Subject Rocky Mountain Energy Center Septic System Compliance—USR Permit#1339
Dear Ms.Daniels-Mika,
In accordance with the Resolution pertaining to Use by Special Review Permit No. 1339 for the Rocky
Mountain Energy Center(RMEC), Sections 4.B and 4.C.,please note that RMEC has designed, permitted and
installed an Individual Septic Disposal System for the Administration Building at the RMEC site. The Septic
system at RMEC meets the requirements of Weld County Code 30 and was permitted accordingly.
The Septic system was designed by our engineering firm, registered in the State of Colorado, and installed in
accordance with the design drawings. Please find attached letter from Utility Engineering regarding the Septic
system. In addition,please find attached a copy of the permit issued by Weld County on October 31,2003

Subject Rocky Mountain Energy Center Storm Water Drainage Report—USR Permit#1339
Dear Ms.Daniels-Mika,
In accordance with the Resolution pertaining to Use by Special Review Permit No. 1339 for the Rocky
Mountain Energy Center(RMEC), Section 4.E.,please note that RMEC has designed and installed a retention
facility to retain Stormwater runoff from the developed RMEC site from a one-hundred year storm. The
drainage system from the retention basin is designed to release the retained water at a quantity and rate not to
exceed the quantity and rate of a five-year storm falling on the equivalent undeveloped surface of the RMEC.
The Stormwater system at RMEC meets the requirements of Weld County Code 23-2-240, Subsections 5.A and
5.B.
The Stormwater system was designed by our engineering firm,registered in the State of Colorado,and installed
in accordance with the design drawings. Please find attached letter from Utility Engineering regarding the
Stormwater system.

Subject Rocky Mountain Energy Center Floor Drain Compliance-USR Permit#1339
Dear Ms.Daniels-Mika,
In accordance with the Resolution pertaining to Use by Special Review Permit No. 1339 for the Rocky
Mountain Energy Center(RMEC), Section 4.A., pleace note that RMEC has no floor drains in the well field
manifold building or the plant site that drain to ground. Our drainage system in the various process buildings at
the power plant site all drain to sumps. These sumps are directed ultimately to the cooling tower basin or the
waste collection pond. All water in the waste collection pond (which primarily receives cooling tower
blowdown)is processed through the zero liquid discharge system. The well field manifold building has no floor
drains.

Subject: Certification of Installation of Stormwater Retention Facility at the Rocky
Mountain Energy Center.
To Mr. Vondrak:
This letter is to certify that a stormwater retention facility has been designed and installed
conforming to the requirements of the Use by Special Review Permit No. 1339 for the
Rocky Mountain Energy Center. The facility is designed to retain the full volume of a
one-hundred year storm event. Discharge from the facility is designed to restrict volume
to quantities less than the amount generated by a five year storm event. The facility
meets the requirements of Weld County Code 23-2-240, Subsection 5.A and 5.B.
