This is due to the small lot size. Applicable information requested in the procedural guide for the Use by Special Review application has been placed on the plot plan. 1. Explain, in detail,the proposed use of the property. The current use of the property is as a Church. The expansion of the existing church will occur on Lots 7 through 9, Block 18 of Galeton. The expansion will include new classrooms, sanctuary, offices, kitchen and parking. Please see attached plans for details of the expansion. 2. Explain how this proposal is consistent with the intent of the Weld County Code,Chapter 22. Section 22-2-110.A.1. states, "Assure proper location and operation of compatible land uses by maintaining land use regulations within unincorporated communities." A church has been on site since 1928. The expansion of this particular Church services parishioners from Briggsdale, Greeley, Eaton, as well as Galeton. At a time when many churches are forced out of the heart of a community due to expansion restraints, the Galeton Community Church wants to remain in the heart of Galeton. Section 22-2-110.6.1. states, "Maintain the rural character of these settlements." This site has been a church home for seventy-four(74)years. The site of the Galeton Community Church is a historical siting. 22-2-110.C.1 states, "Accommodate new development primarily through infill of existing vacant platted lots." Lot 9 had an uninhabitable residential structure on it. On Friday, November 15, 2002, the Galeton Community Church will purchase this lot and incorporate this lot into the overall expansion plans as illustrated within this application. Therefore, this application is contributing to the overall character of the community by removing derelict structures and cleaning up the site. 3. Explain how this proposal is consistent with the intent of the Weld County Code,Chapter 23 and the zone district in which it is located. The current property, and the township of Galeton is zoned Agriculture. A Church is listed in Section 23-3-40.E.1. lists a Church as a Use by Special Review in the Agricultural District. This application has been filed in accordance with Division 4, Article 2, Chapter 23 of the Weld County Code, starting with Section 23-2-200. The plans submitted with this application detail parking lot configuration, setbacks, and building lay-out. The setbacks are not the standard due to the historical location in the community of Galeton. 4. What type of uses surround the site? Explain how the proposed use is consistent and compatible with surrounding land uses. The current site is the site of the Galeton Community Church. North of the current site is Lot 10. Lot 10 is currently is a single-family residential structure. To the west is a park site owned by Galeton Community Church, to the east is an alley and a single-family residential structure. To the south is Second Street and a single-family residential structure. The Church is currently compatible with surrounding land uses and shall remain so. 7 5. Describe, in detail,the following: a. How many people will use this site? Currently,there are 160 Members of the Congregation. The proposed addition allows for 254 members. b. How many employees are proposed to be employed at this site? N/A c. What are the hours of operation? Use of the Church will be on Sunday. Use of the church during the week will also occur. Outside Sunday services, it is difficult to estimate the time of use as funerals, community functions, etc. are not all planned events. d. What type and how many structures will be erected (built)on this site? The addition is a 5,000 square foot structure adding classrooms and worship space. A total worship seating of 254 will be accommodated by this expansion. e. What type and how many animals, if any,will be on this site? N/A f. What kind (type, size, weight)of vehicles will access this site and how often? N/A S. Who will provide fire protection to the site? Galeton Fire Protection District. h. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. The Department of Public Works requested to see the existing trees on the lot immediately south and across 2"'Street from the church entrance. This request has been placed on the attached plot plan. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. N/A 8. Explain how the storm water drainage will be handled on the site. The Galeton Community Church will install asphalt to the existing alley. Run-off will be directed to the center of the alley. Storm water will be directed to a storm sewer inlet at WCR 74. This design specification has been made in cooperation with Donald Carroll, Weld County Public Works and the applicant (9/20/02 @ 9:00 a.m.) 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. June, 2003-Spring, 2004. Upon approval of plans, the parking lot will be completed immediately. 10. Explain where storage and/or stockpile of wastes will occur on this site. We have known for four or five years that our existing facilities would not be adequate for the ever-expanding needs of our congregation and the community of Galeton at- large. As the population base east of Highway 85 and north of US 34 continues to expand, we have grown rapidly, and anticipate further growth in the near future. Also we have greatly expanded our outreach to the children of the area, with programs both Wednesday and Sunday evenings. We have been thrilled to see the families of the congregation come together for the planning and building of this addition. We are united in our vision and desire for expanded outreach. We are very encouraged with our fundraising so far, the many offers of donations of materials and labor, and the financial support of other churches' members that live in our community. We are confident, that with God's help, we will build out this project without borrowing any funds.
