Re: Weld Food Bank USR
Dear Ms. Lockman:
Enclosed herewith is a Use by Special Review ((USR) Application and attendant
materials and exhibits for a 38,000 square foot warehousing and distribution facility for
the Weld Food Bank at 1108 H Street, Greeley. The new site is currently owned by Weld
County, in the Agriculture (A) Zone District, but will eventually be owned by the Food
Bank, annexed to the City of Greeley, and zoned appropriately therein. Landmark
Builders is serving as Agent for the Food Bank in pursuing this USR and construction of
a new building and appurtenances.
As you are aware the project represents a cooperative endeavor of the Food Bank, Weld
County and the City of Greeley to insure the timely occupancy of a functional facility
which will allow vacation of their current operations at 104— 11`h Avenue. (See attached
correspondence from Don Warden dated July 16, 2002, copy attached.) In order that the
Weld Food Bank fully avail itself of available federal, state and city grants and funding
and to do so in an expeditious manner all parties have agreed that it is desirable to:
1. Undertake immediate processing of a USR within the County for the project with
Weld County (the current land owners) as Applicant.
2. Secure available funds from the State.

3. Secure a Building Permit from the County upon approval of the USR(or sooner,
if possible), commence construction and obtain a Certificate of Occupancy from
the County.
Note: It is the intention of the Food Bank to construct the new facility largely in
compliance with the City of Greeley's Development Standards particularly for the
northerly and easterly facing portions of the building and site in order to minimize
any future aesthetic concerns or design standard conflicts.
4. Subsequently, transfer the site from Weld County to the Weld Food Bank and
initiate an Annexation and Zoning Proceeding before the City of Greeley.
5. Secure available funds from the Greeley Urban Renewal Authority(GURA).
It is our understanding the County, as land owner, will handle (or waive) any application
fees for this USR.
On behalf of the Weld Food Bank the timely processing and approval of this proceeding

WELD FOOD BANK
The following questions are to be answered and submitted as part of the USR application. If a
question does not pertain to your use, please respond with"not applicable", with an explanation
as to why the question is not applicable.
1. Explain, in detail, the proposed use of the property.
The property will be used to warehouse and store food and durable goods for the Weld
Food Bank.
2. Explain how this proposal is consistent with the Intent of the Weld County Code,
Chapter 22.
Chapter 22 allows for uses which are of direct benefit to the Ag community and Weld
County citizens.
3. Explain how this proposal is consistent with the Intent of the Weld County Code, Chapter
23 and the zone district in which it is located.
Chapter 23 allows for any use permitted as a use by right, or a USR in the commercial
zone district, and the commercial zone district allows for stores and shops which furnish
personal services and merchandise primarily intended for personal, family or household
purposes.
4. What type of uses surround the site? Explain how the proposed use is consistent and
compatible with surrounding land uses.
The site is situated between a county gravel operation, the Poudre River to the east and
the Weld County Training Center and is congruent with the character of those uses.
5. Describe, in detail, the following:
The site will house one 38,000 sq. ft. storage structure. This structure will house durable
goods for the Weld Food Bank.
a. How many people will use this site?
—There will be 15 employees initially with the potential for up to 20. The
average number of users is 30 but could be as many as 400 throughout the day.
b. How many employees are proposed to be employed at this site?
— See above.
c. What are the hours of operation?
-8:00 a.m. to 5:00 p.m. Monday through Friday.
d. What type and how many structures will be erected (built)on this site?
—One 38,000 sq. ft. building.
e. What type and how many animals, if any, will be on this site?
—None.
f. What kind (type, size, weight) of vehicles will access this site and how often?
— Semi trucks to vans, family cars. 3 Weld Food Bank trucks on site daily(not
semi) - 1 - 6 palette, 1 - 8 palette, 1 -web van.
g. Who will provide fire protection to the site?
—The City of Greeley Union Colony will provide fire suppression to the site.
h. What is the water source on the property? (Both domestic and irrigation).
—City of Greeley water.
i. What is the sewage disposal system on the property? (Existing and proposed).
—The site will be connected to the City of Greeley system.
j. If storage or warehousing is proposed, what type of items will be stored?
—Refrigerated, frozen and non-perishable goods.
6. Explain the proposed landscaping for the site. The landscaping shall be separately
submitted as a landscape plan map as part of the application submittal.
A landscaping plan will be developed with the help of Weld County Department of
Planning Services and a copy is included herein.

7. Explain any proposed reclamation procedures when termination of the Use by Special
Review activity occurs.
None-the site is a part of a previous mining operation, known as the Giesert Pit.

8. Explain how the storm water drainage will be handled on the site.
Storm water management will be incorporated into the overall site plan.
9. Explain how long it will take to construct this site and when construction and landscaping
is scheduled to begin.
The site will take approximately four months to construct. Construction will begin
Summer 2003.
10. Explain where storage and/or stockpile of wastes will occur on this site
None.
