The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter at the South West Weld County Administration Building, 4209 WCR
24 '/2, Longmont, CO, Tuesday, April 15, 2003, 6:30 p.m.
ROLL CALL: The meeting was called to order by President Mitchell Martin. Vice
President Douglas Rademacher, Councilman Dwaine Kurtz, Councilman Chip Marks,
and Councilman William Sander, were present constituting a quorum of the members.
Also present: Ms. Dones, Mr. Chris Woodruff, Norma Taylor, Kim Proffitt, and the
Council secretary, Bev Thomas.
REVIEW PROGRAM: A review of Weld County's Assessor's Office was presented by
Chief Deputy Assessor Chris Woodruff. He provided information about the Assessor's
Office including: information brochures provided to the public; the growth in property
values and revenues over the past twelve years; the methods of valuation and the
assessment rates; the Colorado State Legislature's involvement in property tax issues;
the technology used by the Assessor's Office (automated sketching, digital
photography, GIS, and Internet access.)
Assessor Analyst Brenda Dones gave summaries of new growth data in the areas of
construction, parcels created, and building permits. Lastly, Mr. Woodruff outlined the
following property valuation issues for 2003: Senior Property Tax Exemption, Gallagher
Amendment/residential rate study, reappraisal of all property, protest of valuations, and
the legislative council audit.
AGENDA ADDITIONS/APPROVAL: The agenda was approved as printed.
APPROVAL OF DOCUMENTATION:
March 25, 2003 Meeting Minutes
Councilman William Sander made a motion to approve the March 25, 2003 minutes.
The motion was seconded and carried.
2003 First Quarter Report to the People
Vice President Douglas Rademacher made a motion to approve the 2003 First Quarter
Report to the People. The motion was seconded and carried.
PUBLIC COMMENT: Norma Taylor and Kim Proffitt presented to the Council their
concerns regarding the format of the Board of County Commissioners' public hearings,
Planning Department procedures, and the salaries received by Weld County elected
officials.

President Mitchell Martin asked Councilman Chip Marks to visit with Commissioner
Masden regarding Ms. Taylor's planning concerns involving a site located in District 3.
NEW BUSINESS:
APPOINTMENTS AND ANNOUNCEMENTS: The Council reviewed the invitation to
the Weld County Sheriffs Administration Open House April 18 and 19. Councilman
Dwaine Kurtz highlighted the invitation to an open house at Northern Colorado Medical
Center's new Emergency Room Friday, May 2, 2003.
CORRESPONDENCE: Council members reviewed the correspondence.
COORDINATOR REPORTS:
Council Review Programs
Council members discussed review programs for 2003 Council meetings. Councilman
Chip Marks said Weld County Clerk and Recorder Steve Moreno would present a
review program at the June 17th Council meeting. Vice President Douglas
Rademacher will try to schedule Dr. Mark Wallace for the October meeting for a follow-
up report about West Nile Virus.
PAY BILLS: Vice President Douglas Rademacher made a motion to pay the following
bills.
Mileage for Councilman Dwaine Kurtz $ 23.80
Mileage for Councilman Chip Marks $ 20.40
Mileage for Councilman Mitchell Martin $ 14.28
Mileage for Councilman William Sander $ 5.44
Invoice for Greeley Tribune Subscription $102.00
ADJOURNMENT: The meeting was adjourned at 8:15 p.m.
