RESOLUTION RE: APPROVE GRANT APPLICATION FOR 2004 LAW ENFORCEMENT ASSISTANCE FUNDS AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Grant application for 2004 Law Enforcement Assistance Funds between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Sheriff's Office, and the Colorado Department of Transportation, Office of Transportation Safety, commencing January 1, 2004, and ending December 31, 2004, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said contract, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Grant Application for 2004 Law Enforcement Assistance Funds between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Sheriffs Office, and the Colorado Department of Transportation, Office of Transportation Safety, be, and hereby is, approved. The traffic crash numbers combine CSP and WCSO numbers. They do not include municipalities within Weld County. Further describe your present situation regarding the DUI problem within your city/county. In 2001,the Weld County Sheriffs Office was awarded a traffic grant through the Colorado Department of Transportation. Until that date, traffic enforcement and DUI enforcement were not priorities in the Weld County Sheriffs Office and were handled by the Colorado State Patrol. Because of this situation, there is limited information about drunk drivers on county roadways. In 2002,the Colorado Department of Transportation awarded the Weld County Sheriffs Office a grant For thirty nine thousand dollars to combat drunk driving. This grant purchased Portable Breath Testers, a new intoxilyzer, and overtime hours for DUI enforcement. This additional overtime enforcement has caused A dramatic increase in DUI arrests. Weld County is a large county consisting of over 4000 square miles with a diverse population of over 180,000. many of the alcohol serving establishments are located in rural areas and many of the patrons of these establishments must travel through rural areas to get back to their residences. Additionally, Cultural variances of some of the sub-groups and communities throughout the county encourage alcohol usage, over usage, and usage by underage drinkers. Our County has one of the highest numbers of traffic related fatalities in Colorado. Our efforts have resulted in increasing numbers of DUI arrests each year as noted above. Seventy three fatalities in 2001 was a record. In 2002,there were 62 traffic related fatalities on Weld County roads. This year to date, there have been 33 traffic fatalities on Weld County roads, compared to 44 for this same period in 2002. If this trend continues, we should see a significant decrease in the total at year end. Requested Information How many DUI checkpoints or DUI saturation patrols will your city/county conduct in 2004? We will conduct one saturation per"Heat is On campaign date or will assist other agencies in the county during each campaign. We will conduct at least two checkpoints during 2004. Does your agency have the capability to run the required LEAF Grant Manger computer reporting software program? (Windows 95/98/NT)Yes What will your city/county do during 2004 to confirm your involvement with any DUI media campaigns endorsed by LEAF and the Colorado Department of Transportation(CDOT)? Please state your agency's specific enforcement plans for The Heat is On! Campaign in 2004 and the DUI Checkpoint Colorado program.We have participated in every media event in 2003 to date and will plan to do as requested in 2004. We have also made press releases of our own and worked with liquor establishments to promote responsible drinking. List your funding priorities. If selected,what impact will LEAF funds have on your agency's Impaired Driving Enforcement efforts? We are only asking for overtime funding for DUI/DUID Enforcement. If we do not receive this funding,we will continue saturation patrols and DUI/DUID enforcement, but budget constraints would severely reduce the number of hours we would be able to spend on this. Further describe your proposal. Describe your agency's operational commitment to DUI/DUID enforcement for 2004. Furthermore,describe other proactive efforts that your department has taken to reduce the incidence of problems associated with impaired driving. The Weld County Sheriffs Office conducted two additional SFST courses as promised during the last half of 2003 and to date in 2003. We also conducted two more intoxilyzer courses in that same time frame. We will conduct the same number of training classes from now through 2004. During the remainder of 2003 and Into 2004,the WCSO will be pursuing a grant for a real time reporting system that incorporates summons, traffic crash data, and speed studies uploaded electronically on a daily basis. The proposed project would encompass all WCSO deputies.CSP,and Greeley P.D.;county and state GIS systems. This would enable real time reporting of traffic crash data and enable the traffic supervisor to direct resources more effectively to include areas for DUI enforcement. Over the past two years,the sheriffs office in coniunction with the school districts within Weld County has presented drunken driving prevention programs to several high schools. Many more of these types of programs are planned for the remainder of 2003 and 2004.
