HomeMy WebLinkAbout20030293.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO JANUARY 29, 2003 TAPE#2003-04 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, January 29, 2003, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner David E. Long, Chair Commissioner Robert D. Masden, Pro-Tem - EXCUSED Commissioner M. J. Geile Commissioner William H. Jerke Commissioner Glenn Vaad Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Esther E. Gesick Director of Finance and Administration, Donald D. Warden MINUTES: Commissioner Geile moved to approve the minutes of the Board of County Commissioners meeting of January 27, 2003, as printed. Commissioner Vaad seconded the motion, and it carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Geile moved to approve the consent agenda as printed. Commissioner Jerke seconded the motion, and it carried unanimously. PRESENTATIONS: RECOGNITION OF SERVICES,WELD COUNTY TREASURER- DONALD MUELLER: Chair Long read the certificate recognizing Donald Mueller for his services as the Weld Count Treasurer. COMMISSIONER COORDINATOR REPORTS: There were no Commissioner Coordinator Reports. PUBLIC INPUT: There was no public input. 2003-0293 BC0016 WARRANTS: Donald Warden, Director of Finance and Administration, presented the following warrants for approval by the Board: All Funds $151,913.76 Electronic Transfers -All Funds $2,516,412.76 Commissioner Geile moved to approve the warrants as presented by Mr. Warden. Commissioner Jerke seconded the motion, which carried unanimously. (Clerk's Note: Bids were considered following New Business.) BIDS: PRESENT 2003 TRAFFIC PAINT AND PAINT BEADS BID - DEPARTMENT OF PUBLIC WORKS: Mr. Warden presented the seven bids received. Said bids will be considered for approval on Wednesday, February 12, 2003. PRESENT CONCRETE AND WASHED ROCK ON CALL BID-DEPARTMENT OF PUBLIC WORKS: Mr. Warden presented the four bids received. Said bids will be considered for approval on Wednesday, February 12, 2003. PRESENT CONCRETE SAND BID - DEPARTMENT OF PUBLIC WORKS: Mr. Warden presented the sole bid received. Said bid will be considered for approval on Wednesday, February 12, 2003. APPROVE COUNTY NEWSPAPER FOR 2003 BID - DEPARTMENT OF FINANCE: Mr. Warden stated the Department of Finance recommends approval of the low bid from Pelton Publishing, LLC, dba South Weld Sun. Commissioner Vaad moved to approve said bid as recommended by staff. The motion,which was seconded by Commissioner Jerke, carried unanimously. APPROVE MOTORGRADERS BID - DEPARTMENT OF PUBLIC WORKS: Mr. Warden stated the Department of Public Works recommends approval of the bid from Power Equipment Company, for two Volvo graders, in the amounts of$155,786 and $164,563, as well as one Caterpillar motor grader from Wagner Equipment Company, in the amount of$155,391, for a total of$475,740. Commissioner Vaad moved to approve said bid as recommended by staff. The motion,which was seconded by Commissioner Geile, carried unanimously. APPROVE HIGHWAY STRIPER BID - DEPARTMENT OF PUBLIC WORKS: Mr. Warden stated there were no bids received for this item. APPROVE 10-TON STEEL WHEEL VIBRATORY ROLLER BID - DEPARTMENT OF PUBLIC WORKS: Mr. Warden stated the Department of Public Works recommends all bids be rejected and rebid due to confusion on critical specifications. Commissioner Vaad moved to reject said bid as recommended by staff. The motion, which was seconded by Commissioner Geile, carried unanimously. APPROVE 24-FOOT TRAILER BID - DEPARTMENT OF PUBLIC WORKS: Mr. Warden stated the Department of Public Works recommends approval of the low bid from Colorado Machinery,in the amount of$15,134.13. Commissioner Geile moved to approve said bid as recommended by staff. The motion, which was seconded by Commissioner Vaad, carried unanimously. Minutes, January 29, 2003 2003-0293 Page 2 BC0016 APPROVE PULL BROOM SWEEPER BID - DEPARTMENT OF PUBLIC WORKS: Mr. Warden stated the Department of Public Works recommends approval of the low bid from O.J.Watson Equipment, in the amount of$20,490.00. Commissioner Jerke moved to approve said bid as recommended by staff. The motion, which was seconded by Commissioner Vaad, carried unanimously. APPROVE TANDEM TRUCK TRACTOR WITH SNOW PLOW AND MATERIAL SPREADER - DEPARTMENT OF PUBLIC WORKS: Mr. Warden stated the Department of Public Works recommends approval of the low bid from Transwest Trucks, in the amount of$102,003. Jeff Jerome, Department of Public Works, stated this is the low bid when all options are considered. He explained the wing plow is used on wider shoulders. Commissioner Vaad moved to approve said bid as recommended by staff. The motion, which was seconded by Commissioner Jerke, carried unanimously. APPROVE TANDEM TRUCK TRACTOR BID-DEPARTMENT OF PUBLIC WORKS: Mr.Warden stated the Department of Public Works recommends approval of the low bid from Transwest Trucks, in the amount of $69,400. Commissioner Jerke moved to approve said bid as recommended by staff. The motion, which was seconded by Commissioner Vaad, carried unanimously. APPROVE SPRAYER TRUCK CAB AND CHASSIS BID - DEPARTMENT OF PUBLIC WORKS: Mr. Warden stated the Department of Public Works recommends approval of the low bid from Mobile Spray Systems, in the amount of$84,023.00. Commissioner Vaad moved to approve said bid as recommended by staff. The motion, which was seconded by Commissioner Geile, carried unanimously. APPROVE TWO-TON TRUCK WITH AUGER/MOUNTED WINCH BID - DEPARTMENT OF PUBLIC WORKS: Mr. Warden stated the Department of Public Works recommends approval of the second low bid from Pacific Utility Equipment, in the amount of$108,771.85. Commissioner Jerke moved to approve said bid as recommended by staff. The motion, which was seconded by Commissioner Vaad, carried unanimously. APPROVE PORTABLE RADIAL STACKER BID - DEPARTMENT OF PUBLIC WORKS: Mr. Warden stated the Department of Public Works recommends approval of the second low bid from Power Equipment, in the amount of$89,867. Commissioner Vaad moved to approve said bid as recommended by staff. The motion, which was seconded by Commissioner Geile, carried unanimously. APPROVE AUTO TRASH PUMP BID - DEPARTMENT OF PUBLIC WORKS: Mr. Warden stated the Department of Public Works recommends approval of the second low bid from Wagner Rents, in the amount of$28,281.15. Commissioner Vaad moved to approve said bid as recommended by staff. The motion, which was seconded by Commissioner Geile, carried unanimously. APPROVE WELDING GENERATOR BID-DEPARTMENT OF PUBLIC WORKS: Mr. Warden stated the Department of Public Works recommends approval of the low bid from General Air, in the amount of $10,175.76. Commissioner Geile moved to approve said bid as recommended by staff. The motion,which was seconded by Commissioner Vaad, carried unanimously. APPROVE TWO-TON TRUCK CAB AND CHASSIS BID - DEPARTMENT OF PUBLIC WORKS: Mr. Warden stated the Department of Public Works recommends approval of the low bid from Transwest Trucks, in the amount of$36,500 . Commissioner Vaad moved to approve said bid as recommended by staff. The motion, which was seconded by Commissioner Jerke, carried unanimously. Commissioner Geile moved to approve said bid as recommended by staff. The motion, which was seconded by Commissioner Vaad, carried unanimously. APPROVE 3/4-TON EXTENDED CAB PICKUP BID- DEPARTMENT OF PUBLIC WORKS: Mr. Warden stated the Department of Public Works recommends approval of the low bid from Garnsey and Wheeler, in the amount of$16,963.97. Commissioner Geile moved to approve said bid as recommended by staff. The motion, which was seconded by Commissioner Jerke, carried unanimously. APPROVE ONE-TON CAB AND CHASSIS BID - DEPARTMENT OF PUBLIC WORKS: Mr. Warden stated the Department of Public Works recommends approval of the low bid from Formby Interstate Ford, in the amount of$25,039. Commissioner Vaad moved to approve said bid as recommended by staff. The motion, which was seconded by Commissioner Jerke, carried unanimously. APPROVE ONE-TON CREW CAB PICKUP BID - DEPARTMENT OF PUBLIC WORKS: Mr. Warden stated the Department of Public Works recommends approval of the low bid from Valley Ford, in the amount of $22,471. Commissioner Jerke moved to approve said bid as recommended by staff. The motion, which was seconded by Commissioner Geile, carried unanimously. APPROVE 1/2-TON 4X4 PICKUP WITH EXTENDED CAB BID - DEPARTMENT OF PUBLIC WORKS: Mr. Warden stated the Department of Public Works recommends approval of the low bid from Dellenbach Motors, in the amount of$19,963. Commissioner Jerke moved to approve said bid as recommended by staff. The motion, which was seconded by Commissioner Vaad, carried unanimously. APPROVE 3/4-TON 4X4 PICKUP WITH EXTENDED CAB BID - DEPARTMENT OF PUBLIC WORKS: Mr. Warden stated the Department of Public Works recommends approval of the low bid from Garnsey and Wheeler, in the amount of $20,568.97. Commissioner Jerke moved to approve said bid as recommended by staff. The motion, which was seconded by Commissioner Vaad, carried unanimously. APPROVE 1/2-TON 4X4 PICKUP WITH EXTENDED CAB BID - DEPARTMENT OF PUBLIC WORKS: Mr.Warden stated the Department of Public Works recommends approval of the low bid from Dellenbach Motors; however, during the work session it was determined that the local bidder. Champion Chevrolet is only$95 more. Commissioner Jerke moved to approve the second low bid from Champion Chevrolet, in the amount of$19,318. The motion, which was seconded by Commissioner Vaad, carried unanimously. APPROVE 1/2-TON FOUR WHEEL DRIVE PICKUP BID- DEPARTMENT OF BUILDING INSPECTION: Mr.Warden stated the Department of Building Inspection recommends approval of the low bid from Valley Ford, in the amount of $14,298, for gas only. Commissioner Geile moved to approve said bid as recommended by staff. The motion, which was seconded by Commissioner Vaad , carried unanimously. APPROVE 3/4-TON 4X4 PICKUP WITH UTILITY BOX BID - DEPARTMENT OF BUILDING AND GROUNDS: Mr. Warden stated the Department of Buildings and Grounds recommends approval of the low bid from Valley Ford, in the amount of$21,615. Commissioner Vaad moved to approve said bid as recommended by staff. The motion, which was seconded by Commissioner Jerke, carried unanimously. APPROVE FOUR-DOOR MEDIUM 4X4 VEHICLE BID - DEPARTMENT OF PUBLIC WORKS: Mr. Warden stated the Department of Public Works recommends approval of the low bid from Garnsey and Wheeler, in the amount of$24,316.17. Commissioner Geile moved to approve said bid as recommended by staff. The motion, which was seconded by Commissioner Jerke, carried unanimously. Minutes, January 29, 2003 2003-0293 Page 4 BC0016 APPROVE TRANSPORT MINI VANS BID - SHERIFF'S OFFICE: Mr. Warden stated the Sheriffs Office recommends approval of the low bid from Heritage Ford, in the amount of $40,790.36. Commissioner Jerke moved to approve said bid as recommended by staff. The motion, which was seconded by Commissioner Vaad, carried unanimously. APPROVE 3/4-TON 4X4 WITH EXTENDED CAB BID - SHERIFF'S OFFICE: Mr. Warden stated the Sheriff's Office recommends approval of the second low bid from Champion Chevrolet, in the amount of $21,424. Commissioner Geile moved to approve said bid as recommended by staff. The motion, which was seconded by Commissioner Jerke, carried unanimously. APPROVE STANDARD EQUIPMENT SCHOOL BUS BID- DEPARTMENT OF HUMAN SERVICES: Mr. Warden stated the Department of Human Services recommends approval of the second low bid from Colorado/West Equipment, Inc., in the amount of $41,954 each, for a total of$245,369. Commissioner Vaad moved to approve said bid as recommended by staff. The motion, which was seconded by Commissioner Geile, carried unanimously. APPROVE PATROL VEHICLES BID - SHERIFF'S OFFICE: Mr. Warden stated the Sheriffs Office recommends approval of the low bid from Valley Ford for 13 vehicles; however, the next low bid is from a local vendor and would only be an increase of $200 for each vehicle. Commissioner Jerke moved to approve the second low bid from Garnsey and Wheeler, in the amount of$270,316.51, as recommended by Mr. Warden. The motion, which was seconded by Commissioner Vaad, carried unanimously. APPROVE CIVILIAN VEHICLES BID - SHERIFF'S OFFICE: Mr. Warden stated staff recommends approval of the low bid from Valley Ford, in the amount of$63,183, because the second low bid from the local vendor has vehicles with a console between the seats where the radio equipment goes. Commissioner Vaad moved to approve the low bid as recommended by staff. The motion, which was seconded by Commissioner Geile, carried unanimously. NEW BUSINESS: CONSIDER PETITION FOR ABATEMENT OR REFUND OF TAXES - LIFEBRIDGE CHRISTIAN CHURCH: Commissioner Vaad stated he is recusing himself from consideration of this matter because he is a member of the Lifebridge Christian Church. Lee Williams, Assessor's Office, stated staff recommends approval of this petition because proper documentation of an agricultural use has been provided. Commissioner Jerke moved to approve said petition as recommended by staff. The motion, which was seconded by Commissioner Geile, carried unanimously. CONSIDER PETITION FOR ABATEMENT OR REFUND OF TAXES - EVERITT ENTERPRISES, INC., C/O BRIDGE AND ASSOCIATES: Stan Jantz, Assessor's Office, gave a brief description of the location of the site, and stated a reduction in value was granted in 2002. Therefore, since 2001 and 2002 are based on the same valuation, staff recommends approval of this abatement to keep the property valuation consistent. In response to Commissioner Geile, Mr. Jantz stated there were various issues with this property; however, he felt the property was correctly valued. He stated because an adjustment was granted by the Board in 2002, the 2001 value automatically needs to be adjusted. Commissioner Jerke moved to approve said petition as recommended by staff. Commissioner Geile seconded the motion, which carried unanimously. CONSIDER OPTION TO EXERCISE RENEWAL AND AUTHORIZE CHAIR TO SIGN-UNIVERSITY OF NORTHERN COLORADO: Gaye Akin, Department of Public Health and Environment, stated this will renew the nonfinancial agreement for clinical or internship education and experience provided at the Weld County Department of Public Health and Environment for UNC students. Commissioner Vaad moved to Minutes, January 29, 2003 2003-0293 Page 5 BC0016 approve said renewal and authorize the Chair to sign. Seconded by Commissioner Geile, the motion carried unanimously. CONSIDER APPLICATION FOR COMMUNITY BASED ABSTINENCE EDUCATION TRAINING AND COMMUNITY MOBILIZATION GRANT AND AUTHORIZE CHAIR TO SIGN: Ms. Akin stated this application is for additional funding from the Colorado Department of Public Health and Environment for training and community mobilization which will provide parent workshops during Abstinence Awareness Week. She stated the term of the grant is from March 1, 2003, through February 29, 2004. In response to Chair Long, Ms. Akin stated these funds may be subject to State cuts. Commissioner Vaad moved to approve said application and authorize the Chair to sign. CommissionerJerke seconded the motion,which carried unanimously. CONSIDER SMALL TRACT OIL AND GAS LEASE AND AUTHORIZE CHAIR TO SIGN -KERR-MCGEE ROCKY MOUNTAIN CORPORATION: Mr. Barker stated oil and gas lease requests for tracts, which are less than five acres, must pay a minimum of$200.00 in royalty fees, and this is not required to go through the bid process. Commissioner Jerke moved to approve said lease and authorize the Chair to sign. The motion was seconded by Commissioner Vaad, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the consent agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
