RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON WELD COUNTY
ROAD 49 BETWEEN US HIGHWAY 34 AND 1-76
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Department of Public Works has recommended to the
Board that"65 Miles Per Hour" signs be installed on Weld County Road 49 between US
Highway 34 and 1-76, with stepped reductions to 35 miles per hour at US Highway 34 and 1-76,
to ensure safety to the traveling public, and
WHEREAS, the Board has determined that said traffic control devices are necessary for
the protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to
install "65 Miles Per Hour" signs on Weld County Road 49 between US Highway 34 and 1-76,
with stepped reductions to 35 miles per hour at US Highway 34 and 1-76, for the safety of the
general public, and said signs shall conform to the State Manual of Uniform Traffic Control
Devices.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 19th day of February, A.D., 2003.

SUBJECT: 65 MPH Speed Limit on WCR 49 (US 34 to 1-76)
An engineering study has been performed to determine whether the speed limit on WCR 49 between
US Highway 34 and I-76 should be changed from 55 miles per hour to 65 miles per hour.
Over the last four years, significant improvements have been completed on this roadway segment.
Included in the improvements have been shoulder widening to eight feet and some vertical curve
alterations.
The Manual on Uniform Traffic Control Devices (MUTCD) states that a speed limit may be
posted based on the 85th percentile speed of free flowing traffic. Five traffic classifier counters
were placed at various locations along this roadway segment, and speed limits were sampled
over a 48-hour period. The average 85' percentile speed for northbound traffic was 68 mph
and 67 mph in the southbound direction.
The MUTCD also suggests that factors such as road characteristics (shoulder condition, grade,
alignment, and sight distance), pace speed, roadside development and environment, parking and
pedestrian activity,and reported 12-month accident history may be considered in establishing speed
limits. None of these factors appear to be of concern in this instance.
Based on the 85th percentile speed limit, I recommend the speed limit on WCR 65 from US
Highway 34 to I-76 be increased to 65 MPH with 10 MPH stepped reductions to 35 MPH at
US Highway 34 and 1-76.
As an additional safety feature,the Department will be installing"No Passing"and"Pass with Care"
pendants at all No Passing Zones on roadways posted with 65 mph speed limits.
