RE: APPROVE AMENDMENT TO COLORADO WORKS PROGRAM AGREEMENT FOR
SERVICES AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Amendment to the Colorado Works
Program Agreement for Services among the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the Department of Social Services,
and the Weld County Department of Human Services, and Aims Community College, commencing
July 1, 2002, and ending September 30, 2004, with further terms and conditions being as stated
in said amendment, and
WHEREAS,after review,the Board deems it advisable to approve said amendment, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, ex-officio Board of Social Services, that the Amendment to the Colorado Works
Program Agreement for Services among the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the Department of Social Services,
and the Weld County Department of Human Services, and Aims Community College, be, and
hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said amendment.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 19th day of May, A.D., 2003, nunc pro tunc July 1, 2002.

AMENDMENT
COLORADO WORKS PROGRAM AGREEMENT FOR SERVICES
AMONG THE WELD COUNTY DEPARTMENT
OF SOCIAL SERVICES,WELD COUNTY DIVISION OF HUMAN SERVICES,
AND AIMS COMMUNITY COLLEGE

This AMENDMENT to Colorado Works Program Agreement for Services,made and entered into
the th day of May 2003,by and between the County of Weld, a political subdivision of the State of
Colorado,by and through the Board of County Commissioners of the County of Weld,on behalf of the
Weld County Division of Human Services,hereinafter referred to as"Human Services",and sitting as the
Board of Social Services for the Weld County Department of Social Services,hereinafter referred to as
"Social Services"; and Aims Community College,hereinafter referred to as"Aims."
WITNESSETH
WHEREAS, Social Services, Human Services, and Aims entered into a Colorado Works Program
Agreement for Services on June 26, 2002, to expand educational access in South Weld County through a
collaborative environment with Aims and Human Services and to solve a technology barrier that prevents
such access expansion under a two-year phase-in plan; and
WHEREAS,the remedies to solve the technology bather will not be wholly completed until April
30,2003,by ACS who was contracted by Social Services;and
WHEREAS, Social Services, Human Services, and Aims desire to adjust its enrollment goals and
payment schedule to respond to the start-up problems associated with the technology barrier.
NOW, THEREFORE, in consideration of the premises, the parties hereto covenant and agree as
follows:
1. Item 1,Term,of Agreement will expire September 30,2004,for purposes of work
provided in Exhibit D and between Human Services and Aims. The original term
provided in the Agreement entered into on June 26,2002, will remain the same for all
other provisions of the Agreement.
2. Exhibit A,Scope of Services, Item 3,Role of Social Services,B, shall be amended by
adding a sentence as follows: For the period ending June 30, 2003, Social Services will
determine if enrollment goals are met by Aims by identifying those students who meet
eligibility of 185%of poverty, and who are applicants or recipients of TANF,Medicaid,
and Food Stamps,by reviewing Pell Grant and ESL information provided by Aims.
3. Exhibit A, Scope of Services, Item 4, Role of Aims F, shall be amended to delete the
date of December 31,2002,regarding the requirement of a client survey.

4. Exhibit D, Technology/Educational Software Sharing, shall be amended to include a
new cost schedule and term for Exhibit D. The amended Exhibit D is attached.
5. This Amendment, together with the original Colorado Works Program Agreement for
Services constitutes the entire understanding among the parties with respect to the subject
matter hereof, and may not be changed or modified except as stated in the Colorado
Works Program Agreement.

Software Sharing
The following costs would be paid to Human Services for maintenance of a microwave network to supply
software to Aims,cost-sharing for a portion of the microwave link and to train staff on the administration
of the software programs(January 1,2003 to September 30,2004):
System maintenance costs:
The system will be maintained 11 weeks per quarter for fall,winter, and spring and 9 weeks for
summer.
Year 1—January 1,2003 to September 30, 2003
31 weeks x 5 days= 155 days @1.5 hours per day @$40 per hour=$9,300
Year 2—October 1,2003 to September 30,2004
42 weeks x 5 days= 155 days @1.5 hours per day @$40 per hour=$12,600

RE: Amendment of Colorado Works Program greement for Services
Among the Weld County Department of Social Services, Weld County
Division of Human Services, and Aims Community College
Enclosed for Board approval is an Amendment Colorado Works Program Agreement for Services
among the Weld County Department of Social Services(Department), Weld County Division of
Human Services (Human Services), and Aims Community College. The Agreement was
discussed and reviewed at the Board's Work Session of April 28, 2003.
The original Agreement expanded educational access of Aims Community College to the Human
Services' educational lab via a Microwave Link. Because of delays in implementing such a
Microwave Link in South Weld County through ACS, the Department is amending the
Agreement. The major provisions of the Amendment are:
I. The term of the Agreement is extended to September 30, 2004, for purposes of Exhibit D,
which is between Human Services and Aims. Exhibit D outlines technology and
educational software sharing responsibilities between Human Services and Aims. The
original term of July 1,2002 through June 30, 2004, will remain the same for all other
provisions of the Agreement.
2. Exhibit A, Scope of Services, will be amended to:
A. To define those students served by Aims Community College-South Campus,
ending June 30, 2003, who are 185%of poverty under Pell Grant and ESL
information, will be identified as meeting eligibility of 185% of poverty and who
