REPORT TO THE PEOPLE
April 15, 2003
The Weld County Council is mandated by the Home Rule Charter of Weld
County, Colorado, to report to the people matters relating to the Council's review of
Weld County government. This report summarizes the activities of the Weld County
Council during the first quarter of the calendar year 2003.
January 21, 2003 -Weld County Centennial Center
• Councilman Mitchell Martin was elected 2003 President of the Weld County
Council, and Councilman Douglas Rademacher was elected 2003 Council Vice
President.• Jody Malone and Councilwoman Joyce Smock were honored for their
service to Weld County as Council members.
• The Council interviewed three applicants and appointed Will Sanders, resident of
Eaton, Colorado to serve as Weld County Councilman from District 1.
• Councilwoman Joyce Smock reported she had been contacted by a resident
regarding the discrepancy between the cost of vaccines charged by the Weld
County Health Department and Denver's Health Department. She had also been
contacted by a resident from the Ft. Lupton area regarding bullets ricocheting to
his property from a neighbor's shooting area. Residents had been referred to
the appropriate county personnel.
February 18, 2003 -Weld County Centennial Center
• Commissioner Dave Long gave a historical overview of changes in the
Treasurer's Office since 2001. Weld County's Comptroller/Treasurer Claud
Hanes documented the actions taken by county personnel to fulfill the
recommendations made in the Deloitte Touche September 2001 audit of the
Treasurer's Office. Mr. Hanes addressed: Treasurer's Office software; staffing
and staff morale; relationship between the Treasurer's and the Assessor's
Offices; and the relationship between the Treasurer's and the Accounting
Offices. The make-up of the Investment Financial Committee was explained by
Mr. Hanes, and Mr. Warden outlined the current work to establish a Weld County
Investment Policy for adoption by the Board of County Commissioners.
Commissioner Long spoke about the budget cuts anticipated from the State of
Colorado.
March 25, 2003 -Weld County Centennial Center
• Council members discussed their observations regarding snow removal during
the March 2003 Blizzard. They expressed that in a difficult situation, Weld
County's response was adequate. The March 23rd explosion of a main gas line
west of Eaton, CO was also considered. Councilman Dwaine Kurtz who lives
less than 1.5 miles from the explosion reported that first responders' arrival time
at the explosion site was excellent. However, "on lookers" created a difficult
traffic situation for emergency vehicles following the incident.
• Vice President Douglas Rademacher reported that Weld County's
communication system served emergency personnel well during both

emergencies, though the Communications Center was overwhelmed with
residents' reporting the gas explosion.
During the first quarter of 2003, Council members have researched answers to
questions and concerns brought to their attention by citizens of Weld County. In that
process Council members have talked periodically with the Commissioners and various
Elected Officials and Department Heads.
Council meetings are on the third Tuesday evening of each month at 6:30 p.m.
Ten meetings a year are at the Weld County Centennial Center, Greeley, Colorado.
Two meetings a year the Council will meet at Weld County's Southwest Administration
Building in Longmont, CO. For information please contact the County Council office.
