RE: APPROVE TRANSFER REQUEST FORM REGARDING PREFERENCE FOR
CLOSE-OUT PROGRESSION AND TRANSFER OF TANF FUNDS TO CHILD CARE
AND TITLE XX (CHILD WELFARE) AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with the 2002-2003 Transfer Request Form
Regarding Preference for Close-Out Progression and Transfer of TANF funds to Child Care and
Title XX (Child Welfare) between the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the Department of Social
Services, and the Colorado Department of Human Services, with terms and conditions being as
stated in said Transfer Request Form, and
WHEREAS, after review, the Board deems it advisable to approve said Transfer Request
Form, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex-officio Board of Social Services, that the 2002-2003 Transfer
Request Form Regarding Preference for Close-Out Progression and Transfer of TANF funds to
Child Care and Title XX (Child Welfare) between the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Department of
Social Services, and the Colorado Department of Human Services be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said Transfer Request Form.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 30th day of June, A.D., 2003.

Please respond to the following questions to indicate your county's preference fbr the p ion of the
Close-Out process to cover any remaining deficits not covered by the Surplus Distributio process.
1) If my county's Expedited Permanency Planning allocation is over-spent, and cannot be covered
by Surplus Distribution: (Check One)
X Cover the deficit with a TANF Transfer to Title X (
Cover the deficit by reducing the Child Welfare allocation by an amount equal to the needed
increase in the EPP Allocation.
Do not cover the deficit, but rather re-classify the remaining over-expenditure amount to be a
county-only expenditure.
2) If my county's Core Services allocation is over-spent, and cannot be covered by Surplus
Distribution: (Check One)
Cover the deficit with a TANF Transfer to Title XX.
Cover the deficit by reducing the Child Welfare allocation by an amount equal to the needed
increase in the Core Services Allocation.

RE: Transfer Request Form for SFY2002-2003
Enclosed for Board approval is a Transfer Request Form for SFY2002-2003, which
outlines Weld County's preference for its close-out progression of TANF funds for the
period ending June 30, 2003. This form was reviewed at the June 16, 2003, Work
Session with the Board.
The progression preference will begin with child welfare and end with child care over-
expenditures.
