RE: Request for designated community representatives for the North I-25 Front
Range EIS Project Regional Coordination Committee.
Dear Weld County Board of County Commissioners:
The Colorado Department of Transportation has issued the Notice to Proceed with the
North I-25 Front Range Environmental Impact Statement (EIS) process in CDOT
Region Four. The goal of this project is to prepare an EIS evaluating future
transportation alternatives and improvements for the I-25 corridor between Denver
and Fort Collins.
Alternatives under consideration include:
1. taking no action;
2. improvements to the existing highway network, particularly I-25 but perhaps also
US 85 and US 287;
3. transit options including bus and rail technologies; and
4. constructing a highway at a new location.
As you are no doubt aware, communication with affected parties within the study area
is critical to ensure we fully understand the concerns and issues of all stakeholder
groups. As part of our plan to ensure the highest level of understanding of all the
issues involved with this study, we are organizing a Regional Coordination Committee
(RCC). This committee will provide significant opportunities for regular and frequent
input into the EIS process. Local officials or their designated representative will
provide observations and feedback directly to the Corridor Project Management Team
and the Executive Oversight Team of the Colorado Department of Transportation,
Federal Highway Administration and the Federal Transit Administration.
The RCC will consist of policy-level elected officials or their designated representative
and will be held on a quarterly or as needed basis as determined by the committee
and consultant team. This committee will be advised of the progress of the EIS

document and be asked to provide high-level input on issues from affected
communities. The first meeting of the RCC is scheduled for late-January 2004.
We also sent your city manager or county administrator a letter asking for a delegate
to represent your community on our Technical Advisory Committee (TAC). The TAC
will advise the EIS team on more technical aspects of transportation challenges in
your community and will require a higher degree of time commitment.
We respectfully request your attention to and participation in these committees.
Please convey a written response indicating your willingness to personally join the
RCC or the individual selected as your representative to:

We eagerly look forward to working in partnership with you to conduct this EIS and
determine the best transportation options for Northern Colorado.
Sincerely,
'
