The Septic system at RMEC meets the requirements of Weld County Code 30 and was permitted accordingly. The Septic system was designed by our engineering firm, registered in the State of Colorado, and installed in accordance with the design drawings. Please find attached letter from Utility Engineering regarding the Septic system. The drainage system from the retention basin is designed to release the retained water at a quantity and rate not to exceed the quantity and rate of a five-year storm falling on the equivalent undeveloped surface of the RMEC. The Stormwater system at RMEC meets the requirements of Weld County Code 23-2-240, Subsections 5.A and 5.B. The Stormwater system was designed by our engineering firm,registered in the State of Colorado,and installed in accordance with the design drawings. Our drainage system in the various process buildings at the power plant site all drain to sumps. These sumps are directed ultimately to the cooling tower basin or the waste collection pond. All water in the waste collection pond (which primarily receives cooling tower blowdown)is processed through the zero liquid discharge system. The well field manifold building has no floor drains. To Mr. Vondrak: This letter is to certify that a stormwater retention facility has been designed and installed conforming to the requirements of the Use by Special Review Permit No. 1339 for the Rocky Mountain Energy Center. The facility is designed to retain the full volume of a one-hundred year storm event. Discharge from the facility is designed to restrict volume to quantities less than the amount generated by a five year storm event.
