Building permits shall be obtained prior to the construction of any new building. A plan review is required for each building. Plans shall bear the wet stamp of a Colorado registered architect or engineer. Two complete sets of plans are required when applying for each permit. 2. Each building will require an engineered foundation based on a site-specific geotechnical report or an open hole inspection performed by a Colorado registered engineer. Comments made during this phase of the subdivision process may not be all-inclusive, as other concerns or issues may arise during the remaining application process. COMMENTS: ❑ The applicant shall show and label all existing structures on the change of zone plat. ❑ The applicant shall show and label all existing oil / gas facilities on the change of zone plat, along with required setbacks / easements. In addition, access roads must be identified for these facilities. ❑ The applicant shall provide a letter of confirmation to Public Works from the appropriate oil / gas owners verifying intended future drilling / exploration operations on this property. Internal Roadways: o The change of zone plats that Public Works review normally has an internal roadway system. The applicant has not indicated internal roadways on the plat. Public Works has no comment at this time, since there is no development planned. o Easements shall be shown in accordance with County standards and / or Utility Board recommendations, also dimensioned on the final plat. ❑ Roadway and grading plans along with construction details will be required with the final plat submittal. o The applicant shall provide a pavement design prepared by a professional engineer along with the final plat submittal. Drainage: o The geology report states that the land is currently irrigated for vegetables. The applicant shall show and identify all existing irrigation / ditch systems for this development on the change of zone plat. Ditch easements should be noted. o Often, a final drainage report stamped, signed and dated by a professional engineer licensed in the State of Colorado would be submitted with the change of zone application. The 5-year storm and 100-year storm drainage studies would take into consideration off- site flows both entering and leaving the development. Increased runoff due to development would require detention of the 100-year storm developed condition while releasing the 5-year storm existing condition. Since no development is proposed, Public Works is not requiring a final drainage report at this time. The applicant must keep in mind that consideration for drainage will be required for future proposed development. o The applicant shall describe the current drainage conditions of the property and submit this to Public Works along with the change of zone materials. Both on-site and off-site conditions for this property must be discussed. o The applicant references a `FIRM' flood hazard map. As a result of review by the staff and Planning Commission, the City has the following comments and concerns. 1. The subject site is within the Municipal Referral Area as defined by the Coordinated Planning Agreement between the City and County. Section 3.2 of the Agreement states: " To the extent legally possible the County will disapprove proposals for Urban Development in areas of the Municipal Referral Area outside the Urban Growth Area." It is the opinion of the Planning Commission that a rezoning will open the door to development by-right, that will be urban in nature. If the rezoning is approved, the County will no longer have the ability to ensure that the property is developed in conformance with the Coordinated Planning Agreement. 2. If the rezoning is approved, will the property go through a subdivision process where the developer will be required to construct the necessary street, intersection, and drainage improvements? Weld County Road 27 is a Major Arterial according to the Fort Lupton Transportation Plan, and a critical parallel path to Highway 85 that links Fort Lupton to Brighton. It is the opinion of the Commission that this type of urban development should be required to construct urban level improvements. The street improvements should include reconstruction of Weld County Road 6 to arterial status as well as a proportionate share of signalization improvements at WCR 6 and Highway 85. r i 3. What consideration is being given to the impact of this Industrial development upon the old Independence School and efforts to restore this building as a locally and regionally significant historic structure? 4. This Industrial development is incompatible with the existing residential development on the north side of Weld County Road 6. • In summary, it is the opinion of the Planning Commission that this proposed change of zone should be denied by the Weld County Planning Commission and the County Commissioners. DATE: March 15, 2003 SUBJ: Summary of the meeting on March 8 Below is a summary of the meeting that was held on Saturday March.8 at.the Central Administration building in Fort Lupton. Over 30 people attended the meeting and it honestly exceeded my expectations for participation, thoughtful insights into the buildings current state, and possible uses for the building in the future. I found the :. insights and suggestions that were shared to be very valuable and I enjoyed the history lesson about the building and the community. This summary is being sent to those people who attended the meeting and also to the people who were not able to attend but took the time to write letters offering thoughts and ideas. Thanks to all of you for your participation in this process. I will keep you informed as we move forward with additional research. • Agenda Introductions II. Purpose of the meeting III. Introductions: Each person in attendance introduced himself or herself, and many,chose to share some remembrances and history about the building. II. Purpose of the meeting: • At this time the school district does not have any intention to sell or dispose of the building. • The District would like to find a viable use for the building and reasonable method of financing upgrades, rather than allowing it to continue to deteriorate. ' • The District would like the input of those people who have'a history and a feeling for the building concerning possible uses and ways that upgrades could be financed. © 1(' 7 .. III. Background on the building: (These are not an expert opinions, only observations by school district employees) • A new roof was installed about 10 years ago, along with gutters,which stopped much of the damage that had happened to the building. • The foundation appears to be sound,_ • Currently, there are problems with the exterior brick, some floors, many of the upstairs ceilings, and some walls. • The lighting works,but many electrical upgrades would need to be made. • The plumbing would probably have to be completely removed and new plumbing installed before the building could be used.. • A totally new heating system would need to be installed. The original coal- burning boiler is still in place. - • The only asbestos that would need to be removed is in the boiler room. • If there were to be a remodel/upgrade, the District would want to keep the significant original architectural details, such as woodwork, water fountains, etc. IV. Current Use: The School district currently uses it for storage. However, due to health concerns for employees, this is being phased out and there is very little stored in.the building at . this time. All hazardous materials that were previously stored in the building have • now been removed. Currently the school district does not have the funds necessary for complete' restoration (estimated at one to one and a half million dollars). The building is • costing the school district for the minimal upkeep that it receives and for utilities. The building periodically needs repairs,primarily due to vandalism. Floyd Acre, former School District Assistant Superintendent provided some valuable insights into the building, it's past usage, and the current state of the title to the building. Originally the building and land were to have reverted to the family that donated the land if the school stopped using it for school purposes. About 10-20 years ago the school district obtained releases from the family and Floyd recalled the court action that took place in which the school district was determined to have full title to the property. V. Possible Courses of Action (Results of brainstorming with people attending the meeting) • Tear it down • Get volunteers to help restore . • Write Grants, use for adult training/Education. • After school activities for children in the area • Community Center(Low cost for receptions,parties, etc) • Put it up for sale • If it were put up for sale stipulate that it be kept Historical • If the School District cannot take care of.it, maybe it should be sold • Co-op with Aims Community College • Work/Study Programs VI. Funding (possible sources, as suggested by people attending the meeting) • Artisans who would donate time • Grants—State historical • Matching grants from State and Federal sources. VII. Next Steps • Research different options o Have an appraiser evaluate possible sale prices for the building and the land. o Apply for a state historical grant to have the building evaluated as to cost for restoration.. • Bring group back together to discuss the research • The Weld County School District Re-8 Board of Education will make final decision.
