HomeMy WebLinkAbout20030190.tiff RESOLUTION RE: APPROVE GRANT APPLICATION FOR COMMUNITY BASED ABSTINENCE EDUCATION PROGRAM AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Grant Application for a Community Based Abstinence Education Program between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Department of Public Health and Environment, and the U.S. Department of Health and Human Services, Special Projects of Regional and National Significance, commencing July 1, 2003, and ending June 30, 2004, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Grant Application for a Community Based Abstinence Education Program between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Department of Public Health and Environment, and the U.S. Department of Health and Human Services, Special Projects of Regional and National Significance, be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said application. Abstinence Education Coordinator 1555 N.17th Ave. Greeley,CO 80631 970.304-6420 4 gig SPRAINS Program Purpose • Program Purpose: — Provide support to public and private entities for the development and implementation of abstinence education programs for adolescents,ages 12-18,in communities across the country. —There is no match requirement for Federal funds under the SPRANS Community-based Abstinence Education Project Grant program. 5 ® SPRANS Program Objectives • Four Program Objectives: — Support programmatic efforts that foster the development of abstinence-only education for adolescents,ages 12-18,in communities across the country. — Develop and implement abstinence-only programs that target the prevention of teenage pregnancy and premarital sexual activity. 6 li®I SPRANS Program Objectives (cont.) — Develop abstinence education approaches that are culturally sensitive and age-appropriate to meet the needs of a diverse audience of adolescents,ages 12-18. — Implement community-based educational programs that promote abstinence-until-marriage decisions to adolescents,ages 12-18. 7 rill SPRANS Program Requirements • Program Requirements: — Projects must clearly and consistently focus on the Section 510 definition of"Abstinence Education"and agree not to provide a participating adolescent any other education regarding sexual conduct in the same setting. — Grantees may not expend Federal funds for sectarian instruction,worship,prayer,or proselytization. 8 ® SPRANS Program Requirements (cont.) — In accordance with Title IX, boys and girls must be given"equal access"to educational opportunities. — Projects must involve an educational intervention. — Curricula developed or selected for implementation are expected to be responsive to all 8 elements of the Section 510 abstinence education definition. 9 Ili Section 510 Abstinence Education Definition - For purposes of this section, the term"abstinence education"means an educational 1 or motivational program which: — (A)has as its exclusive purpose,teaching the social,psychological,and health gains to be realized by abstaining from sexual activity; — (B)teaches abstinence from sexual activity outside marriage as the expected standard for all school age children; 10 Abstinence Education Definition (cont.) • (C)teaches that abstinence from sexual activity is the only certain way to avoid out- of-wedlock pregnancy,sexually transmitted disease, and other associated health problems; • (D)teaches that a mutually faithful monogamous relationship in context of marriage is the expected standard of human sexual activity; 11 ElF Abstinence Education Definition(cont.) • (E)teaches that sexual activity outside of the context of marriage is likely to have harmful psychological and physical effects; • (F)teaches that bearing children out-of-wedlock is likely to have harmful consequences for the child,the child's parents and society; 12 M Type of Grant • FY 2003 available grants: — Three-Year Implementation Grants — Start date: July I,2003 through June 30,2006 • Funding Range: $250,000-$800,000 • Up to 90 grants will be awarded pending the availability of funds • Application Deadlioc January 21,2003 13 I EN Six Performance Measures for the SPRANS Grant Program • WCPH is expected to collect and annually report program data addressing these 6 performances measures: — I. Proportion of program participants who successfully complete or remain enrolled in an abstinence-only education program. — 2. Proportion of participants who intend to avoid situations and risk behaviors,such as drug 2 • use and alcohol consumption,which make them more vulnerable to sexual advances and urges. 16 ® WCPH Abstinence Education Project Narrative • Problem: — In 2001,45.6%of our nation's high school students reported having had sexual intercourse.There are indications that early sexual intercourse by adolescents can have negative effects on physical,intellectual, social,and psychological development. — WCPH Abstinence Education Program will Target: • Weld County Youth,ages 12-18 • Youth of color • Low income youth • High-risk youth • Teachers,Medical Professionals and Parents 17 IN WCPH Abstinence Ed. Project Purpose • Further the message of abstinence until marriage among Weld County youth. • Support Weld County school district partners by providing teacher training, school assemblies,classroom teaching and technical assistance in WAIT Training,The Art of Loving Well,Character First and The Friends First Mentoring Program. 18 ® WCPH Abstinence Ed. Project Purpose(cont.) '• Present WAIT Training and The Art of Loving Well to Weld County students, grades 7-12 in classroom teaching and/or student assemblies. The 6 performance measures previously listed serve as the Bureau's monitoring and assessment protocol for the 3- year implementation grant. Wallace, MD, MPH, Executive Director A joe003t N) RE: SPRANS Grant Program Application Q").(`41 Enclosed for Board review and approval is the Weld County Dept. of Public Health&Environment's Abstinence Education Program collaborative proposal for the SPRANS (Special Projects of Regional and National Significance) Community-Based Abstinence Education Grant application. Collaborating with the Abstinence and Relationship Training Center, in Englewood, CO will provide continual program funding for the Weld County Abstinence Education Program over the next three years, assuming the grant is received The program goal is to increase the number of adolescents who are making positive choices to remain sexually abstinent in preparation for marriage and for sexually active teens to commit to renewed virginity. The SPRANS Grant will provide funding for teacher training in four different State-approved abstinence prevention curricula. A part-time sexual cessation counselor will be hired and nurses at the WCPH Dept., community clinics and schools will be trained in the medical model of sexual cessation for sexually active teens. Direct services will be provided to students, ages 12-18 in Weld County. Abstinence and relationship education workshops will be provided for parents, faith-based organizations and businesses as well. The current program funding of$75,400 from TANF ends June 30, 2003. I recommend your approval of this collaborative proposal so the Weld County Public Health &Environment's Abstinence Education Program can be included in the SPRANS Grant Program application due January 21, 2003. 2003-0190 Hello
