Communication — Mr. Moreno stated that a thank you note had been received from Lori Partridge for flowers she recently received. Board Members had also received a letter of introduction from Frontier Academy. Helen Norton, a volunteer at an elementary school, requested information on how students are evaluated to determine if they need extra help. Consent Agenda —The Board approved the following items on the Consent Agenda: November 10 minutes; Employment recommendations; Contract with Atmos Energy to add telemetry to natural gas meters; Agreement with the City of Greeley for non- potable water; Purchase of three 78-passenger buses from Colorado/West Equipment; Dream Team field trip; and the Single Assurance Form for State Administered Federal Education Programs. Special Items— Greeley West High School students presented information about the traditions of this school as well as opportunities that are available for students to get more involved at the school. Maplewood students, Michael Alvarado and Nicole Gonzales, won first and second places respectively in the Ford Motor Company Heritage Program. Entrants were required to write an essay and create a drawing about a Hispanic individual who has made a difference. The first place winner received a $2500 savings bond and second place won a $1,000 savings bond. Her peers recently named Marie Dollarhide the Outstanding Classified Employee. Marie has been a School District 6 employee for 24 years and currently serves as the Office Manager at Maplewood Middle School. Classified Employees Council President Delfie King presented a plaque and a gift certificate to Marie. The Board of Education also presented a gift. United Way Campaign Report—Val Smythe and Arnie Cieminski reported on the 2003 United Way Campaign. Youth campaigns raised $10,765.70 and 599 employees contributed $68,107.50. This is an increase of$13,000 over last year. Site coordinators were honored with Pepper Pin awards. Gifted/Talented Survey Results—Thelma Bear and Bruce Broderius gave an overview of the results of the gifted/talented survey. School Accountability Reports — Dr. Lori Miller gave an overview of the School Accountability Reports (SAR) recently received from Colorado Department of Education. Three elementary schools improved their academic performance — Jackson, Meeker & Frontier. Seven elementaries made gains in their improvement rating — Cameron, Centennial, Dos Rios, Jackson, Jefferson, Madison, and Frontier. Jefferson, Union Colony High School, and Colorado High School of Greeley received the Governor's Award for Significant Improvement. Union Colony Middle School improved on their performance rating and Frontier Middle School made gains on their improvement rating. Union Colony and University High Schools showed improvement in their performance rating. Union Colony had gains in the improvement rating. Sii'4 Secretary/Manager Published in THE SOUTH WELD SUN, October 16, 2003. • HENRYLYN IRRIGATION DISTRICT Budget Summary Message Budget Year Ending December 31, 2004 pescriotion: The Henrylyn Irrigation District is a public or quasi-municipal corporation that was created by order of the Board of County Commissioners of Weld County, Colorado, on October 7, 1907. The District was organized pursuant to a petition of the landowners setting forth the boundaries of the District for the purpose of providing for the irrigation and drainage work necessary to maintain the trrlgabilily of the land within the District and to purchase, acquire, lease or tent such ditches, canals and reservoirs and their franchises. All transactions are recorded in the Operating Fund, which is the only fund of the District. Budgetary Basis of Accounting: Basis of accounting refers to when revenues and expenditures or expenses are recognized In the accounts and reported In the financial statements. Basis of accounting relates to the timing of the measurements made, regardless of the measurement focus applied. For both accounting and budgetary purposes, the modified accrual basis of accounting is applied, except that bond and loan proceeds are treated as other financing sources and payments on debt and capital outlays are treated as expenditures. Revenues: Operating Fund revenues are recognized when they become measurable and available to finance expenditures of the fiscal period. Assessments are considered "measurable" when in the hands of intermediary collecting governments and are recognized as revenue al that time. All major revenues are susceptible to accrual. Operating revenues include the assessments and the City of Thornton Exchange Agreement ($45,000 per year for thhty years; commencing in 1985) for the use of the excess capacity In the Main Burlington Ditch. Other revenues include earnings on investments, sale of water, maintenance reimbursements, leases and rentals, augmentation water - Central Colorado Water Conservancy District, proceeds from the sale of assets, oil and gas royalties and other sources of revenue. O'Hayre Rr DEC 1 5 2003 Fire Chief METRO WELD COUNTY ASSESSOR Greeley, Colorado NORTH METRO FIRE RESCUE DISTRICT 2004 BUDGET MESSAGE Fire District Services The North Metro Fire Rescue District provides fire protection and emergency medical services to the citizens of Broomfield, Northglenn and portions of unincorporated Adams, Boulder, Broomfield, Jefferson and Weld Counties. The Fire District is governed by an elected five (5) member Board of Directors. All of the Directors are citizens of the Fire District. Due to the continued growth within the Fire District boundaries, the 2004 budget anticipates the construction and staffing of one new fire station with the hiring of 16 additional personnel to occur in the 1st and 3rd quarter of 2004. The 2004 budget includes monies to continue funding to meet the District's 5 Year Strategic Plan, which was formally adopted by the Board of Directors in October 2002. Basis of Accounting The basis of accounting utilized in the preparations of the 2004 budget for the District is the Fund Accounting Method Modified Accrual Basis. The 2004 budget includes projected revenues and expenditures for general operating fund, pension funds, debt services fund, capital projects fund, and the Adams County Mutual Aid Trust. IMPORTANT FEATURES OF THE BUDGET 1. General Operating Fund The general operating fund includes staffing and equipment to provide services operating from five current and one newly constructed fire station with a total complement of 107 full-time personnel. The 2004 budget also includes the purchase of one new ambulance. The District will continue to provide fire protection services, advanced life support medical services and ambulance transport, new construction plan review, fire code inspection and enforcement, hazardous materials emergency response, technical rescue services, arson investigation and prevention services. The District will also continue to operate its own vehicle maintenance and firefighter training programs. Pension Funds The District continues to administer one Defined Benefit pension plan and two Defined Contribution (money purchase) plans for its employees. The Defined Contribution pension plan budget for 2004 reflects estimated revenues of $220,379 and expenses for anticipated retirement benefits to be paid during calendar year 2004, managerial, legal, trust, and auditing fees, totaling$409,965. 3. Capital Construction Fund The Capital Construction Fund budget for 2004 projects land acquisition and station construction, including the completion and opening of one new fire station and communication equipment purchases. Included in the major capital purchases is the implementation of a new vehicle tracking system which will enable the Fire District to provide closest equipment response dispatching and improved records management. 4. Debt Service Fund The 2004 Debt Service budget expenditures total $47,413 to meet principal, interest, and expense payments on outstanding bonds issued in 1989. A 1998 refunding allowed the District to take advantage of lower debt service interest rates. This proposed budget reflects a debt service mill levy of 0. That the 2004 valuation for assessment, as certified by the Adams County Assessor, is $318,944,820. The 2004 valuation for assessment, as certified by the Boulder County Assessor, is $3,238,920. VRAIN SANITATION DISTRICT The 2004 Budget for the St. Vrain Sanitation District was prepared pursuant to the Property Tax Revenue Limitation provided by the Division of Local Governments, Amendment No. 1 to the Colorado State Constitution of 1992, and Senate Bill 93-130. This budget was developed using the cash basis method of budgetary accounting. The services to be provided by the District in 2004 are wastewater collection and treatment pursuant to Colorado Discharge Permit No. CO-0041700 reissued effective April 1, 1998. This permit expired on January 31, 2003, but was extended by the Water Quality Planning Commission pending the determination of the new discharge limits sometime in 2004. The District is prepared to meet and is fully capable of meeting all new limitations required in the new permit. The stated objectives of the District include the following: ❖ Inclusion into the District of all petitioning properties located within the dedicated service area. ❖ Construction and maintenance of facilities that are capable of adequately supplying sanitary sewer service to all residents and businesses included in the District, provided that it is practical and feasible to provide such services. ❖ Providing sanitary sewer service to residents and businesses within the District in a cost efficient manner that is consistent with County, State and Federal laws. The 2004 Budget is predicated upon the District operating an Enterprise Fund pursuant to the definition set forth in Article X, Section 20(2)(b), C.R.S. (Amendment No. 1) and Colorado Revised Statute 37-45.1-101, et. Seq. (Senate Bill 93-130). To that end, the District's Enterprise Fund receives less than 10% of its annual revenue as a grant from the Government General Fund. For 2004, no grant has been budgeted. During the early years of the District's development when there was little assessed property value and a high level of debt, property taxes levied were quite high. The tax levy peaked in 1994 and 1995 at 34.990 mills. This levy was reduced by 2.500 mills annually in1996 and 1997. A further reduction of 5.000 mills annually was realized in 1998 and 1999. The levy was reduced another 3.444 mills in 2000, 6.100 mills in 2001, 4.925 mills in 2002 and 0.167 mills in 2003. The reduction for 2004 is 0.429 mills resulting in a total mill levy of 4.925 mills. If the assessed property values continue to increase, it is anticipated that these millage rates can continue to decrease while still providing sufficient revenues to cover the District's bonded indebtedness. However, the rate of decrease may slow down and change in size based on the rate of increase in assessed value of new construction. 436 Coffman Street Suite 200 P.O. In the subsequent years of 2005 through 2011, the amounts to be repaid will also be approximately $500,000 annually requiring a mill levy sufficient enough to provide revenues to service this level of debt. The assessed value for 2003 was $118,163,063. For 2004, this value has increased to $130,742,350 representing an increase in assessed value of$12,579,287 or a 10.65% increase. Tap sales peaked in 2000 when the District realized a gain of 735 taps representing an increase of 781 SFE's. In 2001, the gain was 627 taps representing 829 S1-E's and in 2002 the gain was 503 taps representing 532 SFE's. It is anticipated that the 2003 gain will be 475 taps representing 520 SFE's. Due to the current and continuing recessionary conditions, it is anticipated that the District will experience a continued reduction in the growth rate seen during the past two years. Accordingly, this 2004 Budget is based on a gain of 240 taps and SW's. For 2003, Government Fund revenues are estimated to be $ 831,323 and Enterprise Fund revenues are estimated to be $ 4,881,579 for a total of$ 5,712,902. Government Fund revenue for 2003 is budgeted at $ 804,322 and Enterprise Fund Revenue is budgeted at $ 8,079,111. This represents a total budgeted revenue of$ 8,883,433. The 2004 District Budget contains the following significant features: 1. Maintain General Property Tax revenue for general operations and debt at the lowest prudent level. General Obligation Bonds require a principal payment of $320,000 and interest payments of$176,140 for a total due of$496,140. 2. Maintain the Monthly Service Charge at $22.00 per Single Family Equivalent (SFE). At this level, we are budgeting to receive $ 1,129,920 in revenues. 3. Impose charges equivalent to the actual cost of inclusion, development review, line extension planning and construction management expenses. 4. Collect fees at the time of inclusion to maintain sufficient capacity to serve District members. 5. Set the plant investment fee to an amount at least equal to one share of the District's present equity plus a share of necessary future equity growth, currently $5,000 per SW. 6. Carefully implement strategy to retire debt utilizing Debt Property Tax interest, Debt Reserve interest and Specific Ownership Tax revenues. 7. Maximize the monetary yield of the District's cash assets while adhering to statutory requirements and prudent municipal investment practices. 8. Collect additional Plant Investment Fee's (PIF's) from customers who discharge wastewater in excess of the capacities purchased. Amounts due will be determined based on continued monitoring of all customers by District staff. 9. Collect additional surcharge revenues by carefully monitoring customer discharges for excessive BOD, TSS, chemical pollutants and any other agents that exceed District limits. These revenues will be used to support the Pretreatment Program so that all additional costs to the District resulting from excessive discharges will be covered by the violating customers. 10. Complete the construction of the new administrative office facility on the District property located in the Del Camino Business Park. It is anticipated that the facility will be completed and ready for occupation in early February, 2004. Included in the completion and furnishing of this new facility is the acquisition and implementation of a new financial accounting system. 11. The first expansion of the new treatment plant is expected in the summer of 2004. This expansion is in the planning stages and will encompass the construction of a new maintenance and storage facility for plant equipment and vehicles, and an expansion of the existing Operations Building so that the size of the laboratory can be increased and to provide additional office space for the plant staff. 12. During 2004, complete the construction of the Eagle Crest Line Upgrade, the Grayden Line, the Carlson/Sweetgrass Lines, the Shores/Neighbors Line, the River Line and the Aurora Dairy Line at an estimated cost of$5,579,800. 13. Provide for unforeseen contingency requirements, including annual variations in connection revenue, through the creation of adequate reserves. 14. Apply all Plant Investment Revenue and Inclusions to the Construction Fund and for Treatment Plant expansion for future line over-sizing and construction. 15. Create and maintain a facilities replacement fund equal in value to the depreciated equity of the District. 16. Maintain a 3% Emergency Reserve (less statuatory use limitations) pursuant to Amendment No. 1, in addition to a 3% Contingency expense line item. ST.
