RE: APPROVE PETITION FOR ABATEMENT OR REFUND OF TAXES -JOHN AND
BARBARA GAMBLE, JR.
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners of Weld County, State of Colorado, at
a duly and lawfully called regular meeting held on the 6th day of January, 2003, at which
meeting there were present the following members: Chair David E. Long and Commissioners
William H. Jerke, Robert D. Masden, and Glenn Vaad, with M. J. Geile being excused, and
WHEREAS, notice of such meeting and an opportunity to be present has been given to
the taxpayer and the Assessor of said County, and said Assessor, Stan Sessions, being
represented by Michael Sampson, and taxpayer John and Barbara Gamble, Jr., not being
present, and
WHEREAS, the Board of County Commissioners have carefully considered the attached
petition, and are fully advised in relation thereto.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Board concurs with the recommendation of the assessor and
the petition be and hereby is, approved, and an abatement refund be allowed as follows:

Dear Mr. Wright:
As requested, I have completed an appraisal report and estimate of market value for the above
referenced property. Three copies of our written appraisal, containing relevant data and
conclusions, are enclosed. On pages 1 through 3 of the report you will find a summary of facts
and conclusions contained within the report.
The subject property is a 109-unit self-storage facility and an adjacent vacant development
parcel. At your request, the value conclusion for the subject parcels are subject to completion
of Hurt Street, providing paved access and water and sewer utility services to both subject lots.
In accordance with your instructions, the purpose of this appraisal report is to provide an
opinion of"market value", as defined, of the fee simple property rights of above referenced
property on an "as-is" basis.
The report is prepared in accordance with 12 CFR Part 323 (FIRREA) and adheres to the
current version of the Uniform Standards of Professional Appraisal Practice (USPAP).
The effective date of the report is December 14, 2000. This appraisal is intended to be a
Summary Report of a Complete Appraisal and has been made subject to the Certification of
Value, Statement of Contingent and Limiting Conditions, and the definition of market value
contained within the report. This Summary Report is performed under the scope of the
Uniform Standards of Professional Appraisal Practice (USPAP) of the Appraisal Foundation.

As an appraisal prepared in the Summary format, the detail of data reporting is confined to a
summary of the information considered, and a summary of the reasoning that supports the
analysis, opinions and conclusions. The user of this report should recognize that the depth of
the detail presented in a Summary Appraisal is less than that of a Self-Contained Appraisal.
The Client and user of this report should further recognize that the Summary Report is
structured for utilization by frequent users of appraisal services that have an adequate degree
of familiarity with local market and economic conditions, the subject property, and the
appraisal process, such that the level of detail provided will not impair an understanding of the
market, the property, or the valuation process and conclusions. The Client and any unintended
users of the report are warned that this report is not intended to be a Self-Contained report as
defined by the USPAP, and that it cannot be understood properly without additional .

This is to advise you that the Weld County Board of Commissioners will hear your petition for
abatement or refund of taxes on the property described as: FRE TB-2 LOT 2 TOPS BUSINESS
PARK. The meeting is scheduled for January 6, 2002, at 9:00 a.m., in the First Floor Meeting
Room, Weld County Centennial Center, 915 10th Street, Greeley, Colorado.
