RE: APPROVE APPLICATION FOR COMMUNITY BASED ABSTINENCE EDUCATION
TRAINING AND COMMUNITY MOBILIZATION GRANT AND AUTHORIZE CHAIR TO
SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for the Community
Based Abstinence Education Training and Community Mobilization Grant from the County of
Weld, State of Colorado, by and through the Board of County Commissioners of Weld County,
on behalf of the Weld County Department of Public Health and Environment, to the Colorado
Department of Public Health and Environment, commencing March 1, 2003, and ending
February 29, 2004, with further terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Application for the Community Based Abstinence Education
Training and Community Mobilization Grant from the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Weld County
Department of Public Health and Environment, to the Colorado Department of Public Health
and Environment be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted

Colorado. Approximately 180,936 people live in Weld County, with 76,930 of them living
in Greeley, the largest city and school district. There are 14 high schools and 16 middle
schools in Weld County being serviced by this grant.

Section B: Project Narrative
Weld County Abstinence Education Program
I. PROGRAM PLAN
The Weld County Depaitinent of Public Health& Environment Abstinence Education Program
plan is to host a WAIT Training Teacher Training for interested Weld County classroom teachers,
counselors, school nurses,youth pastors and health care professionals. The Weld County Public Health
Dept. (WCPHD)will provide twenty(20) scholarships for middle and high school staff to attend the
WAIT Training Teacher Training. The $295.00 registration fee includes a 2-day training in Weld
County's state-of-the-art training facility with two professional WAIT Trainers, a WAIT Training
teacher's manual, supplemental handouts, CD ROM, activities ready for classroom or guest speaker
presentations, a continental breakfast and snacks for the two days.
The Health Department's Abstinence Education Program will develop all promotional materials
and provide the marketing and mailing for the Training event to all Weld County middle/high schools,
churches, and community health clinics and youth service agencies. Community leaders, County
Commissioners, Health Dept. personnel,parents, school administrators, and hospital/clinic administrators
will also be invited to audit the Training to increase their awareness about the WCDPH Abstinence
Program and to influence their thinking regarding abstinence-only education for the youth of Weld
County. The Program's current evaluator will evaluate the Training and a summary will be provided.
IL GOALS AND OBJECTIVES
The Weld County Health Department's Abstinence Education Program goals and objectives are
to: 1.) Increase the number of adolescents who are making positive choices to remain sexually abstinent
until marriage. 2.)Increase the number of adolescents who are informed of the social,psychological and
health gains to be realized by abstaining from premarital sexual activity. 3.) Increase the number of
adolescents who are making healthy lifestyle choices to remain abstinent from sexual activity by avoiding
situations and risk behaviors that would make them more vulnerable to sexual advances and urges. 4.)
Increase the proportion of adolescents who have never engaged in high-risk sexual behavior. 5.) Increase
the proportion of adolescents who have never engaged in sexual intercourse. 6.) Reduce pregnancies
among adolescent females. 7.)Reduce the proportion of adolescents who contract a sexually transmitted
disease. 8.) Increase the proportion of adolescents who report they have the refusal skills and
assertiveness skills necessary to resist sexual urges and advances. 9.)Increase the proportion of program
participants who report an intention to avoid situations and risk behaviors, such as drug use and alcohol
consumption,that would make them more vulnerable to sexual advances and urges. 10.)Increase the
amount of sexual cessation counseling time offered to sexually active teens. 11.)Increase the proportion
of parents attending parent sexuality workshops. 12.) Support Greeley District#6 health curriculum
coordinator in presenting abstinence education for district policy approval. 13.)Increase the proportion of
Weld County churches presenting abstinence education.
III. LEVEL OF EXPERIENCE
Weld County Health Department's Abstinence Education Program staff's level of experience is
extensive and varied. Since the inception of the Program in Weld County in 1998, the following nine (9)
school districts have supported the abstinence message: Briggsdale High School, Dayspring Christian
High School, Eaton Middle/High School,Ft. Lupton High School,nine (9) schools in Greeley School
District#6,Highland Middle/High School,Platte Valley High School, Valley High School and Windsor
High School. These school districts have previously sent teachers/counselors/nurses/administrators to •
WAIT Training and/or they have hosted WAIT Training guest speaker presentations and parent education
workshops in their districts. Many of these districts are demonstrating added interest in training more
staff and parents.
Mr. Tony Pariso, Greeley District#6 Supt., and Dr. Mark Wallace,District#6 School Board
President have committed to support abstinence education in the largest Weld County school district.
School district meetings will begin in the spring of 2003 to initiate policy changes to add abstinence-only
curricula to their health education program.
IV. COMMUNITY SUPPORT
Several community agencies have expressed an interest in working with the WCDPH Abstinence
Education Program.
• The family planning division of the Weld County Health Department has committed to offering the
medical model of sexual cessation to sexually active teens that visit the Health Department for STD
and/or pregnancy screenings.
• The Pregnancy Resource Center in Greeley has committed to supporting the abstinence message with
their clients. They will train more counselors in WAIT Training and will continue to offer renewed
virginity opportunities and pledges to sexually active unmarried clients. The PRC partners with the
Health Department to present"How's Your Love Life?"to University of Northern Colorado students
on Campus.
• Doug Herman with ReaLife Presentations, Inc. in Littleton, CO, is willing to present his gripping all-
school assemblies to middle/high school students in Weld County during"Abstinence Awareness
Week"in April 2003.
• Several Weld County Churches(Christ Community Church, Our Savior's Lutheran Church,
Summitview Church, Journey Church, and Congregational Church of Eaton) offer WAIT Training
during Teen and Adult Sunday school and youth group meetings. The WCDPH Program Coordinator
was recently invited to present WAIT Training to 650 middle school students at the Rocky Mt.
Lutheran Synod Conference.
• "Talk to Your Kids about Sex Week"will again feature WAIT Training at parent workshops in the
fall of 2003 in area communities. The series "Puberty: Pointers for Parents of 5th Graders"was
received well this fall and has been requested to be repeated in several elementary schools in the fall
of 2003.
• Better Bodies for Women,Greeley fitness club,has hosted WAIT Training for its members in an
attempt to offer healthy sexuality advice to female clients. They have requested more presentations
throughout the summer of 2003.
V. AGENCY CAPACITY
•
The capacity for the Weld County Health Department to continue their successful Abstinence
Education Program depends on future funding. (Current TANF funding will end in June 2003.) The staff
and collaborators are qualified veterans in the field of abstinence education.
• Shelly Donahue serves as the Health Department's Abstinence Education Coordinator since 2001.
Her 19-year health education teaching/coaching career and 17-year career as a health education
consultant equips her well to administrate the program in Weld County. Since 1995 she has been the
lead teacher trainer for WAIT Training. Her passion for the"BEST sex"message is conveyed to
teenagers and adults alike in her dynamic presentation.
• Marci Mattox, Abstinence Education Specialist,joined the WCDPH Abstinence Program in the fall
of 2002 to assist in expansion. Marci's ease and ability to relate to people of all ages, her creativity
and vitality add a fresh and exciting dimension to the Program as she presents the abstinence
message countywide.
• Doug Herman, of ReaLife Presentations,Inc. of Littleton, CO, is an international speaker and author,
having conducted over 2000 school assemblies since 1991. Because of his dynamic story(the loss of
his infant daughter and young wife to AIDS), animated delivery, and accurate medical information,
Doug has become one of America's premiere abstinence speakers.
• The WCDPH has consulted with Cindy Kronauge of Prime Solutions, Ft. Collins, CO, as the
Abstinence Education Program's evaluator since 1998. She helped design the pre/post evaluation
tool used in Weld County assessment and she has agreed to collaborate with this project. The
WCDPH staff will track the reporting requirements,reimbursements,program activities,
accomplishments and participants.
VI. PROJECT SUPERVISION
Direct project supervision will be under the leadership of Shelly Donahue, Abstinence
Education Coordinator, Weld County Department of Public Health and Environment.
VII. CURRICULA SELECTION PROCESS
WAIT Training was selected as the curricula choice because the Health Department's Abstinence
Education Program has been endorsing it since 1998 with great results in Weld County,the staff is very
familiar teaching WAIT Training, it meets the Federal A-H Guidelines and it is cited on the Colorado
Department of Public Health's approved curriculum list in the Grant Guidance.
VIII. EDUCATOR EXPERIENCE
After the 2-day WAIT Training teacher training, all participants will be certified to teach WAIT
Training to youth, grades 6-12. They will sign a commitment agreeing to teach the directive curriculum
with fidelity and creativity. They will be asked to commit to teaching WAIT Training a minimum of 3
class periods of 50 minutes each before the fall semester ends in December 2003.
COMMUNITY MOBILIZATION
IX. STRATEGY SELECTION PROCESS
Prior experience dictates that Weld County communities will be mobilized to support abstinence
education after some of their teachers/counselors/youth pastors/health care professionals/social service
agents, etc. are trained in WAIT Training. These professionals get excited about their experience at
WAIT Training,they go back to their communities and share the good news with their spouses,
neighbors, colleagues, friends, etc. and get them excited, and the phone starts ringing at the Health
Department with requests to teach WAIT Training to their own children. These community members will
support"Abstinence Awareness Week," "Talk to Your Kids About Sex Week" and"Puberty: Pointers for
Parents of 5th Graders" once the word gets out! It happens every time!

Assurances
I hereby affirm the following regarding my organization's Title V Section 510-funded abstinence education project:

X Project staff/volunteers will provide education and materials that are scientifically and medically sound.
X No component of the project shall be inconsistent with the eight criteria of the Federal Abstinence
Education Definition.

Enclosed for Board review and approval is the Weld County Department of Public
Health and Environments' Abstinence Education Program application to the Colorado
Department of Public Health and Environment for the Community based Abstinence
Education Training and Community Mobilization Grant.
The program goal is to increase the number of adolescents who are making positive -
choices to remain sexually abstinent in preparation for marriage and for sexually active
teens to commit to renewed virginity. The grant, if funded, will provide $10,000 for
teacher training in the abstinence-only curricula for 20 Weld County middle and high
school staff who will provide direct services to students, ages 12 — 18 years. Abstinence
and relationship education workshops will also be provided for parents, faith-based
organizations, community agencies and businesses in Weld County.
The funding cycle for this grant is March 1, 2003 through February 29, 2004. I
recommend your approval.
