Whatever sums may be due the Owner as liquidated damages for delay may be deducted from payments due the Contractor or may be collected from the Contractor or Contractor' s surety. The Owner may reduce the retainage to five percent (5%) on the current and remaining estimates after fifty percent (50%) of the work has been completed, if he finds that satisfactory progress is being made.
