HomeMy WebLinkAbout20031627.tiff RESOLUTION RE: APPROVE REVISIONS TO OPERATIONS MANUAL, SECTION 6.000, COLORADO WORKS IN WELD COUNTY AND CHILD CARE POLICIES AND PROCEDURES WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS,the Board has been presented with Revisions to Section 6.000,Colorado Works in Weld County and Child Care Policies and Procedures for the Weld County Department of Social Services Operations Manual, and WHEREAS,after review,the Board deems it advisable to approve said revisions,a copy of which is attached hereto and incorporated herein by reference. NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County,Colorado,ex-officio Board of Social Services,that the Revisions to Section 6.000,Colorado Works in Weld County and Child Care Policies and Procedures for the Weld County Department of Social Services Operations Manual be, and hereby are, approved. Complete all necessary client, employer, or work site agreements and related paperwork for Colorado Works in Weld County work activities. D. Determine the time and dates for scheduling employability assessment so the Department may refer Colorado Works in Weld County applicants and recipients to Employment Services. E. Assess and recommend additional supportive services for Colorado Works in Weld County participants to continue in Colorado Works in Weld County activities or employment. Notify Department case managers of supportive service referrals. F. Approve work activities based on the aptitude, skills, and background of the client, and labor market demand. Amend the Individual Responsibility Contract with the client. G. Determine if the Colorado Works in Weld County participant is satisfactorily progressing in work activities through progress described in the Basic Work Skills Development Report, adherence to time and attendance policies, and other policies and procedures of the Colorado Works in Weld County Program. H. Provide an itemized statement of expenditure and request for payment of any services provided to a Colorado Works in Weld County participant. This itemized statement would include,but not limited to, any expense incurred for the Employment Services learning laboratory, Mini-Bus transportation, and testing. This itemized statement must be submitted by the 15`1 of the following month that the service was provided to the Department. The client information on the itemized statement must include cost, COIN State ID, and COIN household number. I. Provide proper invoices and verification of serviced performed by Employment Services for costs incurred in the performance of Employment Services as described in Section 6.012.6. 6.0123 Participant Flow Chart The participant flow chart is described in Exhibit F. 6.012.6 Reimbursement Authority through Transfer to Employment Services Revised 7/1/98 Revised 9/99 The Department will remit to Employment Services an amount not to exceed $319,188 for Revised 10/00 services provided from July 1, 2003 through June 30, 2004. Employment Services will Revised 9/01 bill the Department for services provided as described in Section 6.012.4 of the Revised 5/02 Department's Operation Manual and will not seek additional reimbursement for these Revised 6/03 same services directly from the Colorado Department of Human Services. Total $319,188.00 6.012.7 Computer Equipment and Software Added 5/29/02 Computer and related equipment and software purchased from Colorado Works funding through the Department will remain the property of the Department. The Weld County Division of Human Services will follow all County and Department policies regarding the use,maintenance, and inventory of such equipment and software. Colorado Works in Weld County and Child Care Policies and Procedures 6.022 Out of Wedlock Births Plan Effective 9/10/97 6.022.1 State of Colorado's Out-of-Wedlock Births Plan Revised 6/10/02 The responsibility of developing an Out-of-Wedlock Births plan for the State of Colorado rests with the Colorado Department of Human Services. The Colorado Department of Human Services has a statewide goal of reducing out-of-wedlock births by 1%. This goal has been established for the state fiscal year 1997— 1998. 6.022.2 Weld County's Abstinence Program under the Weld County Department of Public Effective 7/1/02 Health &Environment 6.022.21 General Description Weld County is committed in reducing the number of out-of-wedlock pregnancies through the Abstinence Program administered by the Weld County Department of Public Health& Environment. 6.022.22 General Organization The organization of Out-of-Wedlock Births Plan under the Colorado Works in Weld County involves two major county departments and an advisory committee as follows: A. The Weld County Department of Social Services (Department) B. The Weld County Depai ttnent of Public Health and Environment(Public Health) C. The Weld County Board of Health(Board of Health) 6.022.23 General Goals A. The reduction of the number of out-of-wedlock pregnancies in Weld County is a critical goal. B. Weld County's primary approach is to promote sexual abstinence until marriage. C. Reducing high-risk behaviors among teens would reduce the number of out-of- wedlock pregnancies. These high-risk behaviors include alcohol and drug use. D. Public Health has the expertise and experience to provide an abstinence program in Weld County. 6.022.24 Eligibility Criteria A. Based on information from the COIN system as of June 1, 2002, the Department currently has 1,258 children between the ages of twelve through eighteen who actively receive some type of public assistance in Weld County. It is estimated Colorado Works in Weld County and Child Care Policies and Procedures that the Abstinence Program will serve 3,000 children between the ages of twelve through eighteen. This constitutes 42% of the potential youngsters to be served through the Abstinence Program and may be Colorado Works eligible youth. B. On a quarterly basis, the Department will update the number of Colorado Works eligible youth served by using monthly reports submitted to the Department by Public Health. These monthly reports will identify those youth who participated in the Abstinence Program and who were eligible for or participants of the Free and Reduced School Lunch Program. 6.022.25 Functions of the Department A. The Department will assist, at the request of the Public Health and the Public Health Board, in the development of outcomes for the program. B. The Department will be responsible for identifying and referring eligible Colorado Works families who need abstinence assistance to Public Health. 6.022.26 Functions of Public Health A. Public Health will provide training services to Weld County's middle and high schools, community agencies,medical facilities, churches and parents including: 1. Training for: a) Teachers to use in classroom settings; and b) Community professionals to become speakers including doctors, nurses, youth pastors, crisis pregnancy center personnel to be used in school assemblies, churches, medical facilities and community settings; and c) Parents. 2. Teaching formats of classroom and school assemblies, clinical intervention workshops,parent education workshops, community meetings, health fairs, and Sunday School classes. B. Public Health will provide curriculum and materials to middle and high schools, community agencies,medical facilities, churches, and parents. The curriculum and materials will: 1. Promote sexual abstinence until marriage and from high-risk behaviors; and 2. Encourage and develop character development and strong personal ideals, communication, conflict resolution skills and sexual cessation skills. Colorado Works in Weld County and Child Care Policies and Procedures C. Public Health will submit to the Depat anent monthly reports of activities and the identification of youth participants of the Abstinence Program who were eligible for and participants of the Free and Reduced School Lunch Program. D. Public Health will provide data and analysis of the impact of the classroom training on teens through a sub-contractor-Prime Solutions. Prime Solutions will obtain assessments of Weld County's Abstinence Program. These assessments include methods to obtain feedback from participants of the program such as student pre-and post-surveys, one-on-one telephone interviews with teachers, parent mini-evaluations, teacher and medical personnel interview, and direct input form community and church members. E. Public Health will maintain records, associated with this project, for four years for audit purposes and in accordance with instructions of the Department. 6.022.27 Functions of the Board of Health Revised 6/03 A. The Board of Health will guide, oversee, and evaluate the implementation of the Weld County's Abstinence Program under Public Health. B. At a minimum, the Board of Health will measure and report outcomes regarding: 1. The level or number by which the number of out-of-wedlock pregnancies in Weld County were reduced: and 2. The level or number by which sexual abstinence was promoted, as described in Exhibit 0; and 3. The level or number by which high-risk behaviors among teens were reduced. C. Board of Health and Public Health will document the outcomes of Section 6.022.27, B., to the Department by June 30, 2003, and June 30, 2004. 6.022.28 Computer Equipment and Software Computer and related equipment and software purchased from Colorado Works funding through the Department will remain the property of the Department. Public Health will follow all County and Department policies regarding the use,maintenance, and inventory of such equipment and software. "1 ? Griego, Director, Social Services Act,., , RE: Revisions to Section 6.000, Colorado Works in Weld County and Child Care Policies and Procedures, Weld County Department of Social Services Operations Manual Enclosed for Board approval are revisions to Section 6.000, Colorado Works in Weld County and Child Care Policies and Procedures, Weld County Department of Social Services Operations Manual. These revisions were reviewed and discussed at the Board's Work Session held on June 16, 2003. The revisions are to: 1. Section 6.012.6, Reimbursement Authority through Transfer to Employment Services. The revision provides for Colorado Works funding to Employment Services of the Weld County Division of Human Services. The funding level for the period of July 1, 2003, through June 30, 2004, remains at the same funding level of$319,188, which was provided in SFY2002-2003. The funding will continue the Department's working relationship and system with Employment Services to provide employment and training programs and services for Colorado Works clients. 2. Section 6.022.2, Weld County's Abstinence Program under the Weld County Department of Public Health and Environment. The revision eliminates the provision of Colorado Works funding beginning July 1, 2003, and maintains the ability of the project to use Colorado Works computer and related equipment and software for the period of July 1, 2003 through June 30, 2004. Funding for the project is expected to be available through County General fund money until Federal Grant funding is secured.
