I have owned and operated a Paintball park on property less than'A mile from this proposed new site for over 4 years. As the sport changes and grows so must our ability to attract and retain customers. We are proposing the construction of two indoor Paintball arenas that will house all of our Hyperball bunkers as well as our inflatable bunkers within two structures that each measure 180 feet long by 120 feet wide by 16 feet tall. There will also be a smaller 800 square foot storage area attached to one of the buildings.This will be located on the south side of the property 20-30 feet off the highway. We are proposing this solution to remedy the issues that the neighbors had concerning people actually viewing Paintball in progress. This will also remove any need for a"buffer zone"around the property,which was also a concern of the neighbors. We obviously have taken all the information and concerns that were voiced at the last hearing to heart and we feel that this proposal addresses all of those concerns. 2.) Since we have no intention of drilling for oil,maintaining large lots,or using the water in the area for agricultural use, I believe we are consistent with the intent of Weld County Comprehensive Plan. Policy 4.1.3 States: Availability of existing infrastructure and utilities. Since we use the dirt road and make no other use of utilities again I believe we are in compliance. 3.) Weld County Zoning Ordinance 31.4.3 covers recreational facilities and uses. I believe that we are in compliance. We are similar to a shooting range except that we shoot non-lethal projectiles from air guns with the intention of"marking"another active participant. Players sign up specifically for that purpose and give full consent to other players for that purpose. Though Paintball is not specifically listen in the zoning ordinance, I believe that our operation would fit well within this ordinance. 4.) The surrounding land is agricultural with 18th street east,and Highway 34 to our south. The proposed play areas are located on the farthest part of the parcel from Highway 34. Maximum range of any Paintball gun is 150 feet. They really only break within 75-100 feet. Again,this will be a fully enclosed play area with absolutely no chance of a Paintball leaving the play area and endangering motorist. Since all participants are on site and signed in by 10 am,there is no increase in traffic volume on this road as all participants have already parked and are enjoying an afternoon of paintball. We have also submitted a traffic study report addressing any concerns about traffic. 5.) A.)On an average Saturday and Sunday we will have between 30-80 players a day operating from this site. Weekdays will see the same number of players on scheduled days only. However,on tournament days of other special events(of which we have 7-8 per year)we can have up to 150 players. We have yet to exceed 100 players in 4 years of operation,and the number of 150 takes into account the growth rate that we have seen in the last 4 years. This number of 150 gives us room to grow. 6.) B.)We currently have 2 full-time employees plus myself. We do hire 8 additional refs for an 8-hour period for special events. C.)Hours of operation on Saturday and Sunday are 8 am to 9 p.m. During the weekdays it will be by appointment only and the hours of operation will be the same. Weekday appointments will be rare,as most of our clients prefer weekends. Since this is an indoor operation and noise is no longer an issue for the neighbors,I have increased our hours of operation later into the evening to match what we typically see as normal hours at the Denver Paintball parks. Again,this will have no impact on our neighbors as it is not visible nor is the sound audible during operations. D.)The play fields consist of l type of structure. Type A.consists of inflated at the beginning inflatable of bunkers that are made specifically for the sport They the day and deflated at the end of the day. E.)The area is zoned for agricultural use. The land has an oil well and associated storage facilities on site. I have seen cattle on site over the years as well. I will not however be bringing any animals on site. F.) Cars and personal trucks will access the site on game days. Once a week sanitary vehicles will access the site to service the porta-pottys• G.)Greeley Fire Department would provide fire protection on site. However,I doubt our water-based projectiles would pose such a fire hazard. Greeley Fire District Western Hills provides fire protection for the area. There office and the office of fire protection were contacted to verify this information. They stated that the zoning/planning office sends them information for review during the USR process. H.)Domestic water sources will initially come from 4 five-gallon containers of bottled H2O as well as cups for individual use. This is an adequate supply for the typical group sizes we can handle extra containers are always on hand.Once the building is finished we will be putting in bathrooms as well as a water fountain. Irrigation water to the best of my knowledge comes from the South Platte River. I.)Initially ports-pottys will be used on site initially. However, We will be ping in bathrooms and drinking fountains at the same time as the building so I do not see us using the ports-pottys for longer than 6 months. J.)No storage or warehousing of any kind will be located on site. 6.)The site is flat and void of trees.Gravel will be used in the parking area. The area now is covered in natural grass to the best of my knowledge with several large areas that are void of any vegetation. The area where the building will be placed is devoid of vegetation. 7.)Reclamation of this site will involve very little since we will have minimal impact on the land. Removal of the buildings and the bunkers would take minimal time and effort, as the natural ground would remain under the building. Cement or other non-natural surface would not be used, as we want to keep the natural dirt.This is safer for our clients. Since the land is already flat,the flattening that we do would also have a minimal impact. 8.)The South Platte River naturally handles storm water drainage,which is located to the north of this parcel of,land approximately `/4 mile away. The north portion of this parcel is in the 100-year flood zone with a small sliver that goes through the east portion being in the 5-year flood zone. Our parking and play areas as you will see arein would area that is not a flood zone or is located in the 100-year flood zone. If flooding simply no open the park for a few weeks. The water does not hurt the bunkers and if there is no traffic on site,then there is correspondingly no impact on the road as well. 9.)I am told that construction time for such a facility would only take 4-6 weeks from start to finish depending on the time of year and weather conditions. The installation of the bunkers within the facility and the netting would take another 2-4 weeks. 10.)Phase I will see us using 55-gallon trash containers that will have the trash removed at the end of each operational day. Phase II will see us building a house on site and trash will be picked up weekly. Sanitary waste is handled by BFI of Greeley on frequent basis. 3-5-03 Action Pursuit Paintball L.L.C has pursued all avenues to resolve the issue of the grave that is located on the southeast corner of our property. We have contacted the Greeley Genealogy society through the Weld County Library and we were able to obtain some information. We also contacted the Colorado Historical Society as well. They provided some information on the process of relocation of remains. We also contacted the Weld County Coroners office and left several messages that were not returned. All of the information was turned over to Chris Gathman Weld County Zoning and Planning. We will be modifying our map to clearly show that the land where the graves lye are outside the boundary where we will be pursing our current project. We would like to request that we proceed to the County Commissioners hearing to move this project along. Thank you. HOUGIITALING 1119 12th Street Greeley,Colorado 80634 October 14.2002 Chris Gathman Weld County Planning Department 1555 N. 17th Avenue Greeley, CO 80632 Dear Chris; I understand that there was concern expressed by the ntrghbors and Planning Commissioners regarding the traffic impacts of the Action Pursuit Paint Ball facility. 1 further understand that there is an existing facility that is changing locations with no increase in facility size. The most significant changes in operations will be adding weekday hours and additional festivals. As this type of facility is not included in the 1TE,Trip Generation,an estimate of the future traffic was made using the June 2002 through September 2002 sign-in sheets from the existing facility. As a worst case,each participate was assumed to travel separately. The highest arriving/departing peak hour volume was 34 vehicles. The average was 19 vehicles. This amount of traffic would be equivalent to the Saturday traffic of 40 single-family homes. The festivals will average 90 participates(with a maximum of 150 participates). Even assuming everyone brings their own car the infrequency of the festivals only increases the average peak honr to 22 vehicles. This volume will require a left turn deceleration lane and it right turn acceleration lane on US 34. A review of the site has shown that there is a continuous left turn lane along this section of US 34. Unfortunately, there is insufficient distance between US 34 Business and the facility entrance for the required left rum deceleration(822 feet)and right turn acceleration lanes(1182 feet). Frequently in these cases the Colorado Department of Transportation has granted a waiver on the full deceleration/acceleration lengths. There is sufficient storage length available for the festival traffic(200 feet). It is recommended that a Manual traffic control officer be provided during festivals and the entrance be widened to 30 feet to accommodate the two-way traffic. Sincerely, ot1`UnLhs; rre Diane M.
