WELD COUNTY COUNCIL

The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter, Tuesday, September 16, 2003, 6:30 p.m. at Weld County
Centennial Center, 915 10th Street, Greeley, CO.
ROLL CALL: The meeting was called to order by President Mitchell Martin. Vice
President Douglas Rademacher, Councilman Dwaine Kurtz, Councilman Chip Marks,
and Councilman Sander were present, constituting a quorum of the members. Also
present: Sheriff John Cooke, and the Council secretary, Bev Thomas.
REVIEW PROGRAM: Sheriff John Cooke reviewed the status of the Sheriffs
Department in three areas: Sheriff Department's website (taking the department to the
people); Weld's traffic fatalities; and the Department's response time. He emphasized
that he has a great staff that is hard-working, dedicated, and does a wonderful job.
Sheriff Cooke explained the productivity of the website that includes Weld's sex
offenders, most wanted criminals, and a crime map. He said that the more information
on the website, the more helpful information is received from the public. He noted that
the website also provides the public access to needed information regarding civil
processes.
Weld County continues to lead the state in traffic facilities, and therefore Sheriff Cooke
is working with the Colorado State Patrol so that the Sheriffs Office will take over more
traffic responsibilities on Weld's roads freeing state troopers to have more time on the
state roads and 125.
Sheriff Cooke has made changes in procedures aiming to improve the Sheriff
Department's response time including training certified volunteer officers to do tasks
that would free sheriff officers to have more time on their "beats."
Weld County jail does much more with much less than other jails do, and the staff there
does a fantastic job, however the jail is understaffed, and keeping it fully staffed is an
ongoing problem.
APPROVAL OF MINUTES: The August 19, 2003 Council meeting minutes were
approved by consensus.
PUBLIC COMMENT: There was no public comment.

APPOINTMENTS AND ANNOUNCEMENTS: Vice President Douglas Rademacher
and Dwaine Kurtz will try to attend the September 22 Elected Officials meeting.
CORRESPONDENCE: Council members reviewed the correspondence.
PAYMENT OF THE BILLS: Councilman Dwaine Kurtz mad a motion to pay the bills.

Mileage for Councilman Douglas Rademacher $19.04
Mileage for Councilman Will Sander $ 5.44
The motion was seconded and carried.
ADJOURNMENT: The meeting was adjourned at 7:55 p.m.
