Responses to Minor Subdivision Change of Zone
Questionnaire for W.B. Farms Estates
November 4, 2002
Overview
The development of a covenant controlled and homeowner association operated
residential subdivision consisting of nine (9) estate lots ranging from 2.5 acres to
3 acres and one (1) outlot that will be maintained by the homeowner's
association, upon approximately 30.44 acres of developable land located south of
Weld County Road 80 between Weld County Roads 27 and 29. We intend to
develop the project in a single phase retaining the existing character of the
surrounding area, incorporating large lots, open rail fencing, open space and
maximizing the views of the Front Range for each home site.
1. Consistency with Weld County Code
We believe that the proposed subdivision of the property is consistent with
Chapter 22 of the Weld County Code and the intent of the district as expressed in
Chapters 22 and 23 of the Weld County Code by carefully planning the proposed
subdivision and implementing development plans that will ensure that the
project is an asset to the district and County, as well.
2. Compatibility with Surrounding Uses
(Please refer to the Overview above)
3. Sewer Utilities
There are no sanitary sewer trunk lines available to the subdivision; therefore,
the subdivision will be served by individual septic systems designed for each
specific home site in compliance with the proposed estate zone district and the
Weld County Department of Public Health and Environment; please refer to the
attached Geotechnical Engineering Report dated March 19, 2002. We have not
included a septic permit or a letter from the sewage disposal facility due to the
Geotechnical report indicating that the property will accommodate septic
systems and we have not pursued the issuance of septic permits until the
proposed subdivision is approved.
4. Water Utilities
The property has domestic water available by virtue of an 18" North Weld
County Water District water line located within WCR 80, which, according to
NWCWD, will adequately meet the requirements of the project. The Ault-Pierce
Fire Department has reviewed the sketch plan and will require at least one (1)
fire hydrant near the entrance to the subdivision. (Please refer to the attached
letters from the Ault-Pierce Fire Department and North Weld County Water
District.) Any irrigation water that was previously on the land has been
removed prior to the current owner's acquisition of the property, therefore, the
owner's currently utilize leased irrigation water upon the site.
5. Soils Conditions
There are no significant geologic features such as steep slopes or bodies of water
to contend with in the development of the project, however, the proposed Outlot
in the northeasterly portion of the project may host a non-jurisdictional wetlands
area. The Outlot area will be incorporated into the design of the project as a
natural amenity area. The potential of utilizing the existing irrigation laterals to
incorporate a non-potable system to irrigate the common and open areas will be
fully explored. The property does not lie within any flood plain nor any
designated airport overlay, and does not pose any detected radiation hazard.
Further, the property does not have soils that would moderately or severely limit
construction, refer to the attached Geotechnical Report.
6. Adequacy of Road Facilities.
The County will, as a condition of development, require improvement of roads
or highways when dictated by traffic demand and land development patterns.
The applicant shall enter into an agreement with the County addressing the
paving of WCR 80 from the development access over to WCR 29.
7. Sand and/or Gravel Resources
There are no resources of commercial quantities upon the property, refer to the
attached Geotechnical Report.
8. Flood Hazard
The property does not lie within a Flood Hazard Overlay District.
9. Geological Hazard
The property does not lie within a Geological Hazard Overlay District.
10. Airport Overlay
The property does not lie within an Airport Overlay District.

the County water District is able and intends to serve the proposed 9 Lute in the Subdivision,

The Developer will have to extend a 6-inch diameter water line from WCR 80 to the subdivision to provide vratet
