The sheriff's office has no concerns with this Special Use Permit. The sheriffs office
would however be willing to provide a program entitled Crime Prevention Through
Environmental Design to the developer. This program reduces the likelihood of criminal
activity at a specific location by"hardening"it to crime.
The Sheriffs Office lacks the ability to absorb any additional service demand without the
resources recommended in the multi-year plan provided to the Board of County
Commissioners or as indicated by growth not considered at the time the plan was
developed. I have no other comments on this proposal.

Landscape / Site Plan Review
The Department of Planning Services reviewed the above referenced Use by Special Review
Landscape Plat and offers the following comments:
There was not a Site Plan submitted with the application materials. Therefore, at a minimum, the USR
Plat shall delineate at a minimum the following:

he location of all existing and proposed plant material as addressed in the application.
4he applicant calls out a native seed mix consisting of six grasses, however, the specific locations of the
/native seed mix shall be delineated on the Landscape Plat.
JThe main church building and associated buildings associated with this facility, shall adhere to Appendix
23-B of the Weld County Code. The number of off-street parking spaces required for this facility at full
buildout is 88 spaces. At a minimum fourteen (14) spaces are required.
v4he applicant shall address the requirements of the American with Disabilities Act. For a facility of this
size, a minimum of two handicapped parking spaces will be required. Typically, one of the two parking
spaces shall be van accessible with a five foot wide landing between parking spaces. Access from the
parking area into the structure has not been delineated on the plat. The applicant shall address all
requirements of the American with Disabilities Act in future drawings. All parking spaces shall have curb
stops.
/The internal circulation within the site is unclear. Future drawings shall delineate the proposed
circulation pattern and outdoor storage areas.
/Section 23-3-350.H addresses the issue of trash collection areas. Areas used for storage or trash
collection shall be screened from adjacent public rights-of-way and adjacent properties. These areas
shall be designed and used in a manner that will prevent wind or animal scattered trash.
The applicant shall demonstrate how the proposed plant material will be watered, thus ensuring
adequate growth and established of the feeder root system.
NThe applicant shall address the issue of on-site lighting, including security lighting in applicable. The
County Code states "Any lighting ... shall be designed, located and operated in such a manner as to
meet the following standards: sources of light shall be shielded so that beams or rays of light will not
shine directly onto adjacent properties...."
JThe applicant has not delineated any on-site sign. If an on-site sign is desired, the signs shall adhere to
Section 23-4-90.A and .B of the Weld County Code. One identification sign per principal use shall be
allowed, provided that the sign does not exceed sixteen (16) square feet in area per face. Further, the
location of the sign, if applicable shall be delineated on the Landscape I Site Plat.

The Weld County Public Works Department has reviewed this proposal; this project falls primarily under the purview of the
Use by Special Review Standards. Weld County Code, Chapter 23, Article II, Division 4, Section 23. Our comments and
requirements are as follows:
COMMENTS:
✓WCR 78 and WC R 41 are both designated on the Road Capital Improvement Plan in the County Wide Impact Fee Code
Ordinance, Section 20-1-30, as local gravel roads, both require a 60-foot right-of-way at full build out. There is presently a
60-foot right-of-way. These roads are maintained by Weld County. Pursuant to the definition of SETBACK in the Weld
County Code, Chapter 23, Article Ill, Section 23-3-50, the required setback is measured from the future right-of-way line.
Our most recent traffic count for WCR 41 between WCR 78 and WCR 80 reflects 35 vehicles taken in a 72-hour period on
7/25/2002. WCR 78 between WCR 39 and WCR 41 reflects 44 vehicles taken in a 72-hour period on 7/25/02.
REQUIREMENTS:
/Access: The applicant identified two access points to the proposed USR. The northern access is located approximately
150 feet from the intersection, which meets the requirement for a commercial operation. The applicant identified a 60-foot
wide entrance. The actual approach should be in the vicinity of 30 feet in width, have and an adequate turning radius, and
a drainage culvert, if required.
The eastern access is located approximately 350 feet south of the intersection. The approach, radius, and drainage
culvert should the same requirement as the north access point.
JOff-Street Parking: The off-street parking spaces including the access drive shall be surfaced with gravel, asphalt,
concrete, or the equivalent and shall be graded to prevent drainage problems.

beyond b/ the boundaries of the spaces and from coming into contact with other vehicles, walls, fences, or plantings.
/Parking lots shall conform to all standards of the Americans with Disabilities Act.
II-he applicant shall install stop signs at both entrances as a part of traffic control from the facility.
`sight Distance at Intersections: The applicant identified a stone fence bordering the property. The height of the fence
may cause a sight distance problem at the intersection of WCR 78 and WCR 41. A detail drawing of the intersection is
required showing adequate sight distance utilizing the line-of-sight for on-coming traffic. See the attached detail.
"Storm Water Drainage: The historical flow patterns and run-off amounts will be maintained on site in such a manner that
will reasonably preserve the natural character of the area and prevent property damage of the type generally attributed to
run-off rate and velocity increases, diversions, concentration and/or unplanned ponding of storm run-off.

private school in the A (Agricultural) Zone District.

There are no active or historical building permits on record for this parcel.
1. A building permit shall be obtained prior to the construction of any new building. The type of
construction, fire-resistive protection, building size and height and occupancy classifications will
be reviewed when the plans and specifications are submitted.
2. A plan review is required for each building. Plans shall bear the wet stamp of a Colorado
registered architect or engineer. Two complete sets of plans are required when applying for the
permit.
3. Buildings shall conform to the requirements of the codes in effect at the time of permit
application. The current adopted codes are: 1997 Uniform Building Code; 1998 International
Mechanical Code; 1997 International Plumbing Code; 2002 National Electrical Code and
Chapter 29 of the Weld County Code.
4. Each building will require an engineered foundation based on a site-specific geotechnical
report or an open hole inspection performed by a Colorado registered engineer. Engineered
foundations shall be designed by a Colorado registered engineer.
5. Buildings shall meet the accessibility requirements of Chapter 11 of the Uniform Building
Code and CABO/ANSI A117.1-1992.
6. Building height shall be limited to the maximum height allowed per UBC Table 5-B. Wall and
opening protection and limitations shall be in accordance with UBC Table 5-A. Separation of
buildings of mixed occupancy classifications shall be in accordance with UBC Table 3-B and
Chapter 3. Setback and offset distances shall be determined by the Zoning Ordinance.

7. Building height shall be measured in accordance with the 1997 Uniform Building Code for
the purpose of determining the maximum building size and height for the occupancy and type of
construction and to determine compliance with the bulk requirements from Chapter 27 of the
Weld County Code. Building height shall be measured in accordance with Chapter 23 of the
Weld County Code in order to determine compliance with offset and setback requirements.
Offset and setback requirements are measured from the farthest projection of the building to
the property line.
8. A Flood Hazard Development Permit shall be submitted for buildings constructed within the
100-year flood plain.

Environmental Health Services has reviewed this proposal for a church, childcare center
and private school. We have no objections to the proposal, however, we do
recommend that the following conditions be part of any approval:
We recommend that the following requirements be incorporated into the permit as
conditions that must be met prior to the issuance of the Certificate of Occupancy:
✓1. An individual sewage disposal system is required for the proposed church (future
childcare center/private school) and shall be installed according to the Weld
County Individual Sewage Disposal Regulations.
✓� The septic system is required to be designed by a Colorado Registered
Professional Engineer according to the Weld County Individual Sewage Disposal
Regulations.
We recommend that the following requirements be incorporated into the permit as
development standards:
All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
'I. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
/ as amended.

fugitive dust, fugitive particulate emissions, blowing debris, and other potential
nuisance conditions.

The Fire Prevention Bureau has reviewed the Site Specific Development Plan, dated 9
May 2003, for the above project and approves those plans contingent on the compliance
of the following requests:
• All construction and processes shall be in accordance with the provisions of the
Uniform Fire Code (1997 Edition) and the Uniform Building Code (1997 Edition).
• Water mains and all required hydrants shall be installed before the delivery of
combustible materials to the site. Hydrants shall be maintained operational at all
times thereafter, unless alternate provisions for water supply are approved by the Fire
Department.
• Any fire hydrants must remain unobstructed by landscaping
• In accordance with Articles 87 and 9 of the Uniform Fire Code, approved fire
department access roads to all structures, completed or under construction, shall be
provided at all times. The criteria for these types of roads shall be as follows:
o The unobstructed width of a fire apparatus road shall not be less then 20 feet.
o Permanent asphalt or concrete roads shall be installed unless temporary road
surface, such as recycled asphalt or concrete, is approved.
o Turning radii of a fire apparatus access road shall be a minimum of 25 feet
inside and 50 outside.
o All dead-end roads in excess of 150 feet in length shall be provided with
provisions for the turning around of fire apparatus.
• Trash dumpsters shall not be located within 5 feet of combustible walls, openings or
combustible roof eave lines. The dumpster enclosure should be of non-combustible
construction.
• Fire apparatus access roads shall be permanently signed and/or marked NO
PARKING- FIRE LANE in accordance with municipal standards.
• All fire protection plans and permit applications (e.g., sprinkler, fire alarm, kitchen
hood suppression, flammable/combustible liquid tanks) shall be submitted for review
prior to the issuance of a building permit.
• Permits shall be issued for the installation of all fire detection/protection systems in
the Fire Department's jurisdiction. In order for a permit to be issued, plans shall be
submitted, reviewed and approved by the Fire Prevention Bureau.
Nothing in this review is intended to approve any aspect of these plans or this project that
does not strictly comply with all applicable codes and standards. Any changes that are
made to the plans will require additional review and comment by the Fire Department.
