Explain, in detail, the proposed use of the property. There are no proposed plans to change the use of the property except to change the existing doublewide home from a temporary dwelling to a permanent dwelling. The doublewide home was placed on the property in 1982 as an approved (by the Weld County Planning Board) second dwelling to house Weaver and Dorothy Trumbull, the parents of Marian Baum. To provide medical care and transportation for them as needed. Weaver passed away in December 1985 and Dorothy was placed in an assisted living facility years later and then into an Alzheimer's unit in Centennial Health Care Center in Greeley. Our eldest son, Timothy Baum was in need of a place to live and we were in need of someone to maintain the doublewide home while Dorothy was in confinement. Dorothy passed away on June 20th this year. The doublewide home and the land area surrounding it have been well maintained by our son. We anticipate, in the future a need for him to care for us, and possibly the over all property. We are already retired and may soon need his care and assistance. He is inheriting the double wide home and our having it removed would be an unnecessary and very expensive adventure, which neither one of us can afford. Both dwellings have their own approved separate septic systems, their own electrical power source from United Power, their own natural gas source from Xcel Energy and they share the same meter for water from the Central Weld County Water District, as dwell units. We hope this proposed continued use of our property as is,with two permanent dwellings, would receive the Planning Board's unanimous approval. Should you have questions or require more information, feel free to ask us before deciding. SPECIAL NOTES: The neighbors close to our property have told us they have no objections to our keeping the doublewide home on the property, so long as it is lived in and continues to be maintained and in good condition. In fact some said they would miss it as a popular landmark. It has been at its location for more than twenty years, even before some neighbors built their own homes nearby. We wish to have our son stay on the property and it will never be rented to some one else other than a direct family member. When and if the overall property is sold, the buyer shall be required to remove the doublewide home as a condition of sale. Compared to some neighbors to the north, our property, with two homes on it including the land areas are clean and well maintained. Question 2. Explain how this proposal is consistent with the intent of the Weld County Code. Chapter 22. Question 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 and the zone district in which it is located. As mentioned in the question I answer, there are no proposed plans to physically change the use of the property. The Weld County Codes 22 and 23 have been adhered to during the entire time of our ownership since purchasing the property in 1970. In 1982, we received permission from the Weld County Commissioners to temporarily place the double wide home on the said property. And since that time we have added buildings, which have been legally constructed with permits obtained by their respective contractors. The land and buildings have always been and will continue to be well maintained. In briefly reviewing the above codes, we feel that we have exceeded many of these code requirements. We plan to continue using our property for residential purposes in the same manner as before, even though we are classified as agricultural. Such as we have consistently abided with the above codes and have no intention to change our usage of the property, we are confident that keeping the double wide home as a permanent, well maintained dwelling, will in no way conflict with Weld County Codes 22 and 23. Question 4. What type of uses surrounds the site? Explain how the proposed use is consistent and compatible with surrounding land uses. Properties to the north and east of our site are used mostly as a residence. The property to the south and west of our site is used for agricultural purposes by the Strear Turkey Farms. We propose to continue using our property as a residence, which will continue to exceed or be consistent and compatible with the land uses of our neighboring properties. Question 5. Describe in detail, the following: a. How many people will use this site? No change: The two of us in the main house and one in the double wide home unless our Son, Timothy, decides to re-marry. b. How many employees are proposed to be employed at this site? None: This property will not be used as a business. c. What are the hours of operation? None: This property will not be used as a business. d. What type and how many structures will be erected (built) on this site? There are no plans to add more buildings than those shown on the plat plan. e. What type and how many animals, if any will be on this site? We presently have one pet dog and do not plan on raising farm animals or poultry. f What kind (type, size, weight) of vehicles will access this site and how often" We presently own a mini-van and a pickup truck, which are housed in our attached double garage. We also own a 34-foot motor home, which is housed in the motor home garage. We also own a small garden tractor and related equipment, which are housed in the remote double garage and storage shed. Our Son, Timothy owns a pickup truck, which is housed in the remote double garage and uses a pickup truck owned and supplied by the company whom he works for. The company truck is parked outside only when Timothy is off work. Very seldom are vehicles left outside for a long duration of time. There are no changes planned in the above practices. g. Who will provide fire protection to the site? The Fort Lupton Volunteer Fife Department. h. What is the water source on the property? (Both domestic and irrigation). Domestic water is supplied by Central Weld County Water District; tap no. 487. There is a well on the property for domestic water, which is not used and is capped. There is no irrigation water supply available to this or nearby properties. i. What is the sewage disposal system on the property? (Existing and proposed). There are two septic systems on the property, a separate one for each home. (These are described on their individual permits and attached drawings). j. If storing or warehousing is proposed, what type of items will be stored? No changes are planned from the present garages being used for vehicles. Otherwise, this question is N/A. Question 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. No changes are planned from the present landscape. N/A. Question 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. There are no plans to terminate the property, thus the question is N/A. Question 8. Explain how the storm water drainage will be handled on the site. The previous storm water drainage has been adequately handled on site. Question 9. Explain how long it will take to construct this site and when construction and Landscaping is scheduled to begin. No construction or reconstruction is required for this application. Question 10. Explain where storage and/or stockpile of wastes will occur on this site. Basically this question does not apply to this application as all unusable waste is disposed of by contract with Waste Management Corporation.
