Environmental Health Services has reviewed this proposal for a Recreational Facility.
We have no objections to the proposal, however, we do recommend that the following
conditions be part of any approval:
We recommend that the following requirements be incorporated into the permit as
development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, fugitive particulate emissions, blowing debris, and other potential
nuisance conditions.
4. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
5. This facility shall adhere to the maximum permissible noise levels allowed in the
Residential Zone as delineated in 25-12-103 C.R.S., as amended.
6. Adequate handwashing and toilet facilities shall be provided for students,
teachers and visitors using the recreation fields. The restoom facilities are
located at the Vista Ridge Academy on the adjacent lot to the west of this
recreation field. The restroom facilities shall be available for students, teachers
and visitors at all times when the fields are in use. The public water supply and
municipal sewage treatment system serving the area will be utilized.

Master Drainage Report Addendum
Release of Collateral
This is a follow-up of my previous memo requesting the master drainage report for review of the
proposed Vista Ridge Academy Baseball and Soccer fields. The applicant's engineer, Hurst
and Associates, consulting engineering from Boulder, has provided a master drainage report.
This report has been prepared by a professional engineer, stamped, signed, and licensed in the
State of Colorado.
This meets our requirement for Section 24-7-120, Storm Drainage Requirements.
I have reviewed this report and find that it is acceptable.

The Weld County Public Works Department has reviewed this proposal; this project falls
primarily under the purview of the Use by Special Review Standards, Weld County Code,
Chapter 23, Article II, Division 4, Section 23. Our comments and requirements are as follows:
COMMENTS:
Access: In speaking with the applicant's engineer, James R. Spehalski, P.E. Vista Ridge
Development Corporation, access shall be from Ridge View Drive within the Vista Ridge
Development! There will be no direct access to Sheridan Boulevard at this time.,
The applicant has indicated that the extension of Ridge View Drive directly south of the baseball
and soccer field is proposed and will be annexed and developed by the Town of Erie in the
future.
There is a 45-foot utility/maintenance easement shown on the north end of the proposal. The J'
Capplicant indicated that this access will only be used for maintenance and utility purposes with)
no direct access associated with the school.
REQUIREMENTS:
The applicant shall provide a master drainage plan for evaluation and approval. +' s
Circulation and Interconnectivity: These items should be taken into consideration and
shown on the plat to indicate the connection between the parking lot and school to the baseball
and soccer fields. Indicate by either sidewalks or designated pathways.
Haul Route: Sheridan Boulevard and WCR 5 are associated with the designated haul route to ,-,(2-1,the landfills located directly north of the facility. Be advised that there is heavy truck traffic in the
area.

Dear Ms. Mica:
On behalf of the Town of Erie, I have reviewed the subject Vista Ridge applications that
have been submitted to Weld County. I have also reviewed for Erie the corresponding
applications for land within the Town boundaries which include a Site Improvement Plan
for a private school and a Plat Amendment to realign a collector roadway. These
applications are currently scheduled for hearings before the Town of Erie Planning
Commission on May 7th and before the Board of Trustees on May 13th.
Based on my review of the Weld County plans, there are no conflicts with the Town's
plans, although there is one addition to the Site Plan that the Town has requested - and
which the applicant has agreed to add - that is not reflected on the current Weld County
plans. The Town has requested that a fence, a minimum of 4' high, be installed along the
south and east sides of the proposed ball fields for the purpose of discouraging parking
along these two roadways, and to prevent errant balls from entering the roadways. At a
meeting earlier today,the applicant agreed to add the phased installation of the requested
fence such that the south side of the ball field is fenced with phase one, and the east side
of the field is fenced with phase two. With that addition to the plans, the Town has no
further issues and supports the approval of the requests.

Dear Ms. Mika:
Thank you for the opportunity to review and comment on the above referenced request.
Vista Ridge Development on behalf of Vista Ridge/Boulder Academy has requested approval to
develop playfields, located generally in the northwest quadrant of State Highway 7 and the
Sheridan Parkway alignment. The 600-foot wide Open Lands buffer—established by a 1998
Intergovernmental Agreement (IGA) between the Town of Erie, Weld County and the City and
County of Broomfield—is within the proposal. The entirety of the project is within the planning
area of the 1-25 Sub-Area Plan, which was collaboratively planned, as set forth in the IGA.
The City and County of Broomfield requests the following comments be considered, pursuant to
the IGA and the 1-25 Sub-Area Plan:
Buffer Administration
1. The 600-foot buffer should be clearly disclosed and preserved on project planning
documents. Permitted and prohibited uses should also be clearly articulated.
2. Section 3.3 of the IGA addresses the buffer and the manner in which it is to be
preserved. It is not clear how the buffer is being preserved (e.g., conservation
easement, acquisition or other appropriate conveyance).
3. Dimension the minimum 600-foot wide Open Lands buffer from the centerline of the
extended Sheridan Boulevard right-of-way.
4. Will Broomfield residents be permitted to use the play fields? Broomfield Recreation
Services can work with the Academy and, Weld County and Erie to arrange for joint use
of the play fields, if mutually agreed by all parties.
5. It would be appropriate to jointly discuss with the Town of Erie Open Space and Trails
Advisory Board, Weld County and the Broomfield Open Space and Trails Advisory
Committee a coordinated design and landscape treatment along certain portions of the
community buffer in general. This community buffer could be jointly designed and
planned so a consistent character is achieved, which may be difficult to attain
incrementally on a site-by-site basis.
6. Consider adding to these plans all of the conditions imposed by the Erie Board of
Trustees (which Broomfield supports per our 4 December 2002 letter) on the related
Site Improvement Plan in its jurisdiction so the Board's intent for this area is not lost
over time.
7. The slight encroachment by the outdoor playground area is consistent with recreational
uses, which are permitted in Open Lands.
8. Will the Weld County parcel be annexed into the Town of Erie in the future?
Project Design & Site Improvements
9. Please provide a detail of any fencing. Fence design has an important aesthetic impact
as viewed through the Open Lands buffer.
10. Drainage structures and facilities and grading within the 600-foot Open Lands buffer
should be appropriately designed to appear integrated into the Open Lands buffer.
Consider a gentler slope in the drainage swale. Context-sensitive design is needed to
retain the Open Lands buffer character.
11. Please ensure adequate ROW is preserved for Sheridan Parkway, as proportioned
between jurisdictions.
12. Grading should permit a detached sidewalk separated from the roadway by an adequate
parkway. Broomfield standards, for example, provide for a meandering, eight-foot
sidewalk along Sheridan Parkway separated from the roadway by an eight-foot parkway.
13. Additional plant materials in the 600-foot Open Lands buffer outside of the play fields
should be considered, particularly along Sheridan Parkway.
14. We note that the design standards set forth in the 1-25 Sub-Area plan may be applied to
this project. However, we have not attempted such a detailed level of review in our role
as a referral agency.
Broomfield requests review of land use applications on phase two improvements or other
material amendments to this Special Review Permit and future review of any proposal that
involved illuminated the playfields for nighttime use.
