGREEMENT TO PURCHASE CHILD PLACEMENT AGENCY SERVICES AND AUTHORIZE
CHAIR TO SIGN - BETHANY CHRISTIAN SERVICES: Judy Griego, Director of Social Services, stated
under this agreement,the County will reimburse Bethany Christian Services at a rate based on the Needs
Based Care Assessment levels that include room, board,and treatment services. The term is October 1,
2003,through June 30,2004. Commissioner Vaad moved to approve said agreement and authorize the
Chair to sign. Seconded by Commissioner Jerke, the motion carried unanimously.
CONSIDER THREE REVISIONS TO NOTIFICATION OF FINANCIAL ASSISTANCE AWARDS FOR
FOSTER PARENT CONSULTATION WITH VARIOUS VENDORS AND AUTHORIZE THE CHAIR TO SIGN:
Ms. Griego stated these revisions are to increase the number of foster parent groups from a maximum of
four to five per month, and to lower the number of foster parents who make up a group to six to ten
participants. She stated all other terms remain the same. Commissioner Jerke moved to approve said
revisions and authorize the Chair to sign. Seconded by Commissioner Vaad, the motion carried
unanimously.

Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by
the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:05 a.m.
