RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON WELD COUNTY
ROAD 47.5 BETWEEN U.S. HIGHWAY 34 AND WELD COUNTY ROAD 58
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Department of Public Works has recommended to the
Board that 45 Mile Per Hour Speed Limit signs be installed on Weld County Road 47.5 between
U.S. Highway 34 and Weld County Road 58, to ensure safety to the traveling public, and
WHEREAS, the Board has determined that said traffic control devices are necessary for
the protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to
install 45 Mile Per Hour Speed Limit signs on Weld County Road 47.5 between U.S. Highway 34
and Weld County Road 58, for the safety of the general public, and said signs shall conform to
the State Manual of Uniform Traffic Control Devices.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 22nd day of December, A.D., 2003.

• SUBJECT: Reduction of Speed Limit Request—WCR 47.5
COLORADO
A service request was received on October 10, 2003, from Jay Hop whom lives along WCR 47.5,
just north of SH 34. Mr.Hop is requesting that the speed limit be reduced on WCR 47.5. Currently,
the paved road is not posted; therefore, the speed limit is 55 mph. He is concerned about the
unposted speed limit being to fast on this road because of the roadside activities from the several
dairies located on along the road and several residential homes. I explained to Mr.Hop that I would
need to make a field investigation to determine if speed limit reductions were warranted.
On October 24, 2003, I made a site review. Several dairies, one on each side of the road, exist as
well as several residential homes. (See attached map) The road is generally flat and straight with no
.apparent site restrictions. Accident records show that one non-injury accident occurred in 2003
involving one vehicle rear ending another vehicle slowing to turn into his driveway.
Speed counts were conducted at three separate locations along WCR 47.5 on 12/2-3/03 (see
attached). The 85%speed varied from 45-55 mph depending upon the location of the counter. The
M.U.T.C.D. outlines guidelines for posting of speed limits. It states that when a speed limit is to be
posted, it should be the 85%speed of free-flowing traffic,rounded to the nearest 5 mph increment.
In this case, the speed limit could be posted 45, 50, or 55 mph.
Based upon the number of residential and business facilities located along WCR 47.5, it is my
recommendation to post the speed limit at 40 mph. The lower speed limit will create a safer
condition for the local facilities without major impacts to the road users.
