Property Description The proposed Ridge Lands III annexation area is shown on the attached maps. The area to be annexed is referred to herein as Ridge Lands III and consists of approximately 85.6 acres currently zoned A-Agriculture in Weld County, Colorado. The property is in the east half of Section 1, Township 1 North, Range 68 West. It is located northwest of the intersection of Weld County Roads 12 and 13. It borders the existing Dacono city boundary to the north, east and to the west. In conjunction with the proposed annexation, zoning is anticipated to change from Weld County A-Agriculture to — City of Dacono R-2: Residential District. II. Municipal Services Municipal Services for Ridge Lands III will be provided by the following: Electricity United Power ^ Natural Gas K-N Energy Telephone Qwest Water Central Weld County Water District — Sewer St. Vrain Sanitation District Fire Mountain View Fire Protection District Police Dacono Police Department — School St. Vrain Valley School District Financing municipal services within the area to be annexed is to be addressed in ^ annexation agreements between the applicant and the City of Dacono. III. Special Districts The area to be annexed will be included within the following special districts: Central Weld County Water District Northern Colorado Water Conservancy District Tri-Area Ambulance District Mountain View Fire Protection District -- Carbon Valley Recreational District IV. School District Impact The proposed annexation is expected to include approximately 300 lots of single family dwellings. The City of Dacono is pursuing a land dedication/cash-in-lieu IGA with the St. Vrain Valley School District to address any potential impacts on the District. V. Box 186 Dacono, CO 80514 RE: Ridge Lands III Annexation{Situate in the E'%of Section 1,T1 N, R68W} Dear Ken: Thank you for referring Ridge Lands III Annexation to the School District. This particular application, which is currently located in the Frederick Elementary, Frederick Middle and Frederick High School Feeder, will add an unknown number of new dwelling units with an unknown potential student in this feeder. The annexation of the subject property is consistent with the Dacono land use map and will not require the School District to alter current plans for the 4 facilities anticipated for this area at buildout. The Board of Education has established a District-wide policy of opposing new developments that add to the student enrollment of schools projected to be at or above 125% of their capacity. The formal determination from the School District regarding capacity will be made at the platting stage for this development. However, based on the impacts expected from this application and the current school capacity indicated in the chart below, the District will oppose the approval of future plats associated with this annexation. Should sufficient additional capacity become available in this area prior to platting, or should the District agree to a phasing or mitigation plan from the developer, the District may reevaluate their opposition to future plat applications at the time of their submittal. New school facilities approved under the 2002 bond could affect the projects attendance area and capacity in the future. Middle School relief is expected for the Fall of 2005, as shown above, however attendance areas for this school will not be finalized until Spring of that year. Elementary relief is also approved under the bond, however this new school is not yet scheduled for construction. Any resolution to capacity shortfall at the elementary level will remain undetermined until that facility's construction scheduie is finalized. Under current boundaries,transportation would most likely be provided for the site. In any event, the cash-in-lieu and/or land dedication requirements set up by the intergovernmental agreement would still need to be satisfied. The implementation of the land dedication/cash in-lieu IGA by the City of Dacono requires the dedication of land with the adjacent infrastructure or payment of an equivalent cash-in-lieu fee based on the student yield of the development. Since the School District does not anticipate the need for a school site in this area, cash in-lieu fees would be required per the attached chart.
