HomeMy WebLinkAbout20032495.tiff RESOLUTION RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON EAST 20TH STREET BETWEEN OLD STATE HIGHWAY 34 AND CHERRY STREET WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Weld County Department of Public Works has recommended to the Board that Speed Limit signs be installed on East 20th Street between old State Highway 34 and Cherry Street, to ensure safety to the traveling public, and WHEREAS, the Board has determined that a reduction in speed to 35 miles per hour is appropriate for the stated portion of roadway, and said traffic control devices are necessary for the protection of the general public. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to install Speed Limit signs on East 20th Street between old State Highway 34 and Cherry Street, for the safety of the general public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices. Hempen, Jr., P.E., Director of Public Works/County Engineer From: Wayne Howard, P.E., Project Manager COLORADO RE: Speed Limit on E. 20111 St. vvvv A request was received from John Gates with the Weld County School District No. 6, requesting permission for the school to establish a school zone on East 20th Street in front of their new school,just east of Cherry Avenue. The school is scheduled to open the week of August 18`h, 2003. The school district, per state statute, wants to lower the currently posted 45 mph speed limit to 20 mph within the school zone. I have reviewed the proposed signing and have found the signing schedule to comply with the MUTCD standards for school zones. The school zone does not need BOCC action because it is a state statutory speed zoning. The school district will be responsible for purchase and installation of the signs. I have also reviewed the existing 45 mph speed limit posted on E. 20th Street. Engineering practice recommends that speed changes, either increased or decreased, be signed with 15 mph maximum increments. A change from 45 mph to 20 mph at the school zone exceeds the 15 mph increment. The problem could be resolved by installing a 35 mph sign in between the 45 mph and 20 mph, unfortunately, there in not sufficient distance from old S.H. 34 to the school zone to establish such a speed reduction, the total distance being approximately 900'. I recommend that we change the existing 45 mph posting to 35 mph posting for this section of E. 20 Street; therefore, resolving the situation. Hello
