Itt.1993, Conquest Oil received USR 996 allowing it to create an oilfield waste-water disposal facility near the intersection of Weld County Roads 53 and 46. The facility was constructed and has been in operation since then. The growth in the oil and gas business in Weld County has been well-documented and our facility has been upgraded and enhanced over the years to meet increased demand. Once again, demand has outstripped our ability to meet the needs of our customers. In order to meet those needs, we must have more water storage capacity and the ability to take more water during peak periods. The purpose of this application is: A. To request that we be able to add six (6) additional 500-barrel tanks in line with the existing tanks on the property; B. To request that the 30-day moving average daily maximum volume limitations be increased from 5000 barrels to 6000 barrels. C. To request that we be able to add a 480 square foot garage to the existing pumphouse. This addition would be used for the storage of filters and other operational activities of the facility. The plant has been operating under USR 996 since 1993 and other than the requested changes, the operation will remain the same. 2. This is an amendment to an existing USR which was deemed to be consistent with the county's comprehensive plan at the time it was approved. 3. At the time of the approval of the existing USR, the facility was deemed to be consistent with the county's zoning requirements. 4. All surrounding areas are zoned for agriculture and there are eight (8) residential dwellings within approximately one-half('/2) mile of the facility. The facility is primarily surrounded by farmland. 5. A. On a typical day, twelve (12) different truck drivers will visit the facility. B. We normally have two employees on site during the period which we can accept waste and one employee after those hours who monitors the operation of the pump. C. The hours of operation during which we can accept waste are from dawn until 10:00 p.m. The pump may run twenty-four (24) hours if necessary. D. There are currently two buildings and eighteen (18) tanks on the site. We are requesting to add an additional six(6) tanks and expand the pumphouse by 480 square feet. E. There are no animals housed on this site. F. Transport trucks weighing up to forty (40) tons will visit the site approximately forty (40) to fifty(50) times per day. G. Fire protection for the facility is provided by the Poudre Valley Fire Protection District. H. Bottled water is supplied at the facility for domestic uses. I. The sewage disposal system on the property is an individual sewage disposal system (vault). A copy of the permit is attached. J. No warehousing or storage is proposed for the facility. • 6. No additional landscaping will be added to the site. 7. When abandoned, the property will be returned to farmland. Equipment and tanks will be dismantled and removed and the well will be plugged and abandoned in accordance with COGCC rules and regulations. 8. The existing storm water drainage is adequate and will not be changed. 9. It will take approximately two to three months for the addition of the six tanks to be completed after the County's approval. The building addition will commence shortly after the tanks are installed. 10. Waste created at the facility is a direct result of water filtration. This waste (bacterial residue and particulates) is stored and transported to an approved waste disposal site. Any other waste material is disposed by the use of trash bins and hauled away on an as- needed basis. Hello
