RE: APPROVE REVISIONS TO OPERATIONS MANUAL, SECTION 2.000, SOCIAL
SERVICES DIVISION POLICIES AND PROCEDURES
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Department of Social Services has presented revisions to the
Operations Manual, Section 2.000, Social Services Division Policies and Procedures, to the
Board of County Commissioners of Weld County, for consideration and approval, and
WHEREAS, after review, the Board deems it advisable to approve said revisions, copies
of which are attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex-officio Board of Social Services, that the revisions to the Operations
Manual, Section 2.000, Social Services Division Policies and Procedures be, and hereby are,
approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 20th day of January, A.D., 2003.

Operations Manual
Enclosed for Board approval is a revision to Section 2.000, Social Services Division
Policies and Procedures, Weld County Department of Social Services Operations
Manual. This revision was reviewed at the Board's Budget Work Session on January 14,
2003.
The revision is to clarify procedures regarding substance abuse testing, evaluation and
treatment, and to identify payment policies of such services. Add Section 2.802.5 —
Section 2.802.54, Substance Abuse Procedures.

A referral to substance abuse services must meet the Core Service
definition identified in Section 2.802.1, H, and eligibility criteria identified
in Section 2.802.2 of the Department's Operations Manual.
2.80232 Immediate Testing to Monitor Sobriety
Added 1/03
A. In certain cases, a caseworker may not have sufficient information
to refer a parent for a substance abuse evaluation or is ordered by
the Court to have the parent immediately tested. In such cases, the
caseworker may refer the parent for immediate testing to monitor
sobriety with Island Grove Regional Treatment Center(Island
Grove).
B. Immediate testing to monitor sobriety is limited to seven days in
order to determine whether a client is using alcohol or drugs and/or
to what extent.
C. Based on the results of immediate testing, a caseworker may begin
to develop a Substance Abuse Treatment Plan according to the
procedures outlined in Section 2.802.53 of the Department's
Operations Manual.
D. Immediate testing to monitor sobriety will be reimbursed through
child welfare administrative funding.
2.802.53 Substance Abuse Treatment Plan Procedures

A. The caseworker will refer the parent to a substance abuse
evaluation with Island Grove by using the appropriate Core
Services Program referral form.
B. Island Grove's evaluation will identify treatment recommendations
for the parent and will recommend if the parent should be
monitored for his or her sobriety.
C. Continued testing, up to 60 days, to monitor for sobriety should
only occur when the caseworker and Island Grove evaluator have a

strong suspicion that there is a substance abuse problem for the
parent that will either cause the child(ren) to be placed out of the
home or extend their time in out of home placement if the
substance abuse issue is not addressed.
D. The caseworker must include the appropriate court letter and
Family Services Plan for a referral to a Substance Abuse evaluation
with Island Grove.
E. The Island Grove evaluator must:
1. Complete the type of testing to monitor sobriety as chosen
by the Department the day of the evaluation with the parent,
and
2. Make, at least, two collateral contacts.
F. Based on the results of the evaluation, the caseworker will
complete the Substance Abuse Treatment Plan with the parent.
2.802.54 Payment of Substance Abuse Testing,Assessment, and Treatment

The Department, through appropriate Court motions, will pursue, by
priority, payment of treatment services through the parent's private
insurance policy, through other community resources, and through Core
Services Program funding.
A. The Department may pay for drug and abuse testing if a parent is
required to be clean and sober as a condition of visits for the time
period between the emergency hearing and the first plea hearing,
which is usually held within 30 days. After that plea hearing, the
Department will seek to have the parent pay if the parent has tested
positive and/or if no drug and alcohol evaluation has been
scheduled as ordered at the emergency hearing.
B. Through appropriate Court motions and as part of the treatment
plan, the Department may seek orders that the parent be
responsible for payment of an evaluation if the parent:
1. Does not complete an evaluation with Island Grove within
30 days of the court order for such evaluation.

2. Has tested positive during the 60 days of testing
recommended by a drug and abuse evaluation to monitor
sobriety.
3. Has tested positive while in treatment if the parent is non-
compliant and does not consistently attend their treatment
program.
4. Has been previously ordered through another court action
to comply with monitored sobriety.
C. Core Services Program funding should only be used for each level
of care needed on a one-time basis, unless specifically approved by
the Social Services Manager, or designee.
