Location: The site is located in the southeast ''A and the south %Y of Section 36 Township 3 North, Range 68 West, of the 6th PM, County of Weld, State of Colorado. The site is located at the northwest corner of the intersection of Weld County Roads 13 and 26. The site is bisected in the east/west direction by the St Vrain Creek. The Creek is conveyed under County Road 13 near the center of the property on the east property line. B. Description of Property: The overall site is approximately 240.4 acres. The land north of the river is approximately 80.1 acres with the remaining 160.3 being south of the river. The site was mined for gravel with operations still under way but wrapping up on the north end. The south side has been mined and reclaimed. There is an existing house on the south side of the river that may remain during the subdivision process. Slope on the site vary from less than 1% to greater than 30%. Generally, slopes in the area of the proposed development are in the 1%to 15%range. On the north side of the river, the land slopes from the north to the southeast and into the mined gravel area or a wetlands area. The highest point on the site is the northwest property corner and the land quickly slopes to the south and east. As part of the reclamation process, a roadway and drainage ditch have been cut in that parallels the north property line and slopes to the east and into the wetlands area. The wetlands area is located in the furthest northeast corner of the site., There is a box culvert under CR13 that conveys excess runoff from wetlands area to the east. This area also collects runoff from the adjacent land to the north. The mined area will become a recreational lake and is adjacent to the St Vrain Creek. The surface area of the lake will ultimately be approximately 50.2 acres during normal water levels. County Road 13 is a two lane paved roadway and is adjacent to the east property line. Access to the site is from CR 13. The only other access to the site is from the adjacent parcel to the northwest. This access is currently for farm use only, however will be combined as emergency access with this development. On the south side of the river,the land slopes from the center of the parcel to the northeast and the southeast with historic slopes ranging from less than 1%to approximately 5%. The mined gravel area has been converted to a 57 acre lake that is adjacent to the St Vrain Creek. An existing house and oil well/collection facility are located in the center of the parcel and are accessed by a driveway from CR 26. This site is bounded by CR 13 on the east and CR 26 on the south. CR13 is a paved two lane roadway and CR 26 is a gravel two lane roadway. There are no formal drainage facilities in CR 26. CR 13 has a roadside ditch and there are culverts under the roadway at the intersection of CR 13 and 26. The drainage from this intersection is conveyed to the east. According to the SCS soils map, the native soils in this area are primarily Altvan, Aquolla/Aquents and Tassel with low to moderate swell capacity and favorable drainage AZ Engineering Cc u1tants:- Preliminary Drainage Report Pelican Shores PUD, Weld County,Colorado May 3,2002 Page 3 conveyance. The soils have a hydraulic group B (Altvan and Aquolla/Aquents) and A (Tassel). There is an existing irrigation lateral that parallels the south property line and conveys water to the east and is also used for this site. That lateral will remain in place and will be used in part to provide a source of water for the southern lake. The water is taken from the Weld County Ditch overflow that runs from south to north along the west property line of the south parcel. The overflow crosses under CR 26 at the southwest property corner and is conveyed in an open channel to the St Vrain Creek. The western portion of the site is adjacent to St Vrain 100-year flood zone per Flood Insurance Rate Map (FIRM) panel xx of xx, community panel number xxxx xxx x, Weld County, Colorado,revised xxxx xx,xxxx. The proposed land use is residential development on lots sized from %z acre to 2 acres. Other development includes the roadways and infrastructure to support the development. II. DRAINAGE BASINS AND SUB-BASINS Major Basin Description: This site is located within the St Vrain Creek Drainage Basin. There are no formal drainage studies for this site or the area. The flood plain maps are concurrently being reviewed and detailed with this subdivision. A. Sub-basin Description: There are two primary basins for this site that are divided by the St Vrain Creek. The sub-basins within those two basins are described as follows: The southern side of the northern lots drains directly into the north recreation lake. This basin includes the building envelopes of the new homes. Runoff from the northern side of the lots and the new roadway on the north side combines with a minor offsite basin and is conveyed to the existing wetlands area in the northeast corner of the site. This wetlands area has an overflow through an existing box culvert near the northeast corner of the site. On the south side, runoff from all lots on the peninsula and at the site entry is conveyed to the southern recreational lake as overland flow or combined with the lake intake channel. The eastern lots in this basin have split runoff. The rear of the lots drains directly into the lake while the front of the lots runoff combines with street runoff and enters the lake at the end of the new cul-de-sac. Minor tributary offsite runoff is included in the northern basin analysis for determination of roadside drainage swales. III. Regulations: The design of the drainage for this site is in accordance with the Weld County Storm Drainage Criteria and the Urban Drainage and Flood Control District, Drainage Criteria Manual (DCM), Volumes I thru III. B. Development Constraints: The development constraints for this site are limited and do not impact the mitigation of runoff from the site. There are several easements on the site for gas distribution systems and easements will be dedicated for electrical distribution and for sanitary sewer. The St Vrain flood plain does limit the location of the developable portion of the site. This issue has been dealt with separately and has been reflected on the layout of the site. C. Hydrologic Criteria: The design storm runoff frequencies are the 5 and 100-year events. Runoff has been calculated using the rational method. D. Hydraulic Design: The drainage conveyance and detention facilities are sized and calculated using recognized equations and programs for hydraulic analysis. IV.DRAINAGE FACILITY DESIGN A. General Concepts: Drainage facilities are designed to convey the major storm in swales or storm drains to the designated receiving areas with minimum impact to the site. B. Specific Details: Soil conditions were taken from the Soil Survey for the Southern Weld County Area, provided by the US Soil Conservation Service. These values were used for determining erosion characteristics of the soils. Historic drainage basins were established based on the referenced drainage studies, USGS topographic maps and a detailed field investigation of existing drainage patterns and facilities. The final basin boundaries were determined by this criterion and the referenced drainage studies by others. Site runoff coefficients and percent imperviousness values were taken from the DCM for residential development and weighted for the proposed streets and offsite tributary runoff areas. The time of concentration for was calculated for use in determining peak runoff for each sub-basin. Peak runoff for the 5-year and the 100-year storms was calculated by the rational method and used to determine the facility sizing including storm drains, drainage inlets, erosion protection, and other necessary items. BMP'S: In accordance with the DCM, structural and non-structural BMP's are implemented into the proposed drainage plan. Drainage patterns maintain their historic paths and mitigation features such as cutoff swales and erosion protection have been implemented into the runoff scheme. B. Construction Schedule: The construction of this site is anticipated to begin in late summer of 2002. Temporary erosion control measures should be placed if the site is disturbed and the construction activities on the site are suspended for a period greater than two weeks. C. Permanent Stabilization: Permanent stabilization includes the establishment of ground cover and erosion control devices. The landscape areas should be established as soon as possible after acceptance of the site grading and detention pond certification. All slopes shall be no steeper than 4:1 and be maintained regularly. VI. CONCLUSIONS A. Drainage Concepts: The site drainage has been designed to minimize the impacts on the site and adjacent improvements. Disturbance of the existing surface is kept to a minimum to reduce the erosion potential from the site. B. Specific Details: • Historic drainage patterns have been respected. • The discharge of storm drainage from the site is conveyed to the existing lakes in so far as practical.
