The planned use of this property is the properties historical use as a feedlot operation. The existing facilities will be used to feed up to 3,000 head of cattle during the different stages of feeding. 2. This proposal is consistent with the intent of the Weld County Code under the following articles: Article II 2. "supporting agriculture will continue to be a significant goal of the county" 2.c "agriculture will be supported and will continue as a mainstay of the county" 3.a. ". . . supporting agriculture is an important objective of the county" 3.a.3) "supporting agriculture will include protecting agriculture uses by recognizing the `right to farm' 22-1-120 A. One of the basic principles upon which the United States was founded and continues to preserve is the right of citizens to own and utilize their property. B. Respect for agricultural tradition . . . it is important that the established agricultural businesses . . . are allowed to continue to operate without additional constraints. 22-2-10 A. The way land is presently used is one of the most important considerations in land use planning. The existing land use pattern has been created through the process of early settlement and economic development. 22-2-20 E. Supporting agriculture will continue to be a significant goal of the county. E.5. Supporting agriculture by adopting policies and regulations that do not create regulatory burdens on the agriculture producer. Based on the above references from the Comprehensive Plan of Weld County,this existing cattle feeding operation is without question consistent with the plans intent to preserve the agricultural heritage and economic mainstay of Weld County. 3. The property is located in the agricultural zone of Weld County. The feedlot operation has been in existence for over thirty years and has provided a service in the agricultural industry by providing those who do not have the proper facilities to feed cattle in a confined area to do so. 4. The feedlot site is surrounded by agricultural operations consisting of both farming and ranching. It provides a very valuable economic resource for the neighborhood/community by its purchasing of feed, cattle, additional goods and services for the feedlot operation, and the providing of employment opportunities. All of which are necessary to operate a viable feeding concern. 5. a) In the past,this feedlot operation has been used by numerous cattle producers to feed cattle for backgrounding, fattening and/or growing purposes. It has also been used by purebred cattle producers, commercial cattle producers, and dairies in addition to the owner's feeding operations 1 b) There will be two full-time employees on site along with three part-time employees. The number of employees will vary according to need of the operation. c) Due to the nature of the feedlot business and agriculture in general, setting hours of operation is a difficult if not impossible task. Work gets done on an as needed basis; anytime during a 24-hour day, 7-day week. However, a general rule that the hours of operation occur during daylight hours can be applied. d) No structures will be built on the site as this is an existing facility. e) The existing feedlot operation can maintain 3,000 head of cattle. f) Various types of trucks (from pickups to Semis)hauling cattle and feed will be accessing the property on a random basis. Pickups will be accessing the property on a daily basis. Traffic in and out of the property should be minimal. One feed truck will be on the property at all times. g) The property currently has a 10,000-gallon cistern that can be used for fire protection. Additional fire protection is available from the Galeton fire department. h) There are three existing domestic and commercial livestock wells on the property. There are no irrigation wells. i) The sewage disposal system is provided by four existing septic systems. j) Not proposed with the exception of the customary outside storage of feed. 6. No additional landscaping is proposed. 7. No reclamation procedures are proposed since termination of the USR is not anticipated. 8. Storm water from the north corrals drain into the coal ridge ditch. Storm water from the south corrals drain into a holding pond on the east end of said corrals. 9. No construction is needed as this operation has been in existence for over 30 years. 10.
