RE: APPROVE DELEGATION OF ENTERPRISE ZONE ADMINISTRATION AND FEES TO
THE GREELEY-WELD ECONOMIC DEVELOPMENT ACTION PARTNERSHIP
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the State of Colorado has created enterprise zones in Weld County under
the authority of the Urban and Rural Enterprise Zone Act, and
WHEREAS, the Greeley-Weld Economic Development Action Partnership (EDAP) has
administered the enterprise zone in Weld County on behalf of Weld County, and
WHEREAS, EDAP has assessed a fee on enterprise zone contributions to cover the
costs of administering the program, which is two and one-half percent of the project cost, and
WHEREAS, EDAP has asked the county to formalize the enterprise zone administrative
arrangement with Weld County and authorize an administrative fee to be collected.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the administration of the enterprise zone in Weld County be, and
hereby is, delegated to EDAP.
BE IT FURTHER RESOLVED by the Board that the EDAP Board of Directors be, and
hereby is, authorized to set and collect a reasonable administrative fee from enterprise zone
projects of two and one-half percent of the project cost, unless otherwise approved by the
Board of County Commissioners, to defray the costs of administering the enterprise zone in
Weld County.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 10th day of September, A.D., 2003.
