RE: APPROVE EXPENDITURE AUTHORIZATION FOR WAGNER-PEYSER 10% FUNDS
FOR GOVERNOR'S SUMMER JOB HUNT PROGRAM AND AUTHORIZE CHAIR TO
SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Expenditure Authorization for
Wagner-Peyser 10% Funds for the Governor's Summer Job Hunt Program from the County of
Weld, State of Colorado, by and through the Board of County Commissioners of Weld County,
on behalf of the Department of Human Services, Employment Services of Weld County, to the
Colorado Department of Labor and Employment, with terms and conditions being as stated in
said Expenditure Authorization, and
WHEREAS, after review, the Board deems it advisable to approve said Expenditure
Authorization, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Expenditure Authorization Modification for Wagner-Peyser
10% Funds for the Governor's Summer Job Hunt Program from the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Department of Human Services, Employment Services of Weld County, to the Colorado
Department of Labor and Employment be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said Expenditure Authorization.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 24th day of February, A.D., 2003.

I. SCOPE OF WORK:
A. Purpose and Goal
Employment Services of Weld County will use the award of$19,063.78 to provide basic labor
exchange services to youth job seekers and encourage employers to hire youth for the summer.
B. Services to be Provided
Services to be provided will include the following:
• A Job Fair, in March 2003, in conjunction with the City of Greeley. Employment Services
will do registration, provide labor market information and workshops on topics on
resumes, labor market information and interviewing. The GSJH Program will utilize
$1,000.00 of the total award amount to advertise the program and the Greeley Job Fair
using local radio, television station (9news.com)flyers and local newspaper advertising.
• A number of schools will be visited prior to June. These school will include high schools,
Aims Community College and the University of Northern Colorado. During these visits,
labor market information, applications, referrals for jobs, and general information on how
to access the AJB etc. will be provided. These are usually done in class room settings.
Youth will be made aware of all the youth programs available at the workforce center.
Information will be made available at local malls and other places where youth hang out.
• Upon registration, all youth will be encouraged to meet with a Summer Job Hunt
Specialist to discuss job development, one to one job search and referrals to jobs.
• Active recruitment of employers and jobs will begin in March and continue through the

Emphasis will be placed on quality job orders and referrals.
• Follow-up with youth and employers will occur on an ongoing basis.
Employers Awareness will include:
✓ schedule workshops on Child Labor Laws, etc.
✓ direct marketing and visits to employers
✓ send employers information on resources available for hiring youth
✓ send information to employers in the quarterly newsletter
✓ educate employers and the public on Federal and State rules regarding young
workers
• Youth Awareness will include:
✓ distribution of marketing materials on services available on the internet
✓ refer youth to the resource lab to access services on the internet which includes
the following:
• job preparation
• career planning
• present yourself
• further your education
• gain work experience
• how to find jobs
C. Projected Number of Participants to be Served
Employment Services of W Sid County will work towards meeting the following goals set by the
state: 550 youth will enter employment within 90 days of receiving a reportable service.
D. Expected Outcomes

E. Coordination with other One-Stop Partners
The Youth Council will discuss strategies to ensure that all youth populations and youth serving
agencies are aware of the Summer Job Hunt Program. All Workforce Center partners will be
informed of the youth programs and encouraged to have their youth, as appropriate, access the
program. In addition, staff will attend meetings with the Greeley Youth Initiative and coordinate
with the City of Greeley Parks and Recreation Department, as well as other recreation programs
for outreach.
F. Other Financial Resources to Support Program
Employment Services operates a number of programs including the Workforce Investment Act
youth programs. All youth will be encouraged to review options to see which programs suits
their needs.
G. Subcontracting Arrangements
Not applicable. Weld County does not subcontract services.

COLORADO SUBJECT: Expenditure Authorization
Enclosed for Board approval is our annual Expenditure Authorization requesting funds from
the Wagner-Peyser 10% funds for the Governor's Summer Job Hunt Program. The
Expenditure Authorization requests $19,063.78 to provide basic labor services to youth job
seekers and to encourage employers to hire youth for the summer.
