The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, June 30, 2003, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner David E. Long, Chair
Commissioner Robert D. Masden, Pro-Tem
Commissioner M. J. Geile
Commissioner William H. Jerke
Commissioner Glenn Vaad
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Controller/Treasurer, Claud Hanes
MINUTES: Commissioner Masden moved to approve the minutes of the Board of Social Services meeting
of June 25, 2003, as printed. Commissioner Vaad seconded the motion, and it carried unanimously.
WARRANTS: Claud Hanes,Controller/Treasurer,presented the warrants for approval by the Board in the
amount of$131,161.97. Commissioner Vaad moved to approve the warrants as presented by Mr.Hanes.
Commissioner Jerke seconded the motion, which carried unanimously.
AMENDMENTS TO AGENDA: Commissioner Masden moved to add the following under New Business:
3) Consider 2002-2003 Transfer Request Form Regarding Preference for Close-Out Progression and
Transfer of TANF Funds to Child Care and Title XX(Child Welfare)and authorize Chair to sign[2003-1712].
Commissioner Vaad seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER REVISIONS TO OPERATIONS MANUAL,SECTION 6.000,COLORADO WORKS IN WELD
COUNTY AND CHILD CARE POLICIES AND PROCEDURES: Judy Griego, Director of Department of
Social Services, stated the first revision will eliminate the payment of registration fees to child care
providers,as well as eliminate the payment of activity and transportation fees to child care providers when
a child is absent from care. She stated the second revision eliminates payment of a child's slot unless it
is for a verifiable emergency and non-elective surgery of the child or parent,and is for a maximum period
of 30 days. Lastly, Ms. Griego stated the final revision reduces child care assistance to clients attending
post secondary and vocational or technical education programs from 24 to 12 months. She clarified clients
who were approved prior to July 1, 2003, will continue to have assistance available for the remaining

24-month period unless they are not currently enrolled. Commissioner Vaad moved to approve said
revisions. Commissioner Jerke seconded the motion, which carried unanimously.
CONSIDER REVISIONS TO OPERATIONS MANUAL, SECTION 7.000, PERSONNEL POLICIES AND
PROCEDURES: Ms. Griego stated this revision will eliminate language regarding employee appearance
and add a reference to the Employee Personnel Policy Handbook regarding appearance and dress.
Commissioner Masden moved to approve said Revision. Commissioner Vaad seconded the motion,which
carried unanimously.
CONSIDER 2002-2003 TRANSFER REQUEST FORM REGARDING PREFERENCE FOR CLOSE-OUT
PROGRESSION AND TRANSFER OF TANF FUNDS TO CHILD CARE AND TITLE XX(CHILD WELFARE)
AND AUTHORIZE CHAIR TO SIGN: Ms.Griego stated this form outlines Weld County's preference for its
close-out progression of TANF funds for the period ending June 30, 2003. She stated the progression
preference will begin with child welfare and end with child care over expenditures. Commissioner Jerke
moved to approve said form and authorize the Chair to sign. Seconded by Commissioner Masden, the
motion carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by
the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:10 a.m.
