The Uniform Fire Code, 1997 Edition, governs these comments and resulting requirements and other codes or standards referenced within the Fire Codes, as adopted by the Weld County Commissioners. General Comments. 1. Plans for any onsite fueling, shall be submitted to the Fire District for review and approval. 2. Existing house shall be changed to a B occupancy, due to it being used as an office area and no longer as a residence. 3. If any cutting or welding is to be done in the workshop, the occupancy shall change from a S-3 to an H-4. If the occupancy does change to a H-4, the building shall be provided with an automatic sprinkler system. 4. All structures shall be subject to an annual fire and life safety inspection. 5. Fire apparatus access roads shall be provided within 150 feet of any exterior portion of any building, as measured by an approved route. 6. A site plan including fire apparatus access roads shall be submitted to the fire district for approval. 7. Requirement C.16 shall be changed from Mountain View Fire District to Greater Brighton Fire District. USR-1402 There are no active or historical permits on record for this parcel. 1. A building permit shall be obtained prior to the construction of any building. A building permit will also be required for the change of use of the existing residence into an office. 2. A plan review is required for each building for which a building permit is required. Plans for the maintenance shop shall include a floor plan and a complete description of the extent of the work that will be done to maintain vehicles. Plans shall bear the wet stamp of a Colorado registered architect or engineer. Two complete sets of plans are required when applying for each permit. 3. Buildings shall conform to the requirements of the various codes adopted at the time of permit application. Currently the following has been adopted by Weld County: 1997 Uniform Building Code; 1998 International Mechanical Code; 1997 International Plumbing Code; 1999 National Electrical Code and Chapter 29 of the Weld County Code. 4. Each building will require an engineered foundation based on a site-specific geotechnical report or an open hole inspection performed by a Colorado registered engineer. Engineered foundations shall be designed by a Colorado registered engineer. 5. The maintenance shop building will probably be classified as type S-3 repair garage. Fire resistance of walls and openings, construction requirements, height and allowable areas will be reviewed at the plan review. Setback and offset distances shall be determined by the Zoning Ordinance. 6. Building height shall be measured in accordance with the 1997 Uniform Building Code for the purpose of determining the maximum building size and height for various uses and types of construction and to determine compliance with the Bulk Requirements from Chapter 27 of the Weld County Code. Building height shall be measured in accordance with Chapter 23 of the Weld County Code in order to determine compliance with offset and setback requirements. Our comments and requirements are as follows: COMMENTS: WCR 27 is identified in the FHU Road Classification Plan as an arterial status road. The maximum cross section for a major arterial is a 140-foot right-of-way. WCR 27 (Old U.S. Highway 85) has an ADT count of approximately 4,000 vehicles per day. REQUIREMENTS: The access has been improved through the original USR storage facility at the rear of the property. The applicant has widened the access to at least 24 feet to accommodate two-way traffic and has placed recycled asphalt on the approach road to hold the dust down. Sight Distance: At the entrance, the approach road crosses over the McCanne Ditch. The applicant needs to cut the weeds on both sides of the ditch crossing to provide a safe sight distance triangle for vehicles entering WCR 27. Off-Street Parking/Approach: The applicant needs to identify on the plat drawing a parking configuration to accommodate out door vehicle parking identifying the circulation lanes and parking locations. SOILS/LIMITATIONS: The Altvan loam on this site has slight limitations for septic tank absorption fields and sever limitations for shallow excavations. It has moderate limitations for dwellings with or without basements and small commercial buildings. Windbreaks and landscape plantings are generally well suited to these soils. PRIME FARMLANDS: No Prime Farmlands will be taken out of production. SOIL EROSION POTENTIAL: Surface runoff is slow, and the erosion hazard is low. We have no objections to the proposal, however, we do recommend that the following conditions be part of any approval: We recommend that the following requirements be met prior to allowing the plat to be recorded: 1. If applicable, apply for an Underground Injection Control (UIC) Class V Injection Well permit for the proposed maintenance shop through the Environmental Protection Agency (EPA) or provide evidence that the applicant is not subject to the EPA Class V requirements. 2. An individual sewage disposal system is required for the proposed shop and shall be installed according to the Weld County Individual Sewage Disposal Regulations. The septic system is required to be designed by a Colorado Registered Professional Engineer according to the Weld County Individual Sewage Disposal Regulations. 3. In accordance with the Above Ground Storage Tank Regulations (7 CCR 1101- 14) a spillage retention berm shall be constructed around the tank battery. The volume retained by the spillage berm should be greater than the volume of the largest tank inside the berm. Alternative protective measures may be allowed provided they comply with the Above Ground Storage Tank Regulations. 4. The applicant shall submit evidence to the Department of Planning Services, from the Colorado Division of Water Resources, demonstrating that the well(s) are/is appropriately permitted for the commercial use. 5. The applicant shall submit a waste handling plan, for approval, to the Environmental Health Services Division of the Weld County Department of Public -- Health & Environment. The plan shall include at a minimum, the following: 1) A list of wastes which are expected to be generated on site (this should include expected volumes and types of waste generated). 2) A list of the type and volume of chemicals expected to be stored on site. 3) The waste handler and facility where the waste will be disposed (including the facility name, address, and phone number). We recommend that the following requirements be incorporated into the permit as development standards: 1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended. 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. 4. Fugitive dust shall be controlled on this site. 5. This facility shall adhere to the maximum permissible noise levels allowed in the Commercial Zone as delineated in 25-12-103 C.R.S., as amended. 6. The applicant shall operate in accordance with the approved "waste handling plan". 7. Adequate handwashing and toilet facilities shall be provided for employees and patrons of the facility. 8. Any septic system located on the property must comply with all provisions of the Weld County Code, pertaining to Individual Sewage Disposal Systems. 9. The septic system serving the residence on-site shall be properly abandoned or removed. The sheriffs office would however be willing to provide a program entitled Crime Prevention Through Environmental Design to the developer. This program reduces the likelihood of criminal activity at a specific location by"hardening" it to crime. The Sheriffs Office lacks the ability to absorb any additional service demand without the resources recommended in the multi-year plan provided to the Board of County Commissioners or as indicated by growth not considered at the time the plan was developed.
