A public hearing was conducted on July 23, 2003, at 10:00 a.m., with the following present:

The following business was transacted:
I hereby certifythat pursuant to a notice dated June 13,2003,and duly published July 3,2003,in the
South Weld Sun,a public hearing was conducted to consider two Community Development Block
Grant(CDBG)applications for the Chambers Subdivision Water and Sewer System Improvement
Project in Brighton,Colorado,and the equipment for the Island Grove Regional Treatment Center
Project in Greeley, Colorado. Mr.Warden stated the CDBG process requires the Board to hold a
hearing to allow public comment on Weld County's performance in carrying out the projects. He
stated the Chambers Subdivision Water and Sewer System Improvement Project included 18
homes and one business which were connected to a well that failed last year. He stated the
facilities have been connected to the City of Brighton's public system, and the project will be
complete once the power for the lift station is connected. He added staff began the road
improvements this week,which is separate from this CDBG project. Mr.Warden stated$300,000
in CDBG funds were received for the Chambers Subdivision Project, in addition to$180,000 from
an Energy Impact Grant. He further stated the County received$110,000 to purchase equipment
for the Island Grove Regional Treatment Center.
No public testimony was offered concerning these matters. Commissioner Jerke commented the
Chambers Subdivision has had water and sewer problems for many years,and the residents of the
area will benefit greatly from the efforts of Commissioner Masden who initiated this process to
resolve the problem. Commissioner Masden commended the staff who were also involved in
completing this process and coordinating with the Colorado Department of Local Affairs and the City
of Brighton. Mr.Warden further stated he received no written comments regarding this matter,and
no action of the Board is necessary.
There being no further discussion, the hearing was completed at 9:40 a.m.

The County of Weld will conduct a public hearing at 9:00 a.m., on Wednesday, July 23,
2003, in the Chambers of the Board of County Commissioners of Weld County, Colorado, Weld
County Centennial Center, 915 10th Street, First Floor, Greeley, Colorado. The purpose of the
hearing is to allow citizens to review and comment on the performance of the County of Weld in
carrying out the Chambers Subdivision Water and Sewer System Improvement Project in Brighton,
Colorado, and the equipment for the Island Grove Regional Treatment Center Project in Greeley,
Colorado, which were financed with federal Community Development Block Grant funds provided
by the State of Colorado.
Written comments are also welcome and must be received by July 23, 2003, in the office
of the Clerk to the Board, 915 10th Street, P.O. Box 758, Greeley, Colorado 80632. Information
and records regarding the above described projects are available at the office of the Clerk to the
Board of County Commissioners, located in the Weld County Centennial Center, 915 10th Street,
Third Floor, Greeley, Colorado, Monday through Friday, 8:00 a.m. to 5:00 p.m. Advance notice is
requested.
