HomeMy WebLinkAbout831115.tiff n MINUTES WELD COUNTY COUNCIL November 3, 1983 Tape 83/128-129 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado, November 3, 1983, at 1 :45 p.m. ROLL CALL The following members were present in person: President Don Elliott, Vice President DeAnn Emerson, Patricia Anderson, Bill Rupp, and Ralph Waldo. Also present were three members of the press, two university students and the council secretary. MINUTES APPROVED Patricia Anderson made a motion to approve the minutes of October 6, 1983, as written. Bill Rupp seconded the motion. All council members voted yea except DeAnn Emerson because she was not present October 6, 1983. ADDITIONS AND/OR DELETIONS Don Elliott reported his submission of Charter amendments to the Board of Commissioners. Ralph Waldo asked for consideration of council interviews of exiting employees. DeAnn Emerson requested the council consider suggestions as to how they might get a better understanding of the Purchasing Department. APPOINTMENTS The President reminded the council of their upcoming appointments. CORRESPONDENCE The President made the correspondence file available for the individual review of council members. UNFINISHED BUSINESS Don Elliott reported that he and Bill Rupp presented the council 's complete list of Charter amendment ideas to the commissioners at the Elected Officials meeting on October 10, 1983. The commissioners indicated they would discuss the list after the first of the year and at that time request a worksession with the council. In view of the time element, the council felt that they would instead need some response from the commissioners by early January. Ralph Waldo made a motion that the council advise the commissioners of the council 's chosen amend- ment suggestions, request them to take the necessary actions to place them on the ballot for next November, and notify us of their position with regard to these by no later than February 1 , 1983. DeAnn Emerson seconded the motion but amended the deadline to read January 5, 1983. Pat Anderson seconded the amendment and it passed unanimously. A vote was taken on the motion and it too passed unanimously. The question was raised as to whether the council could choose to spend money from their budget on placing these items on the ballot. It was decided that it was premature to pursue this query at this point. Attorney Ron Lambden was to present a final draft of a Charter amendment to the council at this meeting; however, he has requested more time. He has promised the requested information by the December meeting. 831115 47'1774454/3 ,f0•• MINUTES, WELD COUNTY COUNCIL PAGE TWO NOVEMBER 3, 1983 NEW BUSINESS Bill Rupp moved that the October council bills be paid. This motion was seconded by Ralph Waldo and carried unanimously. Ralph Waldo stated that in the five years he has served as a councilman, the council has done very little auditing even though, according to the Charter, that is one of the council 's chief responsibilities. He feels the reason for this is the great expense involved in hiring a professional auditor. He suggested that the council consider devising a system whereby they would interview exiting county employees to get their opinion of the efficiency of their department. The council members agreed that this might be a good idea, although they would not want to give the appearance of either conducting a witch-hunt or calling into question the competence of the Personnel Department. The council decided to give this idea some thought between now and their next meeting. DeAnn Emerson requested that the council also consider how they could come to a better understanding of the Purchasing Department since, as with personnel , this is one area of county government where large expenditures are made. The council agreed to also give thought to this subject. ADJOURNMENT There being no further business, the meeting was adjourned. The time of adjournment was 2:30 p.m. , on November 3, 1983.
