WELD COUNTY COUNCIL
October 21, 2003

The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter, Tuesday, October 21, 2003, 6:30 p.m., at Weld County Centennial
Center, 915 10th Street, Greeley, CO.
ROLL CALL: The meeting was called to order by Vice President Douglas
Rademacher. President Mitchell Martin, Councilman Dwaine Kurtz, and Councilman
Chip Marks were present, constituting a quorum of the members. Councilman Sander
was excused and President Mitchell Martin was excused at 6:50 p.m. Also present: Dr.
Mark Wallace, Jennifer Stanley, and the Council secretary, Bev Thomas.
AGENDA ADDITIONS/APPROVAL: The agenda was approved as printed.
APPROVAL OF DOCUMENTATION:
Meeting Minutes
A motion was made and seconded to approve the September 16 Council meeting
minutes. The motion carried.
2003 Third Quarter Report to the People
A motion was made and seconded to approve the October 21, 2003, third quarter
Report to the People. The motion carried and the report was signed.
PAYMENT OF THE BILLS: A motion was made and seconded to approve payment of
the following bills:
Mileage for Councilman Chip Marks $28.56
Mileage for Councilman Mitchell Martin $21.76
Mileage for Councilman Douglas Rademacher $38.08
Office Supplies—Bev Thomas $93.01
The motion carried.
REVIEW PROGRAM: Weld County's Public Health Director Dr. Mark Wallace
presented a comprehensive update to Council members regarding the challenges
facing Weld County's Health Department. He covered new public health concerns
since 9/11/2001 and the following topics regarding West Nile Virus (WNV) in Weld
County:; WNV transmission cycle; WNV clinical descriptions found in Weld County
including severe cases; Health Department's expanded lab testing program; costs of
WNV and control activities; WNV testing of animals, birds, and humans; WNV
immunization and vaccine issues; WNV public education campaign; integrated control
plan of mosquito management including municipal collaborative approach and costs of
same; summary of human cases of WNV; and the results of the WNV control efforts.

Health Department can complete compilation of 2003 West Nile Virus statistics. Dr.
Wallace praised the dedicated staff of Weld County's Health Department stating staff
members did an incredible job throughout the West Nile Virus season.
PUBLIC COMMENT: There was no public comment.
NEW BUSINESS:
Weld County Council's Webpage
Council members discussed the layout of the Council's webpage. It was suggested
beginning with year 2003, Council minutes and Reports to the People could be left on
the webpage and thereby create a historical record of the Council's activities. A
biographical statement of each Council member and a group Council photo will be
added to the webpage after the November 18 Council meeting.
CORRESPONDENCE: Council members reviewed the correspondence.
COORDINATOR REPORTS: Vice President Douglas Rademacher gave a report
summarizing the September elected officials meeting and a Southwest Weld
Transportation Impact meeting. Council members discussed alternatives to the high
use of 1-25.
ADJOURNMENT: The meeting was adjourned at 8:15 p.m.
