RE: APPROVE CHANGE ORDER LETTER#1 TO CONTRACT FOR 2002-2003
COMMUNITY CORRECTIONS BUDGET AND AUTHORIZE CHAIR TO SIGN -
COLORADO DEPARTMENT OF PUBLIC SAFETY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with Change Order Letter#1 to the Contract
for the 2002-2003 Community Corrections Budget, between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Nineteenth Judicial District Community Corrections Board, and the Colorado Department of
Public Safety, commencing upon full execution, with further terms and conditions being as
stated in said change order letter, and
WHEREAS, after review, the Board deems it advisable to approve said change order
letter, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Change Order Letter#1 to the Contract for the 2002-2003
Community Corrections Budget, between the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Nineteenth
Judicial District Community Corrections Board, and the Colorado Department of Public Safety
be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said change order letter.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 24th day of March, A.D., 2003.

The Weld County Community Corrections budget has been reduced for the current fiscal
year. These changes took effect March 1, 2OO3. Attached are three copies of Change
Order Letter#1.
A chart showing the budget adjustments is also attached.

SUBJECT: FY 2002-03 Funding Reductions
The community corrections budget has been reduced through two Senate Bills to
address Colorado's continuing budget crisis.
SB 03-215
The Department of Public Safety's negative supplemental bill reduces the community
corrections budget by$3,113,521. The majority of this cut will be accomplished by
reducing the community corrections per diems by 8% for the last four months of the
fiscal year. Effective March 1, 2003, the per diems will be reduced as follows:

Fire Safety Footnote #220 of 5B03-215 increases the amount community corrections programs are
allowed to collect from offenders. These daily amounts will change from $13.00 to
$17.00 for residential offenders and from $2.00 to $3.00 for offenders receiving non-
residential services.

This bill reduces the percentage amount of the community corrections appropriation
o c.► that contractors/boards may spend for administrative expenses. Effective April 1,
2003, and through June 30, 2006, this percentage amount is changed from 5%to 4%.

Contract Amendments will be issued to change the contract language to 1) allow the programs to
charge residential offenders $17.00 per day, and non-residential offenders $3.00 per day,
effective March 1,2003, and 2)to allow the community corrections boards to use up to 4% of the
original allocation for administrative purposes, effective April 1, 2003.
The following contract budget adjustments are being made through the enclosed Change Order
Letter:
1) Re-allocation of original funds to maximize the use of the total community corrections
allocation,
2) Per diem reductions effective March 1, 2003, and
3) Board administration reductions effective April 1,2003.
A chart that shows contract budget adjustments for your board,by line item, is enclosed.
Please have all three copies of the Change Order Letter signed by the same individual who signed
your community corrections Allocation Letter, and then return all three copies to Stephanie as
soon as possible,but no later than March 28, 2003. A fully executed copy of the Change Order
Letter will be sent to you.
DCJ will review expenditures again at the end of May, and will make any additional movement
of funds between contractors early in June.

Dear Ms. Zuber:
Pursuant to paragraph 5 of Exhibit B (Allocation Letter) to the contract between the
Department of Public Safety, Division of Criminal Justice (DCJ), and the Board of
Commissioners of Weld County, DCJ hereby notifies you that the maximum amount
payable from the State under Allocation Letter # 03-19 to Contract # DCJ 00-04-19,
covering the period July 1,2002 through June 30,2003,is hereby changed. The maximum
amount payable for residential transition placements at a new daily rate of$34.70 per
offender is hereby decreased by$14,404.95 to a new total of$687,753.05. The maximum
amount payable for residential parole placements at a new daily rate of$34.70 per
offender is hereby increased by$8,058.05 to a new total of$145,736.05. The maximum

This amendment to the contract and allocation letter is intended to be effective March 1,2003,but
in no event shall this amendment be deemed valid until it shall have been approved by the State
Controller or his designee.
